Ghaziabad: Two ramps to Hindon elevated road proposed in Indirapuram, Vasundhara

The Ghaziabad development authority (GDA) has proposed to build two ramps on the Hindon Elevated Road: an on-ramp in Indirapuram on the carriageway from Raj Nagar Extension to UP Gate, and an off-ramp in Vasundhara on the carriageway from UP Gate to Raj Nagar Extension. The ramps will be built at a cost of ₹200 crore, and the proposal will soon be sent to the state government for approval, officials said on Thursday. The 10.3km Hindon Elevated Road connects Raj Nagar Extension in Ghaziabad with UP Gate on the Delhi-Ghaziabad border. The proposal to build the ramps comes after Uttar Pradesh housing and development board officials asked GDA to provide access to the Hindon Elevated Road from Vasundhara and Siddharth Vihar townships. 'We have prepared a report proposing the development of a new on-ramp from Indirapuram and a new off-ramp towards Vasundhara. The estimated cost for these two additional accesses is ₹200 crore, and we will try to seek funds from the Sixteenth Finance Commission. For now, the report will be sent to the state government for further action,' said Atul Vats, vice-chairperson of GDA. The Hindon Elevated Road has an entry/exit point at Karhera rotary and an entry/exit point at UP-Gate. In between, the elevated road has an exit at Indirapuram for commuters coming from Raj Nagar Extension. Likewise, commuters from Vasundhara also have an entry to the elevated road, but it is meant only for commuters going to Raj Nagar Extension. 'The two new proposed entry and exit points, a ramp up from Indirapuram and a ramp down on the other side at Vasundhara, will help commuters of trans-Hindon areas get full access to the elevated road. It will also help commuters from nearby Siddharth Vihar get access to the elevated road and reach Delhi,' said an officer from GDA's engineering department. The Vasundhara and Siddharth Vihar housing schemes are spread over an area of 1,138 acres and 704 acres, respectively. Siddharth Vihar is an under-development scheme and residents settling here will need direct connectivity to Delhi. In Vasundhara, the board has a presence of 80 acres of vacant land in sectors 7 and 8, which also fall under the transit-oriented development (TOD) zone and have mixed and commercial land use being located in a 1.5km radius of the Sahibabad station of the Regional Rapid Transit System project. The TOD zones along eight RRTS stations have been defined according to the state government's TOD policy and also made part of the draft Master Plan 2031 by GDA. Ten acres of land in these two sectors is also proposed to be given for a satellite centre of the All-India Institute of Medical Sciences (AIIMS).

TOI reported in March this year that Ghaziabad Development Authority (GDA) has earmarked Rs 418 crore to redevelop over 2,000 flats in Tulsi Niketan. On two occasions earlier, GDA had offered to rebuild flats. The GDA in March this year came up with another plan aimed at the redevelopment of the colony. GDA vice chairperson Atul Vats said, "Spread over an area of 7.83 hectares, Tulsi Niketan has 2,004 EWS and 288 LIG houses and the GDA board recently approved the proposal to take up the redevelopment work of the township, which will come at an estimated cost of Rs 418.4 crore. " A GDA official said , "In the past, at least on two occasions, we offered the residents to rebuild the flats, but even after months of negotiations, nothing worked out. Neither the residents were willing to vacate the flats, which left us with no choice but to abandon our plan to reconstruct flats." The builder shall ensure a minimum premium payment of Rs 25 crore to GDA. Additionally, the financial assessment considers the cost for GH-1 land, commercial land and dispensary land to be given to GDA, totalling approximately Rs 24 crore. This results in a per square meter sale rate of Rs 78,100 for the builder, which translates to Rs 7,260 per square foot. The plan also entails the temporary relocation of about 7,000 residents for a period of two years during the construction phase and the cost of temporary relocation has been calculated at Rs 5,000/month/household, which will be part of the total capital expenditure borne by the developer.

