Bhubaneswar: In a significant move towards expediting urban development-related appeals, a special camp court held at Unnati Bhawan here on Saturday disposed of 139 cases under the Orissa Development Authorities (ODA) Act, 1982. The session, presided over by principal secretary of housing and urban development, Usha Padhee, addressed appeals related to the Bhubaneswar Development Authority (BDA) and Bhubaneswar Municipal Corporation (BMC). This initiative comes following directives from chief minister Mohan Charan Majhi. "The camp court represents our commitment to transparent and accountable administration," said Padhee. The hearing tackled cases from a backlog of over 700 pending appeals filed by citizens against various administrative orders in the real estate and related sectors. In a recent administrative reform, the govt has designated additional senior officers, including the director of municipal administration and special secretaries, as appellate authorities in the govt. The decentralised approach aims to streamline the appeal process and reduce pending cases. The housing and urban development department plans to continue the camp courts in phases to address remaining cases. The initiative has received positive response from the public, marking a significant step towards efficient urban governance. Bhubaneswar: The enforcement squad of Bhubaneswar Development Authority (BDA) on Thursday carried out an eviction drive in Pandra to clear govt land of unauthorized structures and encroachments. During the drive, officials cleared 2.6 acres of land by demolishing 300ft of boundary wall, nine tin sheds, two bathrooms and 100ft of bamboo fence. "The eviction at Pandra was completed today. We faced some amount of opposition from the locals, but it was largely a peaceful drive," BDA's liaison officer Subharnshu Mohanty said. The move was part of BDA's week-long anti-encroachment drive carried out in several parts of the city to free up valuable govt land of encroachment. In the past week, BDA's central eviction monitoring committee, with the help of local police, carried out back-to-back eviction drives at Lingipur and Sisupalgarh areas and freed up nearly three acres of govt land. At Pandra, the general administration department had identified around 2.6 acres of land occupied by encroachers. "The department made a requisition and we carried out the drive accordingly. Accordingly, BDA officials demolished various structures, including houses, shops, staircases, hoardings, steel railings and boundary walls. Officials said that the eviction drive at Lingipur was carried out to facilitate the construction of a road from Lingipur filling station to Nuagaon filling station. Now that the drive is completed, the rural development department will take up the road work, sources said. At Sishupalgarh, the eviction drive was conducted for constructing a road and a drain for a major housing colony in the area. During the drive, six cement platforms, a building, six shops and houses and 18 tin houses were demolished and cleared. "Bhubaneswar does have a lot of valuable govt land which is encroached upon. It is imperative that the govt should identify these places and clear the encroachment so that it could be used for public purposes," Pitambar Behera, a retired govt employee, said.

Bhubaneswar: The Bhubaneswar Development Authority (BDA) on Wednesday conducted a lottery to allocate houses to 38 beneficiaries under BDA's Affordable Housing Projects (AHP) and In-situ Slum Redevelopment (ISSR) schemes. The schemes are aimed at providing secure and dignified housing to the urban poor residing in slums and informal settlements. The allocation saw 24 beneficiaries receiving houses under Barunei Enclave AHP in Subudhipur, nine under Santi Nagar Awas Yojana (Keshari Residency) and five under the Nilamadhab Awas scheme in Chandrasekharpur. BDA vice-chairman N Thirumala Naik, who present at the event, emphasized the authority's commitment to inclusive urban development. "Our aim is to provide more than just shelter — we strive to ensure a better quality of life with access to essential infrastructure and basic services," he added. During the draw, beneficiaries participated by picking tokens from a transparent box under the supervision of officials. Each beneficiary is required to pay Rs 1.5 lakh to secure a flat under AHP. "This initiative marks a crucial step in BDA's ongoing efforts to relocate slums and improve living conditions for the urban poor in the city," a BDA official said.

BHUBANESWAR: The Bhubaneswar Development Authority (BDA) on Tuesday asked beneficiaries of its allotment services to generate their Unique Account Number (UAN) by August 31, stating it is mandatory for availing pre and post-allotment services like asset allotment, lease deed execution, no objection certificate (NOC) for loans, asset transfer and conversion of land from leasehold to freehold. Applicants can create their UAN by visiting the official BDA website The UAN will serve as the unique reference number for all future transactions and applications with the BDA. The agency will also set up a UAN Facilitation Cell at its office soon to help applicants with the registration process and related queries, BDA officials said.

ORERA imposes Rs 2cr fine on realtor for ‘illegal' plotting scheme

1 2 Bhubaneswar: The Odisha Real Estate Regulatory Authority (ORERA) has imposed a fine of Rs 2 crore on a city-based realtor for allegedly executing a plotting scheme without obtaining either layout approval from the planning authority or registration from ORERA. Sources said the plotting scheme at Haridamada on the outskirts of the city involves 2,500 plots of various sizes, valued at Rs 550 crore. The promoter was allegedly selling the plots after alluring potential buyers through social media promotions. Taking up the case suo motu, the three-member bench of ORERA, during the recent hearing, found that the promoter was executing a mega plotted project at Haridamada and started to sell the plots in Nov last year. ORERA's technical team, which inspected the project site, submitted before the bench that the project is spread over an area of 120 acres and has 2,500 plots. Construction of roads is in progress, and 30% of the plots have already been sold. "No project documents, detailed project reports, or layout plans are available at the site for perusal. The project has not been approved by Bhubaneswar Development Authority and ORERA," the submission of the technical team read. ORERA found that since the plotted project is not registered, there is a violation of Section 3 of the Odisha Real Estate (Regulation and Development) Act, 2016, as per which the authority can take due action as mandated under the laws. "It is apparent from the report that the respondent has not only violated Section 3 of the Act but also violated Section 17 of the Act. The report of the technical team is based on facts. It is not challenged by the respondent," the ORERA order read. As per the Act, if any promoter contravenes the provisions of Section 3, he shall be liable to a penalty which may extend up to 10% of the cost of the real estate project as determined by the authority. Experts attributed the irregularity to fraudulent and unregulated social media promotions. "Buyers should check the legality of the project. The authority should also keep a check on such online promotions," real estate expert Bimalendu Pradhan said.
