HC rejects bail plea of BJD's Chakra in mineral transport fraud case
1 2 Cuttack: Orissa high court has refused to grant bail to BJD youth wing member Soumya Sankar Chakra , who was arrested by the economic offences wing (EOW) of the state crime branch on March 13 for his alleged involvement in a multi-crore mineral transportation fraud. While dismissing Chakra's bail plea on Friday, Justice S K Panigrahi said that in cases involving large-scale financial fraud, particularly those affecting public or cooperative institutions, courts have consistently emphasised the need for a cautious and guarded approach to bail. "The allegations in the present case concern the misappropriation of substantial sums, approximately Rs 40 to 50 crore, over an extended period, allegedly facilitated through systematic manipulation of records, forged documents, and unauthorised cash withdrawals," Justice Panigrahi said, adding that "the nature and scale of the economic offences alleged cannot be overlooked". He further said, "Considering the gravity of the allegations, the magnitude of the alleged financial misappropriation, and the petitioners' positions of authority during the relevant period, this court is of the view that the case warrants a thorough and unhindered investigation. Given the early stage of investigation and the seriousness of the offence, the court is not inclined to grant bail at this juncture. "

EOW to seal BJD leader Raja Chakra's farmhouse on govt land grab charge
BHUBANESWAR: The Economic Offences Wing (EOW) of the Crime Branch has initiated proceedings to seal BJD leader Soumya Sankar Chakra alias Raja's farmhouse over allegations of encroaching upon the government land. Chakra, the state vice-president of Biju Yuva Janata Dal, was arrested in March over his alleged links with Gandhamardan Loading Agency and Transporting Cooperative Society Ltd, which is reportedly involved in a scam of Rs 150 crore. Addressing the press on Friday, EOW SP Dillip Tripathy said Chakra owns a farmhouse spread over 11.1 acre of land at Gopalpur in Keonjhar's Sadar tehsil. 'Revenue department officials had carried out the measurement of his farmhouse and found out that he had encroached upon at least 7.4 acre of government land,' he said. EOW officers ascertained that Chakra's farmhouse legal area is over 3.7 acre of land and is registered in his wife's name. 'Steps are being taken to restore the encroached government land. He was earlier booked in two cases by the police over similar offences,' said Tripathy. EOW officers said they have filed the preliminary chargesheet of the case but investigation is still continuing. 'It is a massive scam and more arrests will likely be made in the coming days,' they said. The EOW is also collecting sufficient evidence to make the case watertight. It had registered an FIR in this regard on February 7 after receiving a complaint of large-scale irregularities and misappropriation of funds by Gandhamardan society which was set up for the welfare of the villagers affected by Gandhamardan mines in Keonjhar. Investigation revealed the loading agency had earned around Rs 185 crore from 2017 to March 2024. Probe suggested its former president Manas Ranjan Barik and secretary Utkal Das in connivance with some influential local persons swindled huge amount of money.

Decks cleared for formation of Chakra to manage state's medical research project
Nashik: Decks have been cleared for the formation of not-for-profit Centre for Health Applied knowledge & Research Autonomy ( Chakra ) that state govt has decided to create for its Network of Centres of Excellence (CoE) project, a joint initiative of the state directorate of medical education and research (DMER) and Maharashtra University of Health Sciences (MUHS). The previous Mahayuti govt in Oct last year had given the cabinet approval to the CoE project, which aims to further improve medical education, research and healthcare in the state through collaborative approach. It will operate on a hub-and-spoke model (a distribution strategy where a central point, — hub — serves as a primary distribution point for goods to various locations — spokes). MUHS vice-chancellor Lt Gen Dr Madhuri Kanitkar (retd) told TOI that the Union ministry of commerce and industry has registered Chakra under Section 8 of the Companies Act. "Chakra would manage the entire CoE project. It will function as an autonomous organisation, have powers to sign MoUs and hire its manpower to run the project. It can also undertake activities under the corporate social responsibility," Kanitkar said. DMER and MUHS have prepared the project under the guidance of state medical education minister Hassan Mushrif and senior functionaries of the medical education department. According to the MUHS VC, Chakra will comprise 8-10 members as the board of directors, who will meet at regular intervals to review the CoE project and also prepare its future plans. Apart from a couple of top functionaries of the state medical education department who would be the state govt nominees, noted experts and academicians in the field of medical education would be included in the board. "We are in touch with some reputed experts who have agreed to be directors on the board of Chakra," Kanitkar said. MUHS is establishing Maharashtra State Health Research Institute (MSHTRI) institute in its headquarters in Nashik that will be the apex CoE and coordinate with medical colleges affiliated to MUHS in smooth implementation and continuation of the project. In phase I, four prominent govt medical colleges have been selected that will be developed as a centre for excellence in one particular health sector and act as a node to other medical colleges affiliated to MUHS. "My feedback is that the Asian Development Bank will provide Rs 80 crore as loan to state govt that would be used to create the infrastructure to run project smoothly. We have taken nods from the concerned local govt agencies for the construction work," Kanitkar said. The MUHS VC said CM Devendra Fadnavis has given his consent to perform the bhoomipujan. "The project will not only enhance knowledge of students and faculties but also provide quality treatment to patients," she said.
