Bhu Bharati Act is a landmark legislation to find lasting solution to land disputes: Bhatti Vikramarka
Describing Bhu Bharati as a historic and landmark legislation in Indian history, Deputy Chief Minister Mallu Bhatti Vikramarka has said it aims to survey farmers' lands, clearly identify boundaries and address all land ownership disputes. He was speaking after launching the Bhu Bharati Survey Pilot Project in Mulugumadu village of Yerrupalem mandal of Khammam district on Tuesday. The ambitious project was launched in the presence of Minister for Agriculture Tummala Nageswara Rao and Minister for Revenue Ponguleti Srinivas Reddy amid a large gathering of villagers from various parts of Yerrupalem mandal. A demonstration of drone-aided survey and a digital survey using the Differential Global Positioning System (DGPS) was held on the occasion to highlight the efficacy of the modern land-surveying equipment to identify land boundaries with accurate precision, officials said. Addressing the gathering on the occasion, Mr. Vikramarka said the Dharani portal introduced by the previous Bharat Rashtra Samithi (BRS) government trampled on farmers' rights. 'It essentially eliminated farmers from their own lands. The BRS leaders manipulated the system by allocating lands to their preferred individuals and brought in Dharani in such a way that no corrections or revisions could be made,' he said, pointing out that in many instances passbooks were issued for 17 acres where only 10 acres existed. 'We have kept our pre-poll promise to throw the Dharani portal into the Bay of Bengal and brought in a well thought out Bhu Bharati Act to find a permanent solution to the land disputes,' he asserted. He added that the successive Congress governments distributed 26 lakh acres to the poor under land reform laws in the past. But the previous BRS government listed these lands under Part B of Dharani without any investigation or verification. 'We will review all those assigned lands, and issue rightful land titles to eligible beneficiaries. For the landless poor, we are restarting the Assigned Committees under the leadership of MLAs through the Bhu Bharati law to allocate agricultural land and housing plots,' Mr. Vikramarka added. Explaining the salient features of the Bhu Bharati Act, he said: 'The new law enables survey of cultivated lands as well. It mandates that annual revenue conferences be conducted and allows for public disclosure in Gram Sabhas about land sales and changes in land records.' He asserted that Bhu Bharati Act will uphold and formalize the legal rights of farmers over their land. Mr. Ponguleti Srinivas Reddy said the Bhu Bharati legislation was enacted after extensive consultation with all stakeholders and in-depth study in various States. It replaced the flawed Dharani that undermined the interests of farmers, he said, adding that the people's government led by Chief Minister A. Revanth Reddy took up landmark initiatives to improve land record management and address land ownership disputes in a transparent and decentralized manner.

Bhu Bharati will permanently solve land problems: Telangana Deputy CM Vikramarka
Hyderabad: Telangana Deputy Chief Minister Mallu Bhatti Vikramarka has said that the Congress government brought the Bhu Bharati Act to permanently solve the land woes faced by people, especially farmers. He, along with Revenue Minister Ponguleti Srinivas Reddy and Agriculture Minister Tummala Nageswara Rao, attended 'Revenue Sadassu' in Mulugumadu village of Yerrupalem mandal in Khammam district on Tuesday. Bhu Bharati Revenue Sadassu are being organised from June 3 to 20 to create awareness among farmers about the Bhu Bharati (Record of Rights) Act, which came into force in April. Bhu Bharati portal was launched by the state government as a solution to land-related issues, which cropped up after the introduction of the Dharani portal by the previous Bharat Rashtra Samithi (BRS) government. The Deputy Chief Minister claimed that the Congress government brought the legislation in a transparent manner. Vikramarka described Bhu Bharati as the best revenue legislation in the country. The legislation aims to conduct a survey of farmers' lands and fix their boundaries without any disputes. He alleged that the Dharani legislation of the previous BRS government had violated the rights of farmers. The Deputy Chief Minister said that BRS leaders brought the Dharani law to hand over lands to whomever they liked. He said, "The Congress government threw the Dharani law into the Bay of Bengal as was promised during the elections." He recalled that the Congress government in the past had distributed 26 lakh acres of land among the poor under the Land Reforms Act. These assigned lands were placed under party B of the Dharani portal, and no inquiry was conducted. Vikramarka said the government would conduct an inquiry into the assigned lands and give land pattas to genuine assignees. Assigned committees under the leadership of MLAs will be constituted to give cultivable lands and house sites to the landless poor. Under the Bhu Bharat Act, land survey will be conducted. Revenue Sadassu will be conducted every year. Gram sabhas will be held to give details of land transactions in the village and the changes in the land record. Srinivas Reddy said the government would soon issue 'Bhudhar cards' for lands on the lines of Aadhaar cards for human beings. He said the legislation was brought to make sure that farmers do not face any issues. The Revenue Minister said licensed surveyors will be used to conduct land surveys. A total of 3,500 revenue officials are being appointed to solve land issues in villages. Agriculture Minister Rao said their government brought a revolutionary law to solve the problems of farmers. He said for decades, the successive governments brought many laws but could not solve land problems, but Bhu Bharati will permanently solve the problems. The Bhu Bharati Act came into force on April 14. Revenue Sadassu were held on a pilot basis in four mandals of four districts. Under the second phase, the meetings were held in 28 mandals in 28 villages from May 5. The meetings are now being held in the remaining mandals across the state from June 3 to June 20. In the first two phases, authorities received 55,000 applications relating to land issues. According to the Revenue Minister, 60 per cent of the issues have been resolved.

