A large police presence has been on the scene since about 7:45 a.m. PT, with tape and visibility barriers preventing public entry to the popular beachfront in the city's downtown. A police boat and dive team is also present. Cpl. Allison Konsmo says there is no danger to pubic safety, but they are asking for members of the public to stay away from the area.
