Twin Tiers nursing homes ratings: half rated 'below average', one cited for abuse
ELMIRA, N.Y. (WETM) – Of the 11 nursing homes inspected and rated by Medicare located in the Twin Tiers, only two get 'above average' ratings. five are rated 'below average', one gets only one star out of five, and the rest are rated as 'average'. One has a warning label indicating it has been cited for abuse.
Medicare rates eleven nursing homes in our area. The highest rated, getting four of five stars and rated as 'above average', are the Bethany Nursing Home and Health Related Facility at 3005 Watkins Road in Horseheads, and the Chemung County Health Center Nursing Facility at 103 Washington Street in Elmira.
Caregivers push for national staffing requirements
Medicare says the ratings are based on three main criteria. Those are health inspections, staffing, and what it calls 'quality measures'. Medicare also checks fire safety inspections and emergency preparedness, along with the percentage of staff and patients that are vaccinated for COVID-19.
The lowest rated nursing home, getting only one star for a 'much below average' overall rating, is the Athens Nursing and Rehabilitation Center at 200 South Main Street in Athens, PA. Medicare's website shows the facility had 23 health citations over the last 12 months. The national average is 9.6. Medicare's site shows 30 complaints over the last three years that led to citations, along with four complaint inspections for the 12 months ending on January 31, 2025.

The Bradford Hills Nursing and Rehabilitation Center in Troy, PA gets two of five stars for a 'below average' rating. It also has a notation that it has been cited for abuse.
Of the 11 nursing homes rated on five got a two-star rating, which is considered 'below average'. Three got three stars, which is considered 'average.
