Alive and kicking -- and voting: Registrar removes Stockton WWII vet, 102, from voter rolls believing he was deceased

Mar. 25—Before each election, Stockton resident Marvin Lykins studies each proposition and issue that will affect voters before casting his ballot. The 102-year-old World War II veteran has voted in every election he was able to do so, except during his years of service. So it came as a shock to Lykins and his daughter Diana Larson when she received an email from the California Secretary of State's Office stating her father was no longer able to vote because his registration had been canceled. "I don't know if it's legitimate or if it's a hoax, if it's some type of a scam," Larson told KCRA earlier this month. "(The Secretary of State) was able to confirm with me that he was no longer registered to vote." Every three months, the Secretary of State gives county election officials a list of registered voters who are at least 100 years old and could potentially be deceased. The San Joaquin County Registrar of Voters Office received that list and canceled Lykins' voter registration by mistake, officials said. "Unfortunately, there are people who will assume that. Just because you're 100 doesn't mean you're dead," Lykins told KCRA. "I think everyone should be able to express their opinion on who's running, their policies and political standing." According to ROV Olivia Hale, Lykins' cancellation was caused by a "rare clerical error" and was an isolated incident. She told KCRA that her staff will undergo additional training to ensure the error does not happen in the future. Lykins was born in Oklahoma and moved to Los Angeles with his family in 1935. He joined the U.S. Army as a medical technician in 1943 after two years of medical school, and was assigned to the 627th Field Artillery Battalion' medical detachment during World War II. After the war, his unit was in charge of the medical care for the prisoners of war camp in Germany. Lykins returned to Los Angeles in 1946, and met his wife Frances in 1950 while completing medical school. The couple moved to Porterville in 1953, where Lykins spent six decades as a general practitioner. According to the Porterville Record, it is believed he delivered half the people in town over the course of 60 years. Lykins and his wife moved to Stockton in 2015. His daughter helped him re-register to vote after the mix-up earlier this year, and he'll be able to vote in the next election. However, Larson remains worried about other voters who are more than 100 years old. "They may not even be aware of it until they get ready to vote in the next election," she said. Next year Gov. Gavin Newsom will be leaving his seat as California's top elected official and several candidates have already announced their bids to fill his position. In 2026, Newsom will be finishing his second term as governor and will no longer be able to run for re-election. Even though the election for his seat is well over a year away, candidates are starting to pop up trying to appeal to Californians. There is a lot of uncertainty if former Vice President Kamala Harris will decide to run. A person familiar with her decision-making process has said she is expected to make her decision by the end of the summer. Candidates will have until early March 2026 to file their paperwork ahead of the June 2, 2026, primary, according to the California Secretary of State's Office. Here is a list of candidates who have publicly announced their run to become California's next governor: The candidate names are listed in alphabetical order. This list consists of early candidates and will be updated. Former Los Angeles Mayor Antonio Villaraigosa Party affiliation: Democrat Villaraigosa was elected as mayor of Los Angeles in 2005.
