Glendale race on VAI Resort parking garage, office space too close to call

An effort to stop the VAI Resort in Glendale from developing a parking garage and office space on 10 acres of land was up in the air after the first batches of ballot returns on May 20, with yes and no votes neck and neck. Glendale voters were nearly tied on propositions 401 and 402 in early results, with Prop. 401 slightly losing and Prop. 402 slightly winning. If approved, the Glendale propositions would affirm a City Council decision to amend the city's general plan and the planned area development and zoning map to allow construction of a parking garage and office buildings on 10 acres of the 60-acre site. The propositions do not apply to the entirety of the site, which has been under construction for years. If the propositions do not pass, the changes would be reversed and the site would go back to its previous designation of open space, meaning the plan for the resort would have to be revised or redesigned. In late November, City leaders approved VAI's request to rezone a 10-acre portion of its property from Parks and Open Space to Corporate Commerce Center. VAI also asked to update the guidelines on the project's planning area. Referred to as the Centerpoint Planned Area Development, the specially zoned area was approved by the City Council in 2020 to ensure the mix of projects fit harmoniously together. Those changes sparked a referendum effort from Worker Power, the political arm of the Unite Here Local 11 union. The group gathered signatures and forced an election over the issue. The developers of VAI have argued that its plan to construct an office building and parking lot on the land is vital to the overall project. Location: Loop 202 and Cooper Road in Chandler Description: Floor & Décor, an Atlanta-based home improvement warehouse specialty retailer that focuses in hard surface flooring like tile, vinyl, wood and stone. The company uses large-footprint warehouse stores and has several other Valley locations. The Floor & Décor building is one of two buildings on a 13-acre site within the larger Chandler Airport Center. The Floor & Décor store is under construction near the Chandler Airport. History: The Chandler Planning and Zoning Commission recommended approval for the store, along with additional buildings in the Ascend development, part of the Chandler Airport Center, in March of 2024. Location: Warner Road and Hardy Drive in Tempe Description: Source Logistics Center will be a 144,885-square-foot industrial park located on 15 acres of land. It is being developed by Phoenix-based Creation and Boston-based CrossHarbor Capital Partners. The development will include one industrial structure built speculatively, meaning it will be built before a business has signed on to lease the space, and six acres of yard space for storage or vehicles. History: The site was previously used for a two-story office building, a commercial garage, outdoor storage and RV parking, according to Tempe documents. The site was already zoned for general industrial, but the Tempe Development Review Commission approved the site and landscape plans in May 2024. In October, Creation bought the site for $12.45 million, according to real estate database Vizzda. Creation broke ground on the site in February. Location: Loop 202 and Cooper Road in Chandler Description: Wedgewood, a veterinary pharmaceutical company and the parent company of online veterinary pharmacy platform Blue Rabbit, is nearing opening of their Chandler facility. The project is expected to house 250 jobs by 2027. The 90,000-square-foot facility will serve as a hub for rapid delivery and offer local pickup for Arizona pet owners. The facility is planned to eventually replace Wedgewood's smaller Arizona facility. History: The building is part of the second phase of the Chandler Airpark 202 business park, a 397,177-square-foot industrial project that includes three buildings. The project was proposed in 2021 and is part of the larger Chandler Airport Center master plan that was approved in 1999. Tenant improvements for Wedgewood began in February 2024. The first phase will total 427,000 square feet across two buildings. The project also includes a park that will be an amenity for both workers in the buildings and the surrounding community. In total, the project will include five buildings on 44 acres, according to real estate database Vizzda. The project is being developed as a partnership between Formation Interests and Crescent Real Estate. Willmeng Construction is the general contractor for the project. History: The Goodyear City Council approved the site for an industrial business park in early 2023. Prior to construction, the site was agricultural. The project broke ground in June 2024.
