Both parties share a unified vision to future-proof the logistics industry by implementing targeted programmes that address key challenges and streamline operations to reduce costs. Representing BEBC Brunei as Country Directors, Thomas Koh and Haji Alimen Haji Jaafar were present to witness the signing demonstrating BEBC Brunei's active and direct involvement in driving cross-border connectivity efforts among Brunei, Sabah, and Sarawak under the BIMP-EAGA framework. Cross-border trade between Sarawak and Brunei increased by 23.8pc in 2023, reaching RM3.76 billion. This significant growth underscores the urgent need for reforms to eliminate regulatory and logistical barriers such as permit duplications, inconsistent transit fees, and manual customs procedures that have traditionally impeded smooth goods movement. Key focus areas of the collaboration include; Streamlining regulatory frameworks and closing infrastructure gaps to improve connectivity; Driving digital integration and productivity frameworks, led by MPC, including digitised permit systems and harmonised customs processes; Simplifying processes to reduce clearance times; Strengthening business partnerships to connect value chains and unlock new economic opportunities; and Promoting sustainable and resilient trade practices to ensure long-term competitiveness. The partnership aims to reduce transport costs by up to 50pc through the removal of redundant permits and improved procedures. By 2030, the collaboration targets a 25– 30pc increase in trade volume, a reduction in clearance times, and the creation of over 15,000 new jobs in the logistics sector. MPC will lead the development of productivity frameworks and digital reforms, while BEBC will ensure the industry's needs are effectively represented. The sustained cooperation among Sabah, Sarawak, Brunei, and related authorities is vital to maintain efficient, secure, and future-ready trade flows. Sabah launches initiative to elevate palm oil quality

KOTA KINABALU (May 8): The BIMP-EAGA Business Council (BEBC), Sabah Chapter on Thursday announced a landmark initiative programme to enhance the quality monitoring of crude palm oil (CPO) through strategic collaborations with Allyssa Certification, MIMOS Malaysia and Universiti Malaysia Sabah (UMS). This initiative will be implemented under the strategic programme of Allyssa Certification Sdn Bhd, the BEBC's technical and certification arm, to ensure that Sabah-produced CPO meets the highest standards demanded by global markets. 'CPO quality is the gateway to global competitiveness. With increasing scrutiny from international buyers, we must ensure our palm oil meets strict criteria for Free Fatty Acid (FFA) levels, DOBI index, and food safety,' said Dr Raymond Alfred, chairman of BEBC Sabah. 'Our partnership with MIMOS and UMS will leverage advanced R&D, digital traceability and real-time quality monitoring systems to raise our standards across the board.' In parallel, BEBC and UMS will be launching an academic-industry collaboration program focusing on CPO quality monitoring, capacity building, and local expertise development. Led by Prof. Ts. Dr Rayner Alfred, the initiative aims to embed AI-driven analytics and scientific oversight into palm oil quality assurance across the state. 'CPO quality is not just determined at the mill — it is influenced at every step of the supply chain,' said Dr Raymond. 'From harvesting and field maintenance to transportation, processing and storage, each stage can impact Free Fatty Acid (FFA) levels, DOBI index and contaminant levels. We must raise standards across the board to secure global market access especialy to address the impact of the US tariff upon Malaysia. 'We are excited to work with MIMOS Malaysia, relevant ministries, government department, world-class researchers and innovators to future-proof our industry and empower smallholders and mill operators with cutting-edge tools,' he added. As part of the initiative, BEBC is also in the process of engaging major players in the palm oil industry in Sabah as a pilot project The industries include Sawit Kinabalu, and national leaders such as IOI Group, Genting Plantations, FGV Holdings, Wilmar and others, to participate in a joint platform for quality assurance and futher enhance the market access strategy. 'This is more than just a quality control initiative — it is a bold step towards Sabah becoming a global leader in sustainable, premium-grade palm oil,' Dr Raymond concluded.

Plan to transform Tamparuli into sustainable rural model

KOTA KINABALU (May 7): BIMP-EAGA Business Council (BEBC) Sabah chairman Dr Raymond Alfred has proposed a 10-year sustainable and inclusive community development program in Tamparuli, aiming to transform the constituency into a model for green economic growth and digital inclusion in rural Sabah. The proposal comes following Dr Raymond's participation in a mushroom tissue culture training course at Universiti Putra Malaysia (UPM), alongside two local youths from Tamparuli, Jaffrin Singkod and Chelsea Drew Apple. 'Tamparuli has extraordinary potential as a hub for green growth and grassroots innovation. We need a long-term, holistic strategy that not only raises the standard of living, but also prepares our communities for future challenges like climate change and the digital economy,' he said. According to Dr Raymond, the proposed program will be implemented in phases and is expected to require a total investment of RM15 million to RM20 million over 10 years. It will centre on five core pillars, namely community-based agro-ecotourism rooted in Tamparuli's cultural heritage and natural beauty, high-value crops such as mushrooms and grapes to generate new income streams, entrepreneurship incubators for youth and women in rural areas, community Digital Access Centres (CDACs) to enhance digital literacy and connectivity; and environmental conservation efforts, especially along rivers and hilly terrain. 'We envision Tamparuli as a living example of how rural development can be both sustainable and inclusive where economic progress goes hand in hand with cultural preservation and environmental protection,' he said. Dr Raymond emphasised that the initiative would only succeed through multi-stakeholder collaboration, involving government agencies, academic institutions, NGOs, the private sector, GLCs, and community-based organisations. 'This is not a top-down plan. It requires the active involvement of the people of Tamparuli, local leaders, and our MP for Tuaran. Everyone must have a role,' he said. He also expressed appreciation to individuals who helped fund the two Tamparuli participants in the UPM course, saying it marked an important step in building local capacity for innovation. 'That short course opened their eyes and mine to what's possible when knowledge meets opportunity. Now it's time to build on that momentum,' he added. With this bold proposal, BEBC Sabah hopes to position Tamparuli as a showcase of rural transformation under the BIMP-EAGA framework, a region-wide initiative for economic cooperation in Southeast Asia. 'Tamparuli not only has the potential to rise, but to lead,' Dr Raymond concluded. The proposed plan is expected to be further refined in the coming months as consultations with stakeholders begin.
