Overtime Assignment Rules Tightened

KUWAIT CITY, June 9: The acting Undersecretary of the Ministry of Justice Tariq Al- Asfour has issued Administrative Decision No. 986/2025 on the conditions, regulations, and mechanisms for assigning overtime work. According to Article 1 of the decision, overtime assignments in all sectors and departments of the ministry must be based on actual work needs and subject to the following conditions: 1. The employee's last two performance evaluations must be rated as 'Excellent.' 2. The employee must not hold a position associated with judicial work (i.e., positions within the judicial assistants' incentive cadre). 3. The employee must have completed at least four years of service with the ministry by the date the overtime assignment is issued. 4. The employee must not be subject to any reduced working hours or partial absence from work, regardless of the reason. 5. The employee must not be a shift worker, or assigned to evening sessions, or working in service centers during the evening shift. 6. The employee must not have received any financial reward for participating in a work team or committee during the same fiscal year in which the overtime assignment is requested. 7. The employee must not have been suspended from work or referred to the Public Prosecution or criminal court for a felony or a crime involving moral turpitude or dishonesty, unless the suspension period has ended, the investigation concluded that the employee is not responsible, or the employee has been acquitted prior to being assigned overtime work. 8. The employee must not have been subjected to a disciplinary penalty that restricts promotion, in accordance with Article 68 of the Civil Service Law, unless the penalty was rescinded prior to the overtime assignment. 9. The total overtime work period for an employee must not exceed 40 working days during the fiscal year in all sectors and departments of the ministry, including those under the Judicial Affairs budget. 10. The number of employees assigned to overtime work within any fiscal year must not exceed 25 percent of the total staff in the requesting organizational unit, whether it is a department, division, or section. 11. No employee may be assigned to overtime work unless it has been approved by the competent authority and a formal assignment decision has been issued. Article Two, which specifies the mechanism for assigning overtime work, stipulates the following: 1. Requests for overtime work submitted by any department must first be referred to the head of the sector, who will then refer them to the Undersecretary. The Administrative Affairs Department shall conduct the necessary study to ensure the requests meet the established conditions and regulations. The requests will then be submitted to the Undersecretary for final approval. If the request is not approved, the Administrative Affairs Department shall send a written explanation to the requesting department for its information. 2. The fingerprint system shall be used to verify that the employee was present during the designated overtime period. The overtime compensation shall not be disbursed until the end of the workday, and only after confirming that all assigned tasks have been completed and the employee has fully committed to working the required number of hours in person. Article Three stipulates that all relevant authorities shall implement this decision and notify the concerned parties accordingly. Administrative Decisions No. 932/2018 and 994/2024 are hereby repealed.

SPRINGFIELD, Mass. (WWLP) – The Springfield police officer accused of sexually assaulting a high school student he coached in Somers, Connecticut, is due in court on Friday. Hispanic American Library hosts event for Mental Health Awareness Month Justin Perez, 27, is being charged in Connecticut, which means his hearing is in Tolland Superior Court in Rockville. He's scheduled for a plea hearing on Friday. The Springfield Police Department said that Perez was originally assigned to administrative duties without a firearm pending the investigation. Perez was arrested, and Springfield Police Superintendent Lawrence E. Akers suspended him for five days without pay, the maximum allowed under Civil Service Law without a hearing. Perez has been a police officer since June 2022. Connecticut State Police said that in October 2024, Perez served as an assistant athletic coach at Somers High School and allegedly engaged in inappropriate contact with a juvenile student. The student disclosed that Perez was allegedly engaging in inappropriate phone and social media contact with her, inappropriate content during practice sessions, and other unwanted sexual advances. On April 1st, officers located Perez in Enfield and conducted a traffic stop on his vehicle. He was arrested due to his active warrant and turned over to the State Police. Perez was released on a $100,000 court-set bond. The Board of Police Commissioners and the POST Commission have all been notified. The Springfield Police Internal Investigations Unit and Connecticut investigators have been in contact in connection with the allegations since October. The bill includes provisions for periodic bonuses, special grants, and additional incentives aimed at alleviating the rising cost of living. The committee is preparing its final report on the draft legislation, which will be submitted to the House in the upcoming sessions. The draft law follows presidential directives to launch a new social protection package in response to the country's current economic challenges and inflationary pressures. Key Provisions of the Draft Law Article 1: Employees subject to the Civil Service Law (Law No. 81 of 2016) will receive a periodic bonus equivalent to 10 percent of their basic salary as of June 30, 2025, with a minimum of LE 150 per month. This bonus will be integrated into their basic salary starting July 1, 2025. Article 2: Employees not covered by the Civil Service Law will receive a special bonus of 15 percent of their basic salary as of June 30, 2025 (or on the date of appointment for new hires), also with a minimum of LE 150 per month. This amount will be incorporated into their basic salary from July 1, 2025. The provision excludes public service agencies and public economic entities already offering periodic bonuses of 10percent or more. In such cases, if a bonus is calculated as a percentage of the basic salary, employees will receive a special bonus equal to the difference between the legislated 15 percent and the bonus already provided. This amount will also be added to the basic salary. Article 3: Effective July 1, 2025, an additional fixed monthly incentive of LE 700 will be granted to all eligible employees, whether or not they are subject to the Civil Service Law. The amount will be treated as part of the employee's supplementary or variable wage, depending on employment classification. Article 5: Employees of public sector and public business sector companies will receive a monthly bonus starting July 1, 2025. This bonus will equal the difference between their recurring annual bonus and the special bonus granted to non-Civil Service Law employees under Article 2. The bonus will be disbursed as a lump sum and not included in the basic wage. Furthermore, if an employee's total monthly earnings—including wages, allowances, and fixed or semi-fixed bonuses—fall below LE 7,000 after these increases, their income will be topped up to meet the minimum threshold. The relevant ministers will issue executive regulations to implement this provision. Article 7: The Minister of Finance will issue the necessary executive decisions to enforce the provisions of this law, while other ministers will issue related decisions for Article 5 as applicable. Article 8: The law will come into effect on July 1, 2025. Pension Increases Clarified During the session, committee members inquired about pension increases and why they were not included in the draft law. A representative from the Ministry of Finance, Ali El-Sisi, clarified that pension increases are governed separately under the Social Insurance and Pensions Law, which was amended in previous years. He explained that while pension increases were previously scheduled for April 1, this year's increase will be implemented on July 1, through a presidential decree based on the Social Insurance Law. This law ties the increase to inflation rates, with a cap of 15 percent. Budget Allocations and Salary Floors Finance Ministry officials confirmed that LE 85 billion has been allocated to fund these increases. The minimum monthly salary increase for the lowest-grade employee (Grade 6) will be LE 1,100, with proportionally larger increases for higher grades.

