Governor Stein proposes a disaster recovery plan for Western NC

RALEIGH, N.C. (WNCT) — On Thursday, March 26, 2025, Governor Stein submitted an Action Plan for a $1.4 billion federal disaster recovery grant to address the revitalization needs in western North Carolina. The plan was submitted to the U.S. Department of Housing and Urban Development (HUD) for approval, which makes North Carolina the fastest state to submit a plan following a major hurricane in the past decade. 'To rebuild damaged communities, we must rebuild people's homes and our critical infrastructure,' Governor Josh Stein said. 'I am grateful to the many North Carolinians who provided input on this plan over the past 30 days, and I urge the federal government to review and approve it swiftly so we can jumpstart permanent home rebuilding as quickly as possible.' In Stein's third executive order, a new division at the Commerce Department was created to administer the HUD CDBG-DR program for western North Carolina. This Division of Community Revitalization is being led by Deputy Secretary Stephanie McGarrah, who headed the development of the Action Plan proposal as well as an engagement program to receive feedback by holding in-person public meetings in six western N.C. locations. The CDBG-Dr grants focus more on long-term rebuilding in the three core areas of recovery, which are housing, infrastructure, and economic revitalization. The Helene Action Plan will propose to have most funds go to housing recovery for low- and moderate-income residents, with leftover funds going to rebuild small business and commercial districts. 'We are moving with urgency so that western North Carolina receives the relief it needs,' North Carolina Commerce Secretary Lee Lilley said. 'I am grateful to the public for their comments and to everyone who has worked to get this plan submitted, and I eagerly await its approval by HUD.' Click here to read the Action Plan.
