Lutnick rejects NOAA rule to revise Atlantic cod management plan

Commerce Secretary Howard Lutnick rejected a scientifically vetted regulation to help protect Atlantic cod Wednesday, citing concerns about the proposed rule's interference with a national policy to achieve 'optimum yield' of highly sought-after commercial fish species. The regulation — known as Amendment 25 — was crafted by the New England Fishery Management Council and supported by conservation organizations that said it was essential to accurately monitor cod populations that continue to be overfished. It was opposed by two fishing industry groups that said the amendment needed to be reworked in a more 'deliberative and informed way,' including language about annual catch limits and other restrictions. Advertisement While the Commerce secretary has final authority over NOAA fisheries regulation, Lutnick's action signals a shift in NOAA's traditional deference to the regional fishery management councils, which are tasked with monitoring ocean fish species; collecting data on their status; and recommending to NOAA updates to federal fishery management plans, including catch limits.

Applications are being accepted for the Channing Memorial Church Margit Baum Fund Scholarship. Anaward of up to $3,000 on a one-year basis will be given to the successful applicant(s). Applicants must begraduating seniors residing in the City of Newport who demonstrate financial need and have beenaccepted into a two or four-year college or educational program. The Knights of Columbus Council 3618 of Portsmouth, Rhode Island, will be offering Baked Fish Dinners for Lent. They will be held at the St. Barnabas Social Hall on Fridays starting on March 7 and continuing March 14, 21 and 28, starting at 5 p.m. The menu includes New England Clam Chowder, Baked Atlantic Cod with Hollandaise, Coleslaw, Rice or Mashed Potatoes, Roll with Butter, Dessert and Water, Soda, Coffee or Tea. Adult tickets are $15, Children 6-12 are $8, and Children under 6 Free. In addition, a Lobster Salad Dinner will also be offered which includes a Lobster Roll, Potato Chips, Cole Slaw, Clam Chowder, Dessert and Water, Soda, Coffee or Tea for $25. Take-out will be available for both meals. Ticket Sales are in advance only and will be sold up to 2 p.m. on the Thursday before each Dinner. The event is presented by BRS Building Company. All net proceeds from the race will once again benefit the Newport County YMCA and the Dr. Martin Luther King Jr. Community Center. Last year, each organization received $8,623. The amount was serendipitous as Charlie Sr. passed away on Aug. 6, 2023. The 3.1 mile race starts and ends at the Y and follows a course around Tuckerman Avenue/Easton's Point. Earlybird pricing of $33 per registration is in effect until April 1. The race includes a competitive 5K Race, a non-competitive 5K Fun Walk, as well as a virtual option. Prizes will be awarded for the top three men and womenfinishers. Orchestral music from the 19th century and photography from America's Gilded Age will be presented at Rosecliff in March as The Preservation Society of Newport County continues its winter and spring series of educational programs. • The Gilded Age Orchestra of Newport will take the Rosecliff ballroom stage on March 6 starting at 6 p.m. for a program featuring music of France's 'La Belle Époque' and Newport's 19th-century resort era. Conductors Dr. Mark Stickney and Dr. Christopher Brellochs will discuss the historical background of the music, which includes pieces played at the 1857 Fête Champêtre at Chateau-sur-Mer, aboard the Fall River Line of steamships and in Newport's historic parks. The orchestra originated as an ensemble of musicians who performed in concert scenes during the first two seasons of Julian Fellowes' historical drama series 'The Gilded Age' on HBO. Several of the Newport Mansions appear in the series as the homes of various characters, including the upstart nouveau-riche George and Bertha Russell, portrayed by Morgan Spector and Carrie Coon. The orchestra is under the auspices of Historic Music of Newport, a nonprofit organization founded by Dr. Stickney. • On Thursday, March 27, at 6 p.m., the Preservation Society's Curator of Collections, Nicole Williams, will present 'Newport through a New Lens: Treasures of Photography at the Preservation Society.' Williams will show rare photographs by Felice Beato, José María Mora, Matthew Brady, Marian Hooper Adams and others, including portraits, images of Newport landmarks and scenes from other countries. She will explore how these pioneers pushed the limits of the medium, often blurring the line between truth and artifice.
