New Albany mass shooting suspect found incompetent to stand trial
Bruce Foster III will have to undergo treatment to restore competency after being found mentally unfit by a judge. Foster is accused of shooting six people, killing two at a warehouse in New Albany, originally reported by our news partner WBNS 10TV in Columbus. Foster will be treated to restore his competency, WBNS says. The shooting happened Feb. 4 at the KDC/One building, and law enforcement conducted an hours-long manhunt that ended at Foster's apartment with his arrest, WBNS says. 'The competency report is the medical report that says at this point, hospitalization is needed before we can have a meaningful procedure in the court,' said defense attorney Brandon Shroy. 'At this point, it is still in a medical venue and not in a criminal one.' In 2022, Foster's family reported him to the Columbus Police for concerns about his behavior and he was briefly hospitalized for evaluation, WBNS says. 'Hospitalization is necessary for him to meaningfully participate with what we are doing right now,' Shroy said during the March hearing. A second expert was brought in Thursday after the Licking County prosecutor requested a second opinion. They found Foster must undergo treatment to restore competency, according to WBNS. Body camera footage reveals new details in New Albany warehouse shooting

NEW ALBANY, Ohio (WCMH) — Newly released body camera footage gives insight into the mass shooting at the KCD/One warehouse that killed two and injured four on Feb. 4. Police released hours of footage to NBC4 in 21 clips from at least seven officers, giving insight into the massive response from law enforcement. Body camera footage shows police evacuating the roughly 150 workers who were inside the warehouse when the shooting occurred, collecting evidence and securing the facilities. New Albany officials said they redacted portions of the video that were filmed in a private facility or were graphic in nature. Just minutes after a 911 call about the shooting, New Albany Police officers and Licking County Sheriff's Office deputies were searching inside and out of the KDC/One facility looking for victims and suspects. More than 100 cars responded to the scene, but due in part to the size of the warehouse, it took hours to clear the building. Former Adena Health doctor under investigation 'We have a ton of units coming in,' one officer can be heard saying. 'We have to make sure all of our victims are safe before we're gonna clear. We have more units coming.' At one point, an officer located two victims outside the facility. The officer wearing the camera can be seen administering first aid to a victim who was shot in the ankle and lying on the ground. She assured the victim an ambulance would arrive shortly before helping another employee who was shot in the arm and neck, according to the video. Both victims were transported to local hospitals once medics arrived. Further video shows officers gathering evacuated workers safely away from the building. Workers who attempted to leave were instructed to stay until police were able to locate the shooter, footage shows. Additional footage shows interactions with hospitalized victims and clips of law enforcement searching a nearby hotel. The hotel was under construction, and it was believed the suspect could be inside. Victims can also be heard on the recordings, giving testimonies to officers. One victim told officers he was initially confused and saw blood. As he tried to decipher what was happening, he turned and was face-to-face with the shooter, who he said he did not recognize. 'In that time frame, I get shot in the arm,' one victim said. 'And that's when I turn and face like, 'Where is this coming from?' and I'm looking at a gun in my face.' CCS teacher killed in I-270 crash in Hilliard At the time, police were unsure who had committed the shooting, but it was later revealed there was just one suspected shooter who had already fled the scene. KDC/One employee Bruce Foster III, 28, was arrested and charged for the shooting after a nearly 12-hour manhunt. Foster is accused of shooting six people, including Kyle Vaver, 38, of Pickerington, who was found dead at the scene, and Shakhar Chapagai, 30, who was pronounced dead at 10:33 p.m. the next day at a Columbus hospital. Police said the attack appeared to be targeted, and said workers reported Foster appeared intoxicating when he reported for work earlier in the day. Workers told police Foster was seen firing a handgun at people before one of the shooting victims got the gun away from him, prompting him to flee. Foster was arrested in Columbus in the Weinland Park neighborhood around 10 a.m. on Feb. 5. He is facing a charge of aggravated murder and was issued a $20 million bond.
