Govt may offer up to 45% waiver to clear 31L unpaid traffic e-challans

1 2 3 Bhubaneswar: State govt intends to launch an amnesty programme, offering up to 45% waiver for resolving more than 31 lakh outstanding traffic violation e-challans, valued at over Rs 1,265 crore. Accumulation of the outstanding Rs 1,265 crore from 2020 to 2024 occurred due to unpaid challan penalties for various offences, spanning from Rs 1,000 for helmet/seat belt violations to Rs 20,000 for overloading cases. Transport department statistics revealed that out of 5,996,399 e-challans worth Rs 2,398 crore issued during the period, 3,128,852 challans amounting to Rs 1,265 crore remain unpaid. "We have submitted a proposal to the govt requesting approval for a one-time settlement scheme to address the increasing number of challans. Several commercial vehicles have outstanding fines between Rs 5 lakh and Rs 10 lakh, attributed to frequent passages through state toll gates where e-detection systems were implemented in Feb this year," a transport official said. The system validates vehicle details on the Vahan portal for regulatory compliance, including insurance and other tax status, automatically generating e-challans for violations. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Chiropractor's Secret: This Quick Move Could Ease Sciatica in Seconds! CoreVitality Undo Vehicles without insurance passing through toll gates multiple times weekly or monthly receive numerous challans, resulting in substantial accumulated penalties, which owners frequently avoid paying. "The govt will soon take a call the exact percentage of the reduction offer. It may be more or less than 45%," the officer said. Section 136A of the Central Motor Vehicles Act mandates the use of advanced technology, including speed and CCTV cameras, speed guns, body cameras and automatic number plate recognition systems, for enhanced traffic management and law enforcement. Multiple factors contributed to delayed fine payments, including late notification of challans, erroneous challans and insufficient enforcement measures for non-compliance. Present regulations prohibit the resale of vehicles with pending challans. "We have also proposed blocking all vehicle-related transactions, including tax payments, for those with outstanding e-challans. Plans also include driving licence (DL) suspension for offenders," the officer said. Get the latest lifestyle updates on Times of India, along with Eid wishes , messages , and quotes !
