A sprawling storm system crawling across the Southern Plains will dampen outdoor plans and produce some severe thunderstorms and flash flooding through the weekend and into Memorial Day, but they're not the only spots in the nation dodging raindrops. Parts of the inland Northeast and the northern Rockies have showers stubbornly in the forecast too. On the other hand, the Memorial Day weekend forecast for the West, Southwest, Great Lakes and much of the Atlantic Seaboard is looking quite pleasant. Catch up on your Memorial Day weekend forecast. Drivers in southern Louisiana were surprised to see a tailless alligator slowly waddling across a highway. The unusual encounter was captured on video Monday by Ashlyn Bartholomew while on Highway 23 in Plaquemines Parish. Bartholomew said she was driving home after dropping her kids off at baseball practice when she spotted the stubby reptile. Initially, she wasn't even sure if it was an alligator or a large dog. Nearly six months after wildfires erupted in Southern California, closing the Pacific Coast Highway in Los Angeles and burning thousands of acres, the iconic West Coast highway has reopened to the public. The highway closed in early January after the Palisades fire spread, engulfing both sides of it in massive flames. Homes and businesses along the highway were destroyed, and the road itself was in ruins. California Gov. Gavin Newsom announced the reopening on Thursday, saying: "In California, we get stuff done, period. We're opening the PCH back up early, with more lanes before Angelenos hit the road this Memorial Day." Here are a few more stories you might find interesting. The decision, which California Insurance Commissioner Ricardo Lara adopted Tuesday, grants the company a $400 million cash infusion from its parent company and outlines a 17% increase for homeowners policies, lower than State Farm's initial proposal of 21.8%. According to the California Department of Insurance, administrative Judge Karl Seligman believed that State Farm had evidence of "extraordinary financial distress." The increases will go into effect on June 1, following another hearing with a neutral judge. "State Farm must now justify its financial condition and detail its recovery plan in a full rate hearing before a neutral judge and my Department's experts," Lara said in a statement. The insurance giant submitted its emergency rate increase request following the destructive Los Angeles-area wildfires. The Eaton and Palisades fires — the second and third-most destructive fires in California history — destroyed a combined 16,248 buildings and damaged thousands more. Following the request, State Farm faced backlash from Eaton Fire survivors over apparent insurance payment delays. State Sen. Sasha Renée Pérez, who represents the burn scar residents, asked for the state to delay the decision until an expedited investigation into the complaints in April. "The decision to grant State Farm's unprecedented request for an emergency rate increase disregards the hardships faced by fire victims and their calls for accountability," said Pérez. Lara, who has also faced backlash over the approval, assured residents that he weighed the options before adopting the decision. "I am focused on ensuring that State Farm pays its claims to wildfire survivors fully and fairly — and nothing is off the table," Lara said. "I am balancing all the facts. Protecting all State Farm customers and the integrity of our insurance market is an urgent matter. Let me be clear: We are in a statewide insurance crisis affecting millions of Californians. Taking this on requires tough decisions. This is not a game." The company also agreed to "refrain from implementing new block non-renewal programs through the end of 2025," according to the California Department of Insurance.

Manulife net income plummets 47% in Q1 2025
Manulife Financial reported a 47% decline in net income attributed to shareholders for the first quarter of 2025 (Q1 2025), down to $485m from $866m in the same quarter last year. The company's earnings per share (EPS) also dropped 48% to $0.25 in Q1 2025 from $0.45 a year ago. Manulife's core earnings registered an increase of 1%, amounting to $1.8bn. Q1's net charge from market experience was due to a $700m realised loss on the sale of debt instruments, which was connected to the RGA US reinsurance transaction. In Asia, core earnings rose by 7% to $492m, attributed to business growth, an improved impact of new business and favourable claims experience. Core earnings in Canada grew by 3% to $374m, driven by favourable net insurance experience and business expansion in Group Insurance. Conversely, US core earnings declined by 25% to $251m, impacted by lower investment spreads, enhanced ECL provisions and the adverse effects of the annual review of actuarial methods. The Corporate and Other segment experienced a $46m decrease in core earnings due to provisions associated with the California wildfires in the property and casualty reinsurance business. Furthermore, Manulife completed a transaction to reinsure two blocks of in-force business, including a newer block of long-term care, with Reinsurance Group of America. The capital released from this transaction is intended to be redistributed through a share buyback programme initiated in late February 2025. Manulife president and CEO Roy Gori said: 'We started the year with continued strong momentum, delivering record levels of insurance new business results this quarter. 'Overall, I am proud of our performance this quarter against an increasingly volatile operating environment, and our results reflect the strength of the franchise. 'The work we have done since 2017 has put the company in a position of great strength. We could not have transformed the company in such a tangible way without the hard work, disciplined execution and commitment of our more than 37,000 colleagues across the globe.
