Piled-up garbage in rural areas raises a stink

Jamshedpur: Over 1.50 lakh people in the rural and suburban areas in the southern vicinity of the industrial city are compelled to live amid piled-up garbage as local administration fails to clean waste regularly. The affected areas are Bagbera, Harhargutu, Khasmahal, Kitadih, and adjoining areas. "There's gross negligence by the administration and the panchayat bodies, due to which the civic waste remains unattended for months. We often make pleas to the officials, but seldom is there a response," said Bagbera Vikas Samiti president, Subodh Jha. Residents have reported that unattended trash piles are visible everywhere. Areas such as Ramnagar, Bajrang Tekri, Shiv Ghat, Shank Maidan, Gandhinagar, Traffic Colony Durga Puja Ground, and Pir Baba Maidan, among others, are littered with waste. "On the insistence of the residents, local MLA (Potka) Sanjib Sardar raised the matter in the assembly twice in the past four months, but the garbage remained unattended," said Bagbera Colony Panchayat Samiti member, Sunil Gupta. "People set fire to domestic waste in the backyard to get rid of the garbage, which causes toxic gases to emit. The residents inhale the harmful gases that billow from the rubble," said Raju Sharma, a resident of Gandhinagar. Furthermore, with regular bouts of rain lashing the region for the last two weeks, people are experiencing a stench while crossing through the garbage-littered areas. "With the monsoon expected to arrive after two weeks, the situation will worsen, with children and elderly people, in particular, likely to fall sick if the garbage is not removed by then," Gupta said. Authorities said that local panchayats need to take the initiative and arrange funds for regulating waste disposal management, whereas the urban administration can contribute as a facilitator. "Panchayat bodies have the funds for cleaning and disposal of the garbage. I have repeatedly asked gram panchayats to hold meetings and work out a plan, but the lackadaisical approach of the panchayat heads is causing the delay," said BDO, Jamshedpur, Sumit Prakash. "There was some delay in convening the gram sabha due to various reasons. There was also a communication gap between the gram sabha members. However, I will soon call a meeting to address the garbage issue," said Bagbera Gram Pradhan, Chunku Mardi.

Jamshedpur: Over two lakh residents in Jamshedpur's southern outskirts face another summer without clean tap water as the Bagbera rural drinking water project faces further delays. Drinking water and sanitation department (DWSD) officials have announced that the project requires an additional two months for completion. "Once finished, all five water tankers will be positioned to supply water to households," said Sunil Kumar, DWSD Jamshedpur division executive engineer. Currently, trenching work under rail track is in progress. While partial supply might begin in some areas, residents must wait at least another month, officials said. The Rs 237crore project, initiated in April 2015, was originally scheduled for completion in Nov 2017. While funding isn't an issue, obtaining NOCs from stakeholding agencies and inter-departmental coordination have caused significant delays. "The three operational tankers are inadequate. Households spend Rs 300-500 daily on drinking water," said Subodh Jha, president of Bagbera Vikas Samiti. East Singhbhum district Congress committee president Anand Bihari Dubey has warned of consequences if DWSD officials fail to meet their commitments.
