Deputies investigating deadly train vs pedestrian collision in Ravenel

CHARLESTON COUNTY, S.C. (WCBD) )– Charleston County deputies are investigating a deadly collision between a train and a pedestrian that happened Friday night. The pedestrian was struck near the railroad crossing on Highway 162 and Railroad Avenue in Ravenel about a mile down, according to Alexis Douglas, spokesperson for the Charleston County Sheriff's Office. An Amtrak passenger train hit the pedestrian just before 10 p.m., and they died at the scene. The train did not derail, and no one aboard reported injuries. When they arrived at the scene, they found a man suffering from a gunshot wound, according to Harve Jacobs, spokesperson for the department. That victim was taken to a local hospital by Charleston County emergency services. The agency did not provide an update on the victim's condition. Police have not yet made any arrests. Charleston County prepares for possible changes to FEMA disaster reimbursement

CHARLESTON, S.C. (WCBD) – Hurricane season begins at the end of the month, and Charleston County is working to get ahead of possible changes coming to how disaster relief is issued. County officials said while they are still uncertain about what changes the federal government could make to disaster reimbursement, they are working to put themselves in a good position to provide relief. 'It's very sobering discussions, because I remember Hugo and everything, and the image you're presenting is we'd be on our own almost if the same thing happened,' said Councilman Larry Kobrovsky, of District 2. The Federal Emergency Management Agency (FEMA) has traditionally been responsible for the majority of disaster response efforts. However, with the Trump administration's push to reduce the size and scope of the federal government, more of the responsibility may be shifted to state and local agencies. Charleston County is working to ensure it's able to meet the need. 'Seems to me, the benefit of having this done on a national level is you don't know where the hurricane will hit, you don't know where the tornado will touch down, there's an insurance function. Maybe we can do the next best thing and mitigate those risks on a state level,' said Councilman Robert l. Wehrman of District 3. In the event of a disaster when state resources have been exceeded, the governor can request a presidential disaster declaration, which opens up a federal disaster relief fund, providing money to state and local governments impacted by that disaster. Now, the threshold for those funds may change. 'The threshold in which the state can request that fund that's being discussed as being increased which means typically the funds we see from the federal government for reimbursable might not be there,' said Justin Pierce, the Director of Emergency Management for Charleston County. The new threshold may require 50 million dollars' worth of damage. In the last 11 years, South Carolina has had 13 disasters that qualified for federal assistance. Under the new threshold, only five of those would have qualified. 'We know the areas that FEMA wants to step back on or pivot their traditional response, so that gives us very clear clues of the gaps we need to fill that we're working on right now,' said Pierce. The council passed a motion in the finance committee to activate the emergency management recommendations as they prepare for possible changes to FEMA. Copyright 2025 Nexstar Media, Inc. Charleston County Pilots detail role in finding Sullivan's island suspect during manhunt

SULLIVAN'S ISLAND, S.C. (WCBD) After an hours-long manhunt for the suspect accused of striking three people with his car on Sullivan's island last Thursday, the team inside the Charleston County Sheriff's Office's Air 1 helicopter is sharing how they were able to bring that search to an end. Charleston County Sheriff's Office started using the Air 1 in January, a new state-of-the-art helicopter, that helped track down Justin Collin Adams. According to authorities, Justin Collin Adams intentionally hit three people with his car and fled the scene at Sunrise Presbyterian Church last Thursday. An hours-long manhunt ensued, with over 22 agencies looking for Adams on Sullivan's Island. Charleston County brought their Air 1 helicopter to the scene where they were able to track down Adams hiding in a boat docked at a home near the church in 15 minutes. 'I got a ripped cover, why don't we check inside there, and we noticed there was red fabric visible underneath the ripped area. As soon as we got the sensors onto that and were able to pick out, that's not just fabric that's an elbow as well, started coordinating the nearest ground units to come rendezvous to take custody as the suspect,' said Lt. Alex Fulford, one of the helicopter pilots. The camera used on the Air 1 to find Adams was developed in New Zealand by the same people who developed the camera for the Lord of the Rings series. Authorities say it is only the second helicopter to have this type of camera and only law enforcement helicopter with it. Sheriff Carl Ritchie says this new technology will be available to assist across the Lowcountry. 'Charleston County Sheriff's Office, we're fortunate enough to have these types of assets that are available to all of our agencies in the Lowcountry and the TriCounty area: when someone needs assistance, we're there,' said Charleston County Sheriff Carl Ritchie. Lt. Alex Fulford and Lt. Shawn James of Charleston County flew the helicopter while Sgt. Elias Shafer from Sullivan's island kept watch, ultimately bringing Adams to justice 'The first thing is relief when you capture someone as dangerous as this guy was and then the next thing that goes through your mind is safety. How do you take him into custody and make sure no one is injured, and then after that is elation. How can you not be excited about finding this guy and capturing him before something else may have happened,' said Lt. Shawn James, a helicopter pilot. Charleston County Officials say additional charges may be served to Adams. He has already been charged with three counts of attempted murder and one count of first-degree assault and battery.
