Delhi govt's 10L health cover scheme for 70+ offers gift of life
New Delhi: Chief minister Rekha Gupta said on Monday that from now on there would be no difference between the rich and the poor among the elderly residents of the city with regard to healthcare . "Anyone above the age of 70 years, whether affluent or poor, is entitled to Rs 10 lakh health cover for treatment in over 100 hospitals in Delhi," she announced. Launching the Ayushman Vay Vandana ( AVV ) Yojana, Gupta said while every aged person would benefit, the scheme was a special boon for poor seniors who couldn't access quality health care due to financial constraints. The scheme integrates the Rs 5 lakh coverage from the central govt's Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) with an additional Rs 5 lakh contribution from Delhi govt. These specialised health cards will maintain comprehensive medical information, enable systematic health examinations and include emergency contact information. Of the 40 individuals selected, two were absent due to health reasons but 38 received their cards, 27 of them men and 11 women, representing all of Delhi's 11 districts. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Co-Founder of Google Brain, Andrew Ng, Is Reported To Have Read Every... Blinkist: Andrew Ng's Reading List Undo State minister Pankaj Kumar Singh, who was also present on the occasion, described the scheme as a landmark initiative for Delhi's healthcare infrastructure, emphasising govt's commitment to enhance medical facilities. The programme offers flexibility, allowing the capital's residents to register regardless of their location. The health minister highlighted that the coverage also extended to chemotherapy, intensive care, surgical procedures and an additional 1,961 medical treatments. Puri emphasised that the scheme fills the crucial healthcare gaps previously faced by the elderly residents of the city, demonstrating the administration's dedication to equitable health services. He noted that the increasing number of Delhi hospitals joining the programme would establish a benchmark for universal healthcare accessibility in the coming years. At least 47 private hospitals in the city have been empanelled till date. These include Aastha Hospital, Bhagwati Hospital, Bharti Eye Hospital, CNC Nursing Home, Dharamsheela Narayana Super Specialty Hospital, Dr Shroffs Charity Eye Hospital, Eye Mantra Hospital, Rajiv Gandhi Hospital, Khanna Medical Centre, Khandelwal Hospital and Urology Centre, Singhal Hospital, Sonia Hospital, Sushila Hospital, Tomar Multispecialty Hospital, Viva Vision, Universal Centre of Health Sciences, Sanjeevani Medical Research Centre and others. TOI spoke to some of those who received their healthcare cards on Monday. The Pujari's Quiet Burden: Gangasaran Shastri, 74 The daily morning prayers at Laxmi Narayan temple provide solace to Shastri, a resident of Sainik Enclave in southwest Delhi. While he recites the sacred mantras with dedication, he endures the physical discomfort of a prolonged barefoot standing on the temple's cold floors in the winters and in the hot summers. This had resulted in knee inflammation and severe pain. Shastri's son earns a living as a driver, and the family lacked health insurance coverage, especially for the senior citizens. A previous hospital visit cost them Rs 5-6 lakh and depleted their savings, forcing them to seek financial assistance from relatives. "I don't have to depend on anyone for my treatment anymore," Shastri whispered. Later in the evening, he respectfully placed the AVV card next to the deities with a brief prayer of gratitude. The Lockmaker's Hope: Geeta Devi, 72 Geeta Devi of Karawal Nagar in northeast Delhi made her living crafting locks, which left her fingers hardened and her eyesight fading — a slow, creeping darkness that she pretended not to notice until it became impossible for her to do anything. Despite eye surgery paid for by her sons, her eyesight continued to worsen. She now struggles with vision disturbances that cause her unease. When she received the AVV card, she said with relief, "I can now see a doctor without feeling like a burden on my family, who love me but are financially not very comfortable." Devi's three sons, all married, support their own families while facing rising costs. Son Mukesh Yadav acknowledged the card provided her with autonomy and contentment. "We will do anything for her, but our resources are limited. This insurance coverage will go a long way in helping her and us too," he said. The Survivor's Peace: Rafique, 83 Rafique's life is a tapestry of history. A resident of Mehrauli, he witnessed the roars of Independence and Partition and has seen the skyline of Delhi changing. But nothing prepared him for the quiet battles of ageing — wheezing breaths from chronic asthma, dizzy spells from high blood pressure and endless hospital queues. His daughter-in-law, Ishrat, who is an ASHA worker, often accompanied him to hospitals, guiding his frail frame past crowded corridors. "I feel guilty," Rafique admitted, "stealing time from her life for the sake of mine." Upon receiving his Ayushman Vaya Vandana card, he clutched it, saying it represented more than just healthcare access; it symbolised a restoration of his self-worth. Rafique, who struggles with hearing impairment, shared, "Ilaj karana bojh lagta tha. Ab theek lag raha hai (Getting treatment always felt like a burden, but I feel okay now)." Ishrat conveyed her own thoughts: "Abba bojh nahin the, na honge. Par unka ilaj ab accha hoga kyonki ab hum private aspatal bhi jaa sakenge (Father never was or will ever be a burden on us. But now we will manage the best treatment for him even in a private hospital)." The octogenarian's kidney condition requires medical attention, but the lengthy waiting times at govt hospitals were problematic for some who cannot remain standing or seated for extended periods. Invaluable Gift: Kashmir Singh, 87 Kashmir Singh, who lives in New Ashok Nagar in east Delhi, attributes his historically good health to his active lifestyle as a farmer. However, he now requires medication for blood pressure management. He previously experienced leg swelling but recovered with proper medical treatment. He considers this healthcare card invaluable for elderly citizens, particularly those who have no other means to meet the high cost of treatment. AVV would give such people access to medical care at both govt and private hospitals without worrying about expenses. In other words, it ensures their medical independence.