Ponguleti says Revenue Department at the ‘People's Doorstep' from Tuesday
Revenue officials must approach land disputes with empathy and fairness, and the problems should be resolved proactively and at no cost, Minister for Revenue Ponguleti Srinivasa Reddy said as the next phase of the Revenue Sadassu (Revenue Meetings) take off on Tuesday (June 03) and continue till June 30 across all mandals. At a high-level review meeting held on Monday (June 02), the Minister said the government was determined to correct the systemic failures and mismanagement during the previous administration, which led to widespread complications in land administration. The revenue teams led by Tahsildars will now travel to each revenue village, accepting applications and resolving issues on-site with the motto 'Revenue Department at the People's Doorstep,' he said. The Minister said the introduction of the Bhu Bharati Act from April 14 this year was aimed at providing a permanent solution to land disputes by decentralizing and democratizing the land administration process. Initially implemented in four mandals across four districts on an experimental basis, the programme was expanded to 28 mandals from May 5. Encouraged by the positive response, the government is now rolling out the programme across all mandals. Mr. Srinivasa Reddy said the pilot initiatives were a huge success. Over 13,000 applications were received in 72 revenue villages during the first phase, and 42,000 applications were submitted across 421 villages in the second phase. About 60% of land issues were resolved so far, with most concerning title clarifications. The Minister said appointment of 10,954 village administrative officers saw encouraging response with 3,550 candidates already making it to the final merit list following an examination on May 25. He said a re-survey of 413 villages without existing maps will be conducted in phases, and 6,000 new surveyors are expected to be appointed within two months. Digitisation of survey maps by the Telangana Remote Sensing Applications Center (TGRAC) was currently being piloted in three mandals.

He said that Telangana State has been successful in showcasing it on the world stage and has achieved huge government investments by visiting countries like America, South Korea, Singapore, Davos and Japan. He said that the government has successfully organized the AI Global Summit, BioAsia Conference and Miss World pageants in Hyderabad. On this occasion, under the auspices of the chief guest, the freedom fighters and their family members who fought for the achievement of Telangana Swarastra were honored. On this occasion, the cultural dances performed by children from various schools impressed everyone. On this occasion, the stalls set up by the Police Department, SC Corporation, District Welfare Department, District Rural Development Department, District Medical Department, District Agriculture Department, Municipal Administration and Housing Department in the IDOC premises were visited and inspected by the chief guest, along with the Collector and MLA. Mancherial: Panchayat Raj and District In-charge Minister D Anasuya (Seethakka) said that the authorities should take collective steps to ensure that the benefits of welfare schemes provided by the government reach everyone who is eligible. On Saturday, at the conference hall of the Integrated District Offices in Naspur, Mancherial, along with the Collectors of Mancherial, Kumrambheem Asifabad, Adilabad, and Nirmal, and others she held a review meeting on Bhu Bharathi, Indiramma Indlu, Yasangi paddy procurement, and Kharif cultivation preparations. Speaking on the occasion, the minister assured that the soaked paddy will be purchased as per the rules and that the farmers need not worry. 'Revenue conferences will be held in all mandals from June 3 to 20 and applications on land issues will be received under Bhu Bharati Act,' she said. The Minister instructed the officials to prepare for Kharif-2025 cultivation, take steps to ensure that seeds and fertilizers are available as required due to the arrival of the southwest monsoon, and take strict action against those who sell them at high prices and create artificial shortages. In view of the commencement of the Academic year on June 12, the Minister suggested that schools and hostels should be prepared, that special attention should be paid to Anganwadi centers and chickpeas be given to adolescent children for nutritional purposes.