This amendment grants employees special leave with full remuneration for a period of up to one year to accompany a patient who needs overseas treatment as per the confirmation of the ministry. Such leave will not be deducted from the accrued leave days and may be extended for an additional period not exceeding six months, but the extension will be without remuneration. The ministry affirmed that this legislative change is the result of collaborative efforts, as it has identified the humanitarian challenges that families face when accompanying relatives for medical treatment, especially those with complex conditions necessitating a long period of treatment abroad. The presence of a family member is a crucial psychological support mechanism that significantly contributes to patient morale and responsiveness to treatment. The ministry added that this measure will reduce the psychological and financial strain experienced by families, particularly given that the previous maximum leave allowance of six months frequently resulted in disruption and uncertainty for both the companion and the patient. The revised legislation now provides for sustained familial support throughout the duration of treatment, thus ensuring a stable and comprehensive therapeutic environment. The enactment of this amendment is a manifestation that the State is fully aware of the needs of citizens in line with the humanitarian principles of the national healthcare system, which prioritizes the well-being of patients and the interests of their families.

KUWAIT CITY, April 19: Under the provisions of the Civil Service Law and its accompanying decisions, government employees in Kuwait are entitled to seven distinct types of fully paid leave. These leave categories are designed to support public sector employees during significant life events and special circumstances, ranging from medical and maternity needs to religious obligations and personal emergencies. 1. Medical Companion Leave Abroad: After exhausting regular leave, an employee may be granted special leave with full pay to accompany a patient approved by the Ministry of Public Health for treatment abroad, including the designated companion. This leave covers the treatment period for up to six months and is paid at the beginning of each month. It may be extended once for an additional period of up to six months, but without pay. 2. Hajj Leave: Employees may be granted one month of paid leave once in their career to perform the Hajj pilgrimage. 3. Leave for Special Projects: With ministerial approval, employees may receive full-time paid leave to engage in specific artistic, literary, scientific, or athletic projects upon recommendation from the relevant authority. The Civil Service Council, based on a proposal by the Civil Service Bureau, determines the rules for granting such leave. 4. Maternity Leave: Female employees are entitled to two months of paid maternity leave, which is not deducted from other leave balances, provided that childbirth occurs during this period. 5. Bereavement Leave: In the event of the death of a spouse or a first- or second-degree relative, employees may take up to four days of paid leave. 6. Iddah Leave: A Muslim female employee whose husband passes away is entitled, with ministerial approval, to four months and ten days of paid leave from the date of death. 7. Sick Leave: Employees are eligible for up to 180 days of sick leave annually. From primary healthcare centers, up to 60 non-consecutive days are permitted (a maximum of 7 days per instance), distributed as follows: 15 days with full pay, 15 with half pay, 15 with quarter pay, and 15 unpaid. From accredited hospitals, up to 120 days may be granted: 30 with full pay, 30 with half pay, 30 with quarter pay, and 30 unpaid. In response to inquiries about the maximum leave duration for employees hospitalized for treatment, work-related injuries, treatment abroad, or incurable diseases where full pay is expected, sources clarified that specialized medical committees evaluate such cases when additional leave beyond standard allowances is required.
