Andhra Pradesh government exempts village secretariat staff from transfers schedule

Vijayawada: In view of the ongoing process to restructure the village/ward secretariats, the state govt has decided to exempt the employees of ward/village secretariats from the transfers' schedule.
The govt has decided to issue a separate GO to allow the transfers of secretariat employees after the completion of the rationalisation of the staffers at the field level.
Minister for village and ward secretariats and social welfare, Dr Balaveeranjaneya Swamy, has assured that no employee working in village and ward secretariats will be removed even after the reforms were implemented. "We have taken up the restructuring of the ward/village secretariats in order to extend public services more effectively.
In fact, we wanted to reduce the workload on the staffers with the rationalization," said Swamy.
He said that chief minister Chandrababu Naidu wanted that all the public services should be delivered in real-time and hence the staffers at village/ward secretariats should gear up themselves to the vision of the chief minister.
The govt recently categorised the village/ward secretariats into three groups—A,B,C—and taken up the adjustment of staff accordingly.

Secretariats in villages with a population of 2,500 will have 6 staff members, those with a population of 2,500–3,000 will have 7, and those with a population above 3,000 will have 8 staff members. Additionally, a cluster system will be followed for the effective implementation of the govt schemes.
A study carried out by the govt found that some secretariats have up to 10 staff members, others are operating with only three or four.
This resulted in uneven workload—high pressure in some places and insufficient work in others. To address these issues, the govt initiated measures to ensure all staff are fully engaged, thereby enabling better and timely services to the public in real-time.
The state govt had also decided to introduce a three-tier system to synchronise the village/ward secretariats with mandal and ZP administration. "We have decided to establish planning boards at the district, mandal, and assembly constituency levels.
A senior district official will head the district level planning team, while MPDO will lead the mandal team. Similarly, a senior officer will head the team at constituency level.
A designated team will be appointed to continuously monitor the performance of village and ward secretariats," said Dr Swamy.

Furthermore, the govt plans to introduce a three-tier system to synchronize village and ward secretariats with mandal and Zilla Parishad (ZP) administration. Planning boards will be established at the district, mandal, and assembly constituency levels, each headed by senior officials. A dedicated team will be appointed to continuously monitor the performance of village and ward secretariats.
The minister emphasized that the chief minister, Chandrababu Naidu, wants all public services to be delivered in real-time, and staff members at village and ward secretariats need to adapt to this vision.
