Feds probing tugboat's possible role in deadly Mexican ship, Brooklyn Bridge crash

NTSB probers Monday said they are investigating a tugboat's possible role in a Mexican ship's crash into the Brooklyn Bridge — while adding they have yet to board the foreign craft, much less talk to its crew. 'Part of our investigation will be to look into procedures' involving tug boats in the harbor, agency investigator Brian Young told reporters at the first National Transportation Safety Board briefing since the Saturday night collision that killed two young Mexican sailors. 3 The Cuauhtemoc BE-01 Mexican Ship that crashed into the Brooklyn Bridge. A local tugboat had been helping to guide the Mexican boat out of port before the tall ship headed to Iceland. Questions have arisen over whether the tug may have too quickly released the ship, when then barreled in reverse into the span. Young and NTSB board member Michael Graham cautioned that the investigation is preliminary, noting that the agency is still negotiating with the Mexican government to get access to the ship and the cadets who remain on board. Dozens of the sailors have already left for home. 3 Two people died and 17 were injured during the crash on Saturday. Paul Martinka 'Still working to get access to the ship,' Graham said at the briefing. 'We haven't yet had a chance to access the engine. 'We haven't had a chance to talk to any of the crew at this point. We are working with our counterparts in the Mexican government to gain access to the ship.' Young detailed the final minutes before the Cuauhtemoc, a three-mast training ship for Mexican navy cadets, allegedly lost its steering ability and struck the historic span — demonstrating how quickly things turned deadly. Here is the latest on the Brooklyn Bridge crash involving a Mexican navy tall ship 'At 8:24 p.m., a [voyage data recorder] radio broadcast was sounded requesting assistance from other tugboats in the area of the Brooklyn Bridge,' Young said. 'That was followed by two other requests for assistance, and at 8:24 and 45 seconds, the vessel's mast struck the underside of the Brooklyn Bridge. At 8:27, the vessel came to a stop.' He said NYPD and FDNY boats were at the scene by 8:30 p.m. Shocking footage captured the collision and showed cadets clinging to the rigging around the showboat ship's the 147-foot masts. In addition to the two fatalities, more than 20 others on the ship were injured. Sources have told The Post that the ship, built in Spain in 1982, was on its way to the Brooklyn waterfront to refuel before setting sale to Iceland — but suffered a mechanical failure that shut down its steering. 3 Two NTSB officials brief the media on Monday afternoon. Gregory P. Mango The tragedy cost Mexican cadets America Yamilet Sanchez and Adal Jair Marcos their lives. Sanchez, a onetime award-winning swimmer from the Veracruz capital of Xalapa, posted a haunting photo from the Big Apple waterfront on Facebook earlier on Saturday. Marcos, known to friends as 'Tyson' or simply 'Marcos,' had been on board the Cuauhtemoc for nine months and boasted to friends about his travels around the globe. The two were among 277 crew members on board – 213 men and 64 women, most of them cadets from the Heroica Escuala Naval Militar, the Mexican navy's officer training academy in Veracruz. The ship was taking part in a training cruise to mark the so-called 'Bicentennial of the Consolidation of the Independence of the Seas,' the 200th anniversary of the Mexican navy expelling Spain from their nation. It set sail from Cozumel in the Yucatan Peninsula on May 4 on a170-day voyage that was to take the crew to 22 ports in 15 countries. The ship was also slated to be part of the Class A International Tall Ships parade the is due to parade in the harbor on July 4, 2026, although organizers said Mexican officials had yet to confirm their involvement. During ceremonies on board last week at the South Street Seaport, dozens of the cadets mounted the masts for a display known as 'manning the yards' – a universal sign of respect traditionally done as a vessel enters a new port.

Queens rapist wearing ‘Ghost Face' sweatshirt was scared off by victim's daughter: prosecutors

