Under the agreement, a helpline and call centre will be established in Bihar to provide citizens with information about various departmental schemes and to address their grievances.
Officials said the call centre, expected to be operational from the first week of June, would be staffed by a trained team. It will assist with issues related to departmental policies, govt schemes, and citizens' concerns. The facility will also offer immediate support for land records, land rent, revenue disputes and other service-related queries.
It is intended to serve as a reliable platform for complaint resolution and prompt application processing.
Speaking at the event, the department's additional chief secretary, Deepak Kumar Singh, said the department had long planned to establish a call centre in the public interest. "Normally, people go to cyber cafés for online services where the operators often use their own mobile numbers instead of those of the applicants.
This prevents applicants from receiving important notifications about any corrections needed in their applications," he said. He urged citizens to provide their own mobile numbers and avoid relying on middlemen.
Department secretary Jai Singh said the department's operations have changed in recent years. "All services are now fully digital. The department needed an institution with a strong rural presence.

Through CSC, our aim is to ensure that people at the anchal (block) level can access all services," he said.
Sanjay Kumar Rakesh, managing director and CEO of CSC e-Governance Services India Limited, expressed enthusiasm about the partnership. "We are very excited about this collaboration with the Bihar govt, which will strengthen the Digital India mission and play a crucial role in delivering govt schemes to rural citizens.
With CSC's grassroots reach and technical capabilities, this initiative will achieve widespread success," he said, adding, "We will carry out this important responsibility entrusted by the government with integrity."
A department official added that the initiative is a major step towards transparent, accountable and digital governance. "Due to the digital divide, many people in rural areas struggle to access online services independently.
CSC centres will now assist them in this regard," the official said.
