Recapping the approved NFL rule changes coming for 2025 The NFL adopted several rules proposals, including changes to overtime and replay assist, but show down one of the Lions' proposals and tabled another The Lions' push to eliminate automatic first downs on defensive holding and illegal contact failed to motion during Tuesday's vote at the Annual League Meeting. Two other proposals from Detroit were tabled until May. Those were among a host of proposals voted on by the owners Tuesday. Here's a recap. Touchbacks on kickoffs now at the 35 Touchbacks on kickoffs will now bring the ball out to the 35-yard line. Last season, touchbacks came out to the 30. The original proposal last season was going to bring the ball to the 35, but was amended to the 30. The hope for the league is this will create more returns on kickoffs, as touchbacks to the 35 will look to de-incentivize teams from kicking deep. Both teams get possess the football in overtime in the regular season Overtime in the regular season will now have the same rules as in the postseason, with the exception of the amount of time in the period. Regular-season overtime will remain 10 minutes, but both teams will have the opportunity to possess the football, just like in the postseason. Overtime in the playoffs will remain 15 minutes, which was the original proposal for this year for the regular season but was amended. Replay assist expanded Replay assist will be expanded to help officials on penalties called on the field. It will not, however, be meant to call penalties that were not initially called on the field. This is just to help pick up flags when needed. IR designation at roster cutdown Article XVII, Section 17.16 of the Constitution and Bylaws was amended to allow teams to designate two players for return at the roster reduction to 53 players. Additional designated injured reserve returns Teams that make the postseason will receive two additional "Designated for Returns", increasing their maximum from eight players to 10. Point differential as tiebreaker for contracts Point Differential will now be the third tiebreaker for awarding contracts. Video and phone calls during legal tampering As a one-year experiment, teams can have one video or phone call with up to five free unrestricted free agents during the two-day legal tampering period before free agency officially begins. Teams can make travel arrangements with such players upon agreeing to terms. Kicking balls can now be prepared Teams can now prepare kicking football ("K-Balls") before game day, similar to the process allowed for game balls. Scouting credentials for potential playoff opponents Teams that may qualify for the postseason can obtain scouting credentials for games in Weeks 17 and 18 played by potential postseason opponents. Teams hosting Wild Card games now also have to provide scouting credentials to all teams within the same conference who are participating in the postseason. Other tabled proposals Among the proposals that were tabled until May include the big one in many eyes — the vote to eliminate the Tush Push. Also on the table is Detroit's proposal to seed postseason teams based on record, but could be amended to where the current format would be used unless a division winner finishes below .500, in which case they would not get a home playoff game. The Lions also had a proposal tabled that would have allowed teams to place players on injured reserve before the roster cutdown to 53 players to not count against the 90-man roster. Between the active roster, injured reserve and other lists, teams currently cannot hold more than 90 players on their roster during the season. Rich McKay, Co-Chairman of the Competition Committee and CEO of the Atlanta Falcons, said one potential amendment that could be discussed is increasing the limit to 95 players after the trade deadline.

NFL announces rule, bylaw and resolution changes for 2025
This memo was distributed by the league after voting by the 32 teams at today's meeting: NFL clubs adopted the following rules change proposals, bylaws and resolutions today at the NFL Annual Meeting in Palm Beach, Florida. 2025 Approved Playing Rules Summary 1-A. By Competition Committee; amends Rule 6, to make permanent the new form of free kick play implemented in 2024 designed to 1) resemble a typical scrimmage play by aligning players on both teams closer together and restricting movement to reduce space and speed and 2) promote more returns, subject to the following changes: (a) modifies the alignment requirements for receiving team players in the setup zone; (b) changes the dead ball spot after a touchback to the 35-yard line if the ball lands in the end zone and is downed in the end zone by the receiving team or goes out of bounds behind the receiving team's goal line. 2-A. By Competition Committee; aligns the postseason and regular season overtime rules by granting both teams an opportunity to possess the ball regardless of the outcome of the first possession, subject to a 10-minute overtime period in the regular season. 3. By Competition Committee; amends Rule 15, to expand Instant Replay's ability to advise the on-field officials on specific, objective aspects of a play and/or to address game administration issues when clear and obvious video evidence is present. 2025 Approved Bylaws Summary 1. By Competition Committee; amends Article XVII, Section 17.16 of the Constitution and Bylaws, to permit clubs to designate two players for return at the roster reduction to 53 players. 2. By Competition Committee; amends Article XVII, Section 17.16 of the Constitution and Bylaws, to permit clubs participating in the postseason to receive two additional DFRs increasing the maximum from 8 to 10. 3. By Competition Committee; amends Article XVIII, Section 18.5 of the Constitution and Bylaws, to insert Point Differential as the third tiebreaker for awarding contracts. 2025 Approved Resolutions Summary G-1A. By Pittsburgh; for one-year only, permits clubs to have one video or phone call with no more than five prospective Unrestricted Free Agent during the Two-Day Negotiation Period. Permits clubs to make travel arrangements with such players upon agreeing to terms. G-2. By Baltimore, Cleveland, Houston, Las Vegas, Minnesota, Philadelphia, and Washington; to permit clubs to prepare kicking footballs ('K-Balls') before game day, similar to the process permitted for game footballs. G-3. By Washington; to permit clubs that may qualify for the postseason to obtain scouting credentials for two consecutive games (Weeks 17 and 18) played by a potential postseason opponent. Also requires clubs hosting Wild Card games to provide scouting credentials to all teams within the same conference who are participating in the postseason.

2025 NFL playing rule, bylaw and resolution proposals: Tush push, playoff seeding and more
NFL teams have proposed three changes to playing rules, two changes to league bylaws and three changes to league resolutions that will be discussed and potentially voted on at the upcoming league meeting. The following summary of those proposals was distributed by the NFL: 2025 NFL Playing Rule Proposals By Detroit; amends Rule 8, Section 4, to eliminate an automatic first down as a penalty imposed for defensive holding and illegal contact. By Green Bay; amends Rule 12, Section 1, to prohibit an offensive player from pushing a teammate who was lined up directly behind the snapper and receives the snap, immediately at the snap. By Philadelphia; amends Rule 16, Section 1, to align the postseason and regular season overtime rules by granting both teams an opportunity to possess the ball regardless of the outcome of the first possession, subject to a 15-minute overtime period in the regular season. 2025 NFL Bylaw Proposals By Detroit; amends Article XX, Section 20.2 of the Constitution & Bylaws, to amend the current playoff seeding format to allow Wild Card teams to be seeded higher than Division Champions if the Wild Card team has a better regular season record. By Detroit; Article XVII, Section 17.1 of the Constitution and Bylaws, to exclude from the 90-player limit a player placed on Reserve/Injured before or on the day of the roster reduction to 53 players, unless such player is Designated for Return. 2025 NFL Resolution Proposals By Pittsburgh; to permit clubs during the two-day negotiation period to: (i) have one video or phone call with a prospective unrestricted free agent and his player agent; and (ii) permits clubs to arrange for the player's travel upon agreeing to terms with a prospective unrestricted free agent. Travel cannot occur until the beginning of the new league year. By Baltimore, Cleveland, Houston, Las Vegas, Minnesota, Philadelphia, and Washington; to permit clubs to prepare kicking footballs ('K-Balls') before game day, similar to the process permitted for game footballs. By Washington; to permit clubs that may qualify for the postseason to obtain scouting credentials for two consecutive games (Weeks 17 and 18) played by a potential postseason opponent.