A 50-year-old Queens raped by a masked creep in a 'Ghost Face' sweatshirt from the 'Scream' horror movie franchise managed to call her adult daughter, who ran over and interrupted the attack on a secluded residential block in Queens, prosecutors said Friday. Rody Morales Cu was on top of his victim when the woman's 25-year-old daughter ran up and screamed at him, scaring him off, according to court documents released during Cu's arraignment on rape and sex abuse charges. A Queens criminal court judge ordered Cu, 20, held without bail following the brief arraignment proceeding. The stone-faced Cu said nothing to reporters Wednesday as he was led out of the 112th Precinct in Forest Hills, ignoring questions shouted at him. Cops claim Cu snuck up behind his victim around 3 a.m. on April 11 near the corner of 162nd St. and 89th Ave., near NYCHA's Shelton House in Jamaica. He placed a blade against the woman's side and ordered her to be quiet, but the mom managed to speed dial her daughter on her cellphone and scream for help before Cu knocked her to the ground, cops said. The daughter was nearby and ran over, catching Cu in the act, police said. Startled, Cu ran off and was last seen running down 89th Ave., cops said. His victim was taken to an area hospital for treatment. Investigators used surveillance footage to track Cu to 160th St. and 90th Ave., where the suspect was caught on camera removing his mask. It also clearly showed the 'Ghost Face' sweatshirt with red lettering highlighting a picture of the scary 'Scream' character. Using area surveillance cameras, cops were able to track Cu all the way to his apartment building on 165th St., prosecutors said. Detectives staking out the building arrested him on Tuesday. As they interrogated him, he admitted to sex with his victim and identified himself in surveillance photos, prosecutors said. The Queens Defenders, which represented Cu at his arraignment, declined to comment when reached, citing the ongoing case.

Philippines' GCash to Seek At Least $8 Billion IPO Valuation

(Bloomberg) -- Top Philippine mobile wallet GCash could aim for at least $8 billion in valuation when it goes public as soon as this year, its chairman said, as it urges regulators to ease rules to make way for its big listing. ICE Eyes Massive California Tent Facility Amid Space Constraints How Britain's Most Bike-Friendly New Town Got Built Washington, DC, Region Braces for 'Devastating' Cuts from Congress The Dark Prophet of Car-Clogged Cities Saving the Signature Sound of Washington, DC '$8 billion should be a minimum in my view,' Globe Telecom Inc. President and CEO Ernest Cu said in an interview on Monday. Cu is also chairman of Globe unit Mynt, the parent of GCash. Cu said bulk of the initial public offering will likely be secondary shares that would allow the exit of private equity investors which own around 10%-12% of the fintech, including Warburg Pincus and Bow Wave Capital Management. At a valuation of '$8 billion and above' these investors will likely sell their shares, he added. A potential IPO may take place by the end of 2025, and Cu said there's no hurry to do it since GCash just did another funding round last year that boosted its valuation to $5 billion. 'It's better to be done right than rushed,' he said. The timing will partly hinge on the Philippine Stock Exchange and the Securities and Exchange Commission agreeing to lower the minimum public float to 10%-15% from the current 20%, the executive said. If the IPO rules aren't tweaked 'to accommodate larger IPOs then you'll remain a small IPO exchange,' Cu added. The planned share sale comes as the local stock market is reeling from low liquidity and weak valuations, with only three IPOs last year - the same number in 2023 — half of the PSE's goal. The market could see some big listings this year, with utility firm Maynilad Water Services Inc. filing for an IPO that could raise up to 49.1 billion pesos ($857 million), the nation's biggest so far. GCash could top that. At $8 billion valuation, the company must sell $800 million to $1.2 billion worth of shares to achieve a 10% to 15% public float. 'We were very open about requesting our exemptions from the 20% float requirement,' Cu said. But he acknowledged the plan also has a downside since a smaller public float may scuttle its hopes to be included in a regional index like the MSCI Asia Pacific Index. 'Without that, the foreign index funds may not participate in the stock, and that could affect valuation, that could affect liquidity. So all these play into our timeline,' the Globe Telecom CEO said. Bloomberg News earlier reported that the IPO could potentially raise $1 billion to $1.5 billion, citing people familiar with the matter. The company was also said to have picked banks such as JPMorgan Chase & Co., Morgan Stanley and UBS Group AG to work on the share sale that could take place this year. The Mynt chairman said he's had discussions with 'long-only' US, European and Japanese funds interested to become cornerstone investors for the IPO, Cu said in an interview with Bloomberg Television's Annabelle Droulers and Rebecca Choong Wilkins earlier on Monday. Japan's Mitsubishi UFJ Financial Group Inc. took an 8% stake in GCash during the last funding round in August. Apart from Globe, Jack Ma-backed Ant Group, and conglomerate Ayala Corp. are its key shareholders. Helping build GCash, which has around 94 million registered users, to become the Philippines' most popular mobile wallet would be one of the legacies of Cu, who's set to step down in April as Globe's chief executive, a position he has held since 2009. He will be replaced by former Airtel Nigeria CEO Carl Raymond Cruz, but Cu will remain chairman of Mynt. Cu also pushed Globe to become the nation's leading mobile service provider and the largest telco by market capitalization. Retiring from leading Globe would allow him to travel more and play golf, he said. 'Been there, done that. I don't like watching the same movie twice.' --With assistance from Joanne Wong.
