Govt writes to secretaries for devpt of Berhampur, Chhatrapur & Gopalpur towns
Berhampur: The state govt recently wrote to different department secretaries for comprehensive development of Berhampur, Chhatrapur and Gopalpur towns in the Ganjam district. The additional secretary of planning and convergence department, Y. Vijay, wrote to the secretaries in response to Berhampur MP Pradeep Kumar Panigrahy's suggestions which he gave to chief minister Mohan Charan Majhi. Vijay asked for appropriate action on the proposals for the comprehensive development of these urban areas in the district. The proposals include the integration of peripheral panchayats into Berhampur Municipal Corporation (BeMC), climate-resilient infrastructure and water resource management, underground cabling and the development of modern transport systems. They also cover the development of a city centre and regional trading hub, sustainable tourism and cultural preservation, smart city technology, disaster mitigation and preparedness, development of urban forests, revitalisation of water bodies and development of tourism sites. Chhatrapur, an NAC town, is the district headquarters of Ganjam district. Hundreds of people from far-off places visit these urban areas every day for business purposes in Berhampur, while visitors from across the country and abroad visit Gopalpur to enjoy its pleasant climate," Panigrahy said. "Underground cabling and climate-resilient infrastructure in these urban areas are needed as these towns are considered cyclone-prone areas. In the past, these areas faced several devastating cyclones like Phailin, Hudhud and Titli. The areas remained in darkness for several days when the power infrastructures were damaged in the calamities," he added. "The development of infrastructure facilities in these urban areas is urgently needed to attract more visitors and provide hassle-free services to them," Panigrahy said. He thanked the CM for directing the secretaries to his proposals. "I hope different departments will take prompt action for the implementation of his proposals," he added.

Former executive engineer of BeMC arrested for Rs 35 lakh land fraud
BERHAMPUR: Berhampur police arrested a former executive engineer of Berhampur Municipal Corporation from Bhubaneswar on charges of cheating two individuals, including an NRI of around Rs 35 lakh by promising to sell housing plots in Berhampur on Sunday. The accused was identified as 58-year-old P Shyamababu Patro, who took voluntary retirement in 2019. According to police, Patro was allegedly involved in real estate business during his service period. He cheated a woman from Gandhinagar of Rs 10 lakh and an NRI Odia based in Australia of Rs 25 lakh through fake land sale agreements. When Patro failed to provide the plots or refund the money, the victims lodged complaints with police. Berhampur SP Saravana Vivek M said that during investigation, police seized documents from Patro, including a land sale agreement and Rs 10 lakh bank cheque. Two cases were filed against Patro at Berhampur Town and Gosaninuagaon police stations and he was produced in court on the day. The SP has appealed to other victims who may have been cheated by Shyamababu Patro to approach their local police station or the SP office with their grievance.

Ex-engineer held for cheating 2 persons of Rs 35L
Berhampur: Odisha Police arrested a former engineer for allegedly cheating two persons, including an NRI, of around Rs 35 lakh under the pretext of selling housing plots at various places of Berhampur town. According to police, the accused, identified as Pattam Shyamababu Patro (58) of Nayagarh, is a former executive engineer of Berhampur Municipal Corporation (BeMC). He was arrested in Bhubaneswar on Sunday. According to police, Patro allegedly defrauded Rs 10 lakh from a woman residing in Gandhi Nagar, Berhampur, and Rs 25 lakh from an Australian-based NRI through fraudulent land sale agreements. 'Patro served as the executive engineer in BeMC from May 31, 2017 to December 31, 2019, before opting for voluntary retirement. He was residing in Bhubaneswar at the time of his arrest,' a police official said. Two separate cases have been registered against him at Berhampur Town and Gosaninuagaon police stations following complaints from the victims. Police have seized several documents, including a land sale agreement, a bank cheque worth Rs 10 lakh, and other relevant materials from the accused, Berhampur SP Saravana Vivek M said. He said the accused had entered into an agreement with a woman on March 30, 2016, to sell around 0.590 decimal of land near Lochapada, on the outskirts of Berhampur, for Rs 71 lakh. The buyer transferred Rs 25 lakh to the accused through a bank transaction as an advance. However, Patro neither handed over the land nor returned the money, the SP said. When the woman followed up with the accused for repayment, he allegedly abused and criminally intimidated her. 'She warned him of police action, after which he returned Rs 15 lakh in 2021,' said another police officer. However, he failed to return the remaining Rs 10 lakh, despite repeated requests. Similarly, Patro allegedly cheated the Australian NRI under the guise of selling land. After prima facie evidence was established, he was arrested in Bhubaneswar.

BeMC takes steps to tackle waterlogging
Berhampur: With the south-west monsoon expected to set in early this year, Berhampur Municipal Corporation (BeMC) has stepped up preparations to tackle waterlogging and other water-related issues in the city. BeMC mayor Sanghamitra Dalei and other officials have visited several vulnerable areas. She ordered the removal of encroachments from the drains and to speed up drain de-siltation works. On Sunday, she visited Jaya Prakash Nagar, an area that witnesses flooding every monsoon. "We have undertaken the de-siltation works of the drains in different wards. The work is going on in full swing and is expected to be completed before the arrival of the monsoon," said Kalyani Sanghamitra, deputy commissioner (in-charge of sanitation) of the BeMC. She said they also coordinated with the National Highway and public works department (PWD) to clean the major drains in the city under their departments. Two major drains, Bahana nullah and Sapua nullah of the drainage division flow inside the city. The work is expected to be completed by June 15," said Bishnu Prasad Panigrahy, executive engineer, drainage division. Around Rs 12 lakh would be spent on de-siltation of Bahana nullah this year, he said. He said they decided to conduct a joint survey by BeMC soon to identify the vulnerable areas and take preventive measures to avert waterlogging. The city experienced pre-monsoon rains in the last three days. The civic body officials claimed there was no major problem witnessed in the city during the pre-monsoon showers. Besides cleaning the major drains, the BeMC needs to undertake an eviction drive from the drains, said Sandhyarani Sukla, corporator (ward no. 4). T. Kishore Kumar Patro, another corporator (ward no 6), urged the authorities to cover all the drains before the onset of the monsoon to avoid drowning incidents.

The buyer had paid Rs 25 lakh to the accused in 2016 as an advance. The accused neither sold the land nor returned the money to the woman. When the woman tried to get back the money, the accused abused and intimidated her. When she warned of filing a police complaint, the accused returned Rs 15 lakhs in 2021, cops said. He, however, did not return the rest Rs 10 lakh and allegedly threatened her again. Similarly, he allegedly cheated the Australian NRI of Rs 25 lakh by promising to sell land. After prima facie evidence was established against the accused, he was arrested from Bhubaneswar, police said.
