208 Kuwaitis and expats face prosecution over graft

KUWAIT CITY, May 6: According to informed sources, Minister of Social Affairs and Minister of Family and Childhood Affairs Dr. Amthal Al-Huwailah, since taking office, has referred 208 individuals to the Public Prosecution for corruption and financial and administrative violations in cooperative societies. They explained that these individuals comprise 96 Kuwaitis and 112 expatriates and include board members and employees of cooperative societies. This affirms that accountability is not based on nationality or position, and that the law applies equally to all without exception. The minister's actions also extended to oversight bodies, as dozens of financial and administrative auditors were referred for administrative investigation due to negligence in performing their duties. The sources said anyone found to have colluded in or concealed acts of corruption will be held accountable in accordance with the Civil Service Commission Law. In other news, following a temporary suspension due to the discovery of suspicious links, the Ministry of Social Affairs has resumed permitting registered charitable societies that are in compliance with official circulars to disburse donations for humanitarian projects in Kuwait. According to informed sources, the updated procedures are designed to enhance transparency and ensure that donations reach their rightful recipients through official and legal channels. They affirmed the importance of all charitable societies adhering to the new regulations to avoid future violations. The sources clarified that charitable societies are no longer allowed to deduct monthly donations directly from donors' bank accounts, adding that this practice is unlikely to be reinstated.

Lawyers flag flaws in ‘salary seizures'

KUWAIT CITY, April 23: Head of the Kuwait Society of Lawyers (KSL) Adnan Abul affirmed that seizing a debtor's entire salary immediately to repay debts is a procedure that contravenes the law, reports Al-Seyassah daily. He explained that KLA has submitted a comprehensive legal proposal to the Ministry of Justice on this matter. The proposal is backed by legal provisions and highlights the negative consequences of violating them. It aims to regulate administrative and procedural practices in line with Article 216 of the Civil and Commercial Procedures Law, as well as the provisions of the Private Sector Labor Law, the Civil Service Commission Law, the Kuwait Army Law, the Police Force System Law, and the Public Institution for Social Security Law. Creditor rights are protected through legal measures under binding provisions, so that they do not negatively affect the debtor's entire family. Abul affirmed the need to differentiate between funds transferred to the debtor's bank account as salaries and other funds. The latter can be seized by creditors, but the former may only be seized in limited cases and within specific percentages as stipulated by law. He expressed confidence in the diligent efforts of Minister of Justice Nasser Al-Sumait and Head of the General Department for Sentences Enforcement, Counselor Abdullah Al-Othman, in their commitment to upholding justice and preventing violations within the legal framework.
