Haryana forms committees to intensify efforts to curb female foeticide
Chandigarh, A senior Haryana government official on Wednesday chaired a meeting with all the deputy commissioners to intensify efforts to curb female foeticide and strengthen measures under the flagship 'Beti Bachao-Beti Padhao' campaign. At the meeting, Additional Chief Secretary , Sudhir Rajpal, issued a series of directions to the deputy commissioners to deal with the problem of female foeticide by treating it as a priority. As part of the strategy, district-level standing committees headed by the DCs with chief medical officers as member secretaries are being formed to ensure tighter monitoring and coordination to improve the state's sex ratio. These committees will conduct weekly meetings, gather reports on the sale of medical termination of pregnancy kits, inspect the ultrasound centres and design strategies to curb sex determination and female foeticide, an official statement said. "The issue of illegal abortions is a deep-rooted societal challenge that demands a whole-of-government approach, along with active participation from all sections of society," the statement quoted Rajpal as saying. He also directed the DCs to ensure that there is no illegal sale of MTP kits in their districts, adding that regular inspections and strict action against the offenders were required to deal with the problem. Any doctor found engaging in sex-selective practices will face stringent disciplinary action, including cancellation of their licence by the Haryana Medical Council, Rajpal said. All abortions beyond 12 weeks must be thoroughly investigated, particularly in cases where the couple already has one or more daughters, the statement said. Civil surgeons have been instructed to lead these investigations and maintain a close watch. Any suspicious MTP case shall be tracked and action shall be taken according to law, Rajpal said. The health department has also been directed to ensure ANC registration of every pregnancy before 10 weeks. To provide personalised support, all pregnant women with one or more female children are being assigned an ASHA or Anganwadi worker as a 'saheli' to counsel them and monitor their pregnancies, the statement said. In the event of an abortion, appropriate action will be taken against the concerned ASHA or Anganwadi worker, it said. The district administrations have also been directed to expand information, education and communication campaigns, and involve religious and community leaders in amplifying the messages of gender equality and the value of a girl child.

HC pulls up govt over missing biomedical waste mgmt report
Ranchi: The Jharkhand high court on Thursday pulled up the govt for being unable to produce the status reports on biomedical waste management that it had sought from the deputy commissioners (DCs) of all districts in February.A division bench of Chief Justice MS Ramachandra Rao and Justice Rajesh Shankar was hearing a public interest division (PIL) filed by the Jharkhand Human Rights Confederation on the improper disposal of biomedical court on Thursday expressed annoyance as the DCs have not taken heed of its February order. It told the DCs to furnish the required report by June 16, when the case would next be 2024, the Jharkhand State Pollution Control Board had informed the court that biomedical waste treatment plants have been set up in five districts – Lohardaga, Ramgarh, Pakur, Dhanbad, and Adityapur in Seraikela Kharsawan. Another biomedical waste disposal plant is under construction in Deoghar and would be commissioned very soon, the board petitioner organisation had filed the petition in 2012 for compliance of the Environmental Protection Act , under which Biomedical Waste Disposal Management Rules have been formulated and ought to be implemented. In absence of the rules, biomedical waste generated from hospitals, clinics, nursing homes are required to be disposed of in a manner, which does not adversely affect the environment. But biomedical waste was littered in the open and rummaged by stray dogs, the petitioner added.

Karnataka to confiscate illegal layouts, launch digital land reforms after SC order, says state revenue minister
BENGALURU: Following Supreme Court directions, the Karnataka government is all set to crack the whip on illegal residential layouts by confiscating them. On December 17, 2024, the Supreme Court had said unauthorised constructions cannot be legitimised merely due to administrative delays, passage of time or monetary investment. Post-construction violations too should trigger swift corrective action, including demolition of the illegal part and penalties for erring officials, the court stated. On Friday, Revenue Minister Krishna Byre Gowda said the order is applicable to only those layouts coming up now and in the future. 'All DCs have been instructed to confiscate unauthorised layouts as the Supreme Court has cracked the whip against state governments. CM Siddaramaiah has also instructed us,' he said. 'There are many violations. Layouts have been built on agricultural lands and roads are not laid as per guidelines. This cannot be tolerated,' he stressed. On issuing title deeds to families living in hamlets such as 'hadis', 'tandas' or 'hattis', he said Chief Minister Siddaramaiah will hand over documents to one lakh such families in Hospet on May 20, marking two years of Congress government. Digital title deeds will be issued by converting these settlements into revenue villages, he added. By December 2025, title deeds will be given to two lakh such families, he added. 'Earlier, title deeds were issued on paper. In some cases, they are worthless without the original. Now, the government will register the land through a purchase deed and the local body will also create a 'khath'. Beneficiaries need not run from one government office to another,' he said. The long-standing complaint of farmers on podi, which is sub-division of agriculture land, will be settled, he said. 'Though farmers possess land, they have no documents other than their names on title deeds. A state-wide podi campaign has been launched since last January. Revenue and Survey Departments have jointly conducted a lot of studies and formulated simplified rules to correct podis and issued a notification,' he said. The previous BJP government in its entire five-year tenure, corrected podi of only 5,800 people, but since January, 88,886 such cases have been resolved, he claimed. The revenue department has scanned 18.28 crore pages of original land records out of 80-90 crore pages across the state, to digitise all documents by December-end, he said. People can access them by applying online through 'sakala' soon, he said. Around 1.34 crore survey sketches and 'Aakaar Bands' (consisting of extent of land) of the Survey Department have been digitised, he added. Revenue and Survey Departments will be computerised 99% by next year, he added.

Burlington purchases 2 distribution centers

Burlington Stores has agreed to purchase two of its leased distribution centers as part of its long-term supply chain investment strategy, according to a March 6 earnings call. In Q4, the retailer completed the previously announced acquisition of a 2 million-square-foot distribution center in Savannah, Georgia that is expected to open in 2026. Additionally, Burlington negotiated the purchase of its 'most efficient, most automated' West Coast distribution facility in Riverside, California. The deal was expected to close in March. Burlington is pushing to own rather than lease its most productive supply chain facilities to better support its off-price operating model. Including the Savannah center, Burlington now owns three of its 12 distribution and warehousing facilities, per a securities filing. The Riverside site will increase that number to four later this year. 'Ownership gives us greater control over the design of these buildings,' EVP and CFO Kristin Wolfe said on the earnings call. 'It also allows us to leverage this capital investment as we grow over time and to avoid significant rent increases at each lease renewal.' Those savings come at a cost, however. Burlington's capital expenditures grew to $844 million in fiscal year 2024, a 12.5% increase over its previously expected investments of $750 million. However, the deal to purchase the Riverside distribution center wasn't factored into 2024 capital expenditures, per Wolfe. Instead, it will be a part of the $950 million in capital expenditures anticipated in 2025. David Glick, group SVP of investor relations and treasurer, said the purchase of the distribution centers are 'two important steps' in Burlington's supply chain transformation, noting that the company is considering whether to raise debt to fund the purchase of the Riverside facility. 'Capitalized operating leases attributable to lease DCs are already captured on the balance sheet. So if we do choose to add some additional debt to finance the California DC purchase, we think the resulting increase in our leverage ratios would be very modest,' he said.