Ghaziabad: A 2km arm of the Hindon elevated road may connect the upcoming Harnandipuram township with Delhi at UP Gate, Delhi-Meerut Expressway and NH9. A plan still on the drawing boards, GDA officials said if the 10km elevated road is extended further towards the city forest area from the Raj Nagar Extension (RNE) roundabout to meet the outer ring road abutting villages from where land is to be acquired for the township, it could provide direct connectivity between the eastern and north-eastern parts of the city. GDA, which has already surveyed areas along RNE roundabout, estimates the road extension project to cost Rs 200 crore. Currently, Hindon elevated road spans from Rajnagar Extension to Ghazipur border. Two ramps on it allow vehicles to access the elevated road from Indirapuram and Vasundhara. "We conducted a survey to chalk out a possible route from where the elevated road could be extended towards Harnandipuram. According to the proposal, a 2km arm of the elevated stretch from the roundabout on the RNE side abutting Hindon river via city forest area will be constructed, which will be further joined with the outer ring road," GDA vice chairperson Atul Vats said. UP is currently in talks with farmers to decide on the land rates for five villages from which 336 hectares is to be acquired for Harnandipuram township. The rates will be four times the DM circle rate as per the provisions of the Land Acquisition (Rehabilitation & Resettlement) Act 2013. Under the CM Urban Expansion New City Promotion Scheme, UP has allocated Rs 400 crore for the development of the township. As per one estimate, Rs 15,000 crore will be needed to develop Harnandipuram, and a large chunk will go into acquiring land at mutually agreed rates from the farmers. Out of this, 50% ofcost will be borne by the state govt under the CM Urban Expansion New City Promotion Scheme, with the remaining amount covered by the GDA. Meanwhile, UP Housing Board, which administers Vasundhara and Sidharth Vihar townships, has recently proposed two cloverleaf interchanges on Hindon elevated road to provide commuters from Vasundhara and Sidharth Vihar direct access to Delhi via UP Gate and RNE. A 24km road—part of it a bridge over the Hindon—is proposed from Sidharth Vihar to the elevated road to allow vehicles to travel towards UP Gate directly. A grade separator and cloverleaf interchange is to let commuters travel towards RNE carriageway of the elevated road. The board has also proposed to build a 7km link road from Vasundhara's Sector 7 to the elevated road and a cloverleaf interchange further ahead, near the Kanawni culvert, in order to allow commuters to travel to Delhi without exiting the elevated road.

Ghaziabad: GDA may soon use an artificial intelligence-powered tool to detect encroachment and unauthorised colonies in the city. The Authority plans to invest Rs 2 crore in an illegal construction detection system, a software already being used by Varanasi Development Authority, that uses technology like satellite imagery, drones and image processing to identify buildings or structures constructed without proper permits or in violation of building regulations. The system also employs algorithms that can analyse images, compare them with existing databases, and flag potential illegal constructions for further inspection. The town planning department will make spot visits to verify each case before a crackdown by enforcement teams. Ritesh Kumar an expert from the software firm that made a presentation before GDA this week, said there were two methods to map an area. "One is 2D, which works on a horizontal plane. The second is 3D technology that considers horizontal and vertical constructions. For 2D technology, we use satellite imagery for a certain time period, which is compared with a second image taken after a gap of a few months, and then the two are tallied to look for changes in the construction pattern of the colony. These are further collated with the sanctioned map, to identify the level of illegal construction," he said. In 2018, GDA had invited professionals from Lucknow's Remote Sensing Application Centre (RSAC) in a bid to use advanced technology to check the proliferation of illegal colonies, but the project failed to materialise. GDA then identified close to 250 illegal colonies.

Ghaziabad: The Ghaziabad Development Authority (GDA) will soon launch the Public Access for Housing and Allotment Login (PAHAL) portal to enhance the scheme's ease of doing business. The scheme aims to provide property details of all consumers in one place, for which a unique ID is assigned to each property. According to GDA vice chairperson Atul Vats, the portal will offer a host of services -- including payment of property dues, viewing of property ledger, viewing and verifying property details, downloading allotment letters, online registration of allotment, and applying for mutation. Until now, this process was conducted manually, taking a minimum of seven months to compile data of a particular locality or pocket. To seek details of a property, one had to sift through countless files and maps to get the required information – a highly time-consuming and taxing process. The PAHAL portal will also provide users with updates and reminders on payment dues, which could help allottees avoid paying late fines. Automatic rescheduling of allotments, until now, required allottees to visit the GDA office, but this can now be done online.
