BHUBANESWAR: The BJP government on Tuesday announced to sanction pucca houses for 10 beneficiaries under Antyodaya Gruha Yojana in each panchayat to mark its first anniversary of coming to power in the state, on June 12. Panchayati Raj Minister Rabi Narayan Naik said block development officers (BDOs) have been asked to submit a list of beneficiaries within five days. Around 68,000 houses will be provided by the government in the first phase, he said. The minister said the move represents government's commitment to implementing welfare schemes and improving the lives of citizens. The Odisha government has approved the Antyodaya Gruha Yojana, allocating `7,550 crore to build 2.25 lakh pucca houses for disadvantaged families over the next three years. The scheme was launched by Chief Minister Mohan Charan Majhi at Bhawanipatna in Kalahandi district on March 31. The houses will be provided to low-income households which have not been selected under the Pradhan Mantri Awas Yojana-Gramin (PMAY-G). The government had launched a comprehensive survey on January 24 this year to identify all eligible families who have been left out of the previous housing schemes. The survey has so far identified more than 26 lakh beneficiary households.

Contacted, Chatra deputy commissioner Ramesh Gholap said all BDOs have been asked to take up the repair of the hand pumps in rural and remote areas immediately. "To address such problems, a toll-free number will soon be circulated so that villagers can lodge their complaints related to water problems," he added. Parmeshwar Bhuiyan, a resident of the village, said his co-villagers have to walk for a kilometre to get to the pit of Katia, a local rainfed river which dries up during summer. Besides fetching water for drinking, cooking and washing utensils, the womenfolk face difficulties in bathing and washing. "For years now, the pit has been our only source of water," he rued. Basanti Devi, a woman from the village, said there was a functional hand pump in the village. "A motor was installed to it under the Nal Jal Yojana last year without considering the actual level of the underground water. This hand pump ran out of order. Due to this, neither water is available from the Jal Minar (overhead tank), nor from the hand pump as the groundwater table has depleted," she said. Meena Devi, another resident of the village, said, "We did not get a drop of water from the overhead tank. Dirty water from the pit is our only source despite the risk of various illnesses. The mukhiya of Katia panchayat, Misi Devi, said she has informed the drinking water and sanitation department to ensure the repair of the hand pump in the area at the earliest. "While such instances may be few, it's crucial that you work in collaboration with elected representatives who voice people's concerns," the CM told the officials who oversee development projects at block and district levels. BDOs of all 314 blocks and CDOs of all 30 districts attended the meeting. Majhi said for the first two-three months after the BJP govt came to power, many of the officers functioned by aligning themselves with the previous govt's vision. "That is not unusual. However, they must change since it's already 11 months," he added. Calling himself a simple tribal man, Majhi said being someone who started his political career as a sarpanch, he knows well what happens at the grass-roots level. Jamshedpur, Jharkhand's East Singhbhum district deputy commissioner Ananya Mittal on Monday raised concerns over possible irregularities in the ambitious Maiyan Samman Yojana and directed all block development officers and circle inspectors to conduct investigations and submit reports within three working days. Following a preliminary inquiry, Mittal said it has come to notice that several beneficiaries of the scheme had received funds through the same bank account — an act in violation of the scheme's guidelines. "All BDOs and CIs have been directed to verify the list of bona fide beneficiaries within their respective jurisdictions and submit a report to the district headquarters within three working days," an official statement said. According to the statement, two or more beneficiaries were found to have availed the benefits from 2,912 bank accounts across the district. The highest numbers of such cases were reported from the following circles and blocks: Potka , Jamshedpur Circle , Golmuri-cum-Jugsalai , Mango Circle , Ghatsila , Bodam , Chakulia Block , Gurabandha , Patamda , Dumaria , Baharagora , Musabani , Dhalbhumgarh and Chakulia Circle , the statement added. Issuing a strict warning, Mittal said, "Such irregularities will not be tolerated at any cost. The names of ineligible beneficiaries will be removed from the list, and the amount disbursed will be recovered from them." He further warned that departmental action would be taken against any official or employee found involved in such fraudulent practices. The Maiyan Samman Yojana aims to financially empower needy and eligible women, and the benefits are meant to reach the rightful recipients only. The district administration also appealed to the public and recipients of the scheme to provide accurate information. "If anyone has knowledge of irregularities under the scheme, they should come forward and inform the administration, which will take prompt action," the statement added.
