China at the centre of Egypt's new capital which will house 6 million people
Egypt 's New Administrative Capital, located in the heart of the desert just 45km (28 miles) east of the capital Cairo, is taking shape, with China at the centre of its construction , operation and maintenance. Chinese state-owned construction giant, China State Construction Engineering Corporation (CSCEC), is not only the primary contractor for the central business district of the new city but will now operate and maintain it in a deal between China and Egypt The new 700 sq km (270 square mile) city will eventually house more than 6 million people and is being constructed to relieve congestion and pollution in Cairo. 'Under the agreement, CSCEC will assume responsibility for property management, operation and maintenance of the CBD in the New Administrative Capital, providing integrated urban services to residents, tourists and businesses,' CSCEC said in a statement. China's housing vice-minister Dong Jianguo, who was present at the signing of the deal on Sunday, viewed the strategic partnership between the two countries 'as a model of mutual benefit' and expressed China's readiness to expand cooperation in housing, infrastructure and urban-rural development. The CBD features Africa's tallest skyscraper, the 385.8-metre (1,266-foot) Iconic Tower, along with 10 office towers, five residential towers and four hotels, with CSCEC being the main contractor. Since 2023, more than 30,000 government employees have relocated to the new capital, which has served as Egypt's official seat of government since President Abdel Fattah al-Sisi's third-term inauguration. Commercial tenants, including banks, are also moving into the CBD, signalling its growing economic role.

Chinese banks fund 85% of Egypt's New Administrative Capital's CBD towers: Report
A consortium of Chinese banks led by the Industrial and Commercial Bank of China (ICBC) has provided 85 percent of funding for the 20 towers in the central business district (CBD) of the New Administrative Capital in Egypt, a media report said. The remaining 15 percent was funded by the Egyptian government, Ashraq Business reported, citing an unnamed source. The total cost of development was $3.8 billion, the report said, adding that the handover for 15 towers will start next month. The remaining five towers will be completed as per the schedule finalised by the state-backed China State Construction Engineering Corporation, but no details were given. New $60B High-Speed Rail Planned in Asia
The Vietnamese government is evaluating a $60 billion proposal to construct a high-speed railway from Hanoi to Ho Chi Minh City. If approved and completed, the high-speed railway would stand among Asia's largest infrastructure undertakings and sharply reduce travel times between Vietnam's capital and its southern business center. Lawmakers had previously approved a $67 billion plan for the railway in November 2024, and earlier discussions occurred with China State Construction, China's largest construction firm, about possible involvement. Hanoi, Vietnam's capital, has a population of 8.7 million, while Ho Chi Minh City has a population of 9.9 million. The plans were submitted by Vinspeed, a company founded by Vietnamese billionaire Pham Nhat Vuong. They outline a 957-mile line that would, in theory, be delivered five years ahead of the government's earlier timeline. The proposed project would have a total cost of 1,562 trillion dong, approximately $60.3 billion, though that price does not include site clearance expenses. Vinspeed has committed to finance 20 percent of the total investment and seeks the remaining 80 percent, equivalent to about $48 billion, from the Vietnamese government at a 0 percent interest rate over 35 years. The company wants to begin construction this year and finish it by the end of the decade, a timeline that Western high-speed rail projects would balk at. A passenger train is considered high-speed if it travels at least 124 mph on upgraded tracks or 155 mph on new tracks. More than 20 countries currently have high-speed rail networks, and many other countries in Asia, such as South Korea, China, and Japan, are considered leaders in the industry. China has established the world's most extensive high-speed railway network in just two decades. Since the first line launched in 2008, the network has grown to roughly 25,000 miles, more than double the combined length of the rest of the world's high-speed railways and long enough to circle the Earth. Vinspeed has said that it is currently discussing a technology transfer with premier partners from China and Japan for domestic production of locomotives, carriages, and signaling systems, because of the success these countries have had with high-speed rail. The Ministry of Construction planned to submit the collected feedback and a finalized resolution to Vietnam's National Assembly by Tuesday. Vinspeed aims to start construction by the end of 2025 and have the rails fully operational by December 2030. Kuwait-China to push forward ‘Port' project
KUWAIT CITY - Kuwait and China are willing to push forward the implementation of the strategic project of Mubarak Al-Kabeer Port on Boubyan Island in north Kuwait, only out of belief in its paramount significance as a regional trade hub and its vital role in comprehensive development. This shared desire was obviously shown following the signing of the project contract in March, with both Kuwaiti and Chinese sides having voiced unwavering determination to further develop bilateral cooperation and speed up the implementation. The recently wrapped up fifth round of Kuwaiti-Sino political consultations culminated in expanding channels of dialogue to broaden the existing consensus to new horizons in the coming period. During the consultations, both sides weighed the implementation of agreements and memos of understanding signed by the Kuwaiti and Chinese governments, particularly the execution of mega development projects, mainly Mubarak Al-Kabeer Port. In this context, Chinese Ambassador in Kuwait Zhang Jianwei said his country is working with the Kuwaiti side to push forward the implementation of the port project, which he commended as a huge and strategic project for Kuwait and a very significant venture for Kuwaiti-Sino cooperation. The Chinese diplomat made the press statement on the sidelines of the recent celebration of the World Chinese Language Day. Zhang spoke highly of the latest inspection tour by Chinese Vice Minister of Transport Fu Xueyin of the port project site as a very important step towards the completion of the joint venture. He pointed out the agreement reached during a meeting held between Kuwaiti Minister of Public Works Dr. Noura Al- Mashaan and the Chinese delegation on advancing the Mubarak Al-Kabeer Port. On several occasions, the Kuwaiti government underlined that it gives top priority to the port project just as part of the Gulf country's comprehensive and integrated development vision chiefly purposed to diversify income sources, boost its gross domestic product and regain its pivotal trade, financial and regional role. This commitment was unequivocally reflected by a package of intensive moves and consultations that resulted in the signing of a contract with China State Construction and Transport Limited for study, design, and pre-implementation services to complete Mubarak Al-Kabeer Port, in February 2025. Following the signing of the deal with the Chinese government company, Kuwaiti Minister of Public Works Dr. Noura Al- Mashaan said the completion of the joint venture is deemed top priority for the country's political leadership. She stressed that the project comes under the direction of His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah and is primarily supported by His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah and His Highness the Prime Minister Sheikh Ahmad Abdullah Al- Ahmad Al-Sabah. arabtimes
