Hailey Dollar is a candidate for Virginia House of Delegates District 70 and is running as a Republican. Her name will appear on the June 17, 2025 ballot. Dollar is running against challenger Cynthia M. Scaturico in the June Republican primary. The winner will appear on the ballot for the General Election on Nov. 4.

My name is Hailey Dollar, and I am honored to be running as the Republican candidate for House Delegate in the 70th District of Newport News, Virginia. I am a single mother to four wonderful daughters, a disabled Army Combat Veteran, and a dedicated small business marketing professional, paralegal, and community volunteer. I have had the privilege of working for several federal agencies, which has further fueled my commitment to public service.I hold an Associate's in Business and Paralegal Studies, a Bachelor of Science in Health Science, a Master of Science in Health Education, and a Master of Science in Emergency and Disaster Management with a concentration in Homeland Security.
Born at Mary Immaculate Hospital and raised in Newport News by my great-grandparents and grandparents, I come from a rich military tradition. I am proud to be the first woman in my family to serve in the military, and I was deployed to Mosul, Iraq in 2009 with the Third Infantry Division. During my tour, I was awarded the Combat Medic Badge for performing casualty care under direct enemy fire. In 2016, I was honored with a Presidential Commendation and two accompanying coins for my service.
Throughout my life, I've been an advocate for justice and have volunteered for suicide prevention efforts, especially within the mental health, veteran, and LGBTQ communities, which are statistically at higher risk. I am also passionate about animal rescue and have even trained some of my rescues to be service dogs.
I am driven by a deep desire to serve my community and ensure that our values, safety, and well-being are prioritized. I am committed to bringing real change to Newport News, and I hope to have the opportunity to represent you in the Virginia House of Delegates.
I'm running for office because I am deeply passionate about helping those in need. The people of Newport News deserve a representative who is genuine, understands their challenges, and is committed to delivering real, practical solutions to the problems we face together as a community.
With my military background, federal service, educational achievements, and experience as a mother, I bring a unique and diverse perspective to leadership. There's no challenge too great. I rely on strong critical thinking, sound judgment in tough situations, and a natural ability to bring people together—even those who may not have previously found common ground. I believe in bridging divides and creating real, lasting change for our community.
The first bill I would be proud to sponsor is HB 1308, originally introduced by Delegate Chad Green. This legislation has the potential to provide much-needed personal property tax relief—keeping more of your hard-earned money where it belongs: in your pocket. As we look toward 2025 and beyond, our goal must be to empower Virginians by trusting them to make thoughtful decisions about how they invest in their families, businesses, and communities.
The reality of running a campaign is that it takes time, money, and a tremendous amount of effort to be successful. I am deeply grateful to everyone who has contributed—not just financially, but through their time, energy, and support. Every donation, every volunteer hour, reflects a shared belief in our mission to make Newport News a safer, more productive community that prioritizes the health, welfare, and well-being of everyone.
While financial contributions are necessary, a successful campaign shouldn't be measured solely by dollars raised or flashy marketing. I want every person who donates to this campaign to do so because they believe in the vision we're building together—not just to boost visibility, but to be part of a movement. I believe in the power of grassroots organizing and the meaningful connections we've built along the way. That's how real change begins.
It is my duty to protect the best interests of all, and that means prioritizing the health, welfare, and happiness of my constituents. If the time ever comes when I must vote against my party leaders, it will be because their position fails to align with what's truly best for the people I represent. My allegiance lies with the people, not with party politics, and I will always put their needs first.
