Shalarth ID scam: SIT arrests president of Rajashri Shikshan Sanstha
Nagpur: Charan Chetule, president of Rajashri Shikshan Sanstha, was arrested by the Special Investigation Team (SIT) in Bhandara on Thursday for his role in the Shalarth ID scam. He was involved in regularising the employment of headmaster Parag Pudke using fake documents. Following his arrest, Chetule was admitted to Mayo Hospital. The Shalarth ID scam involves the fraudulent creation of teacher IDs on the Maharashtra govt's Shalarth portal, leading to illegal appointments and salary disbursements, with over 500 teachers implicated and financial losses exceeding ₹100 crore. Hire and transfer pattern in teacher hiring scam?
Nagpur: Principals of a few well-known city schools were shocked when the education department summoned them last month for an inquiry related to the teacher hiring scam, asking them about some of their 'new recruits'. These recruits were the ones suspected of being hired fraudulently under the Shalarth ID scam, which is currently under investigation by the cops. The fact that came out was that these principals had no role in the hiring process because the 'new recruits' were in fact teachers who had been transferred from other schools. One of the principals who was summoned said, "We went there with all the documents to show that some teachers were not hired by us. They were transferred by the education department to our school. While we have nothing to fear, it's just that doing all the paperwork amidst such chaos is very stressful." So was there a 'hire & transfer' technique being followed by corrupt officials to deflect attention from the scam? It is possible that they would hire and transfer teachers to other schools, so that the employee count is not visible on paper, but this is something which needs to be investigated. " Transfer of teachers in govt or grant-in-aid schools is done only by the education department. Even schools which have a vacancy contact the education department, seeking permission to hire for the post. Before giving that permission, the education department taps into their 'excess teachers' pool. These are teachers whose services are no longer required in their original school as student enrolment has fallen. Since it's a govt or grant-in-aid school, these teachers can't be fired. They continue to receive their full salary till they find their next assignment.
