KUWAIT CITY, April 22: Enhanced road discipline and compliance among motorists were noticeable on Tuesday -- the first day of implementing the revised Traffic Law. Motorists are obligated to use seatbelts, abstain from mobile phones usage by hand while driving, respect traffic signals, and refrain from parking in restricted zones. Issued in January, Decree-Law No. 5/2025 amended certain sections of Decree-Law No. 67/1976 on traffic regulations. These amendments were published in the Official Gazette and took effect after a three-month grace period. Director of the Security Media Department at the Ministry of Interior Colonel Othman Al-Gharib affirmed the extensive preparatory efforts of the ministry, including a six-month public awareness campaign to educate citizens and expatriates about the new traffic legislation. He said the objectives of the revised law are to guarantee public safety and prevent traffic accidents that result in fatalities and serious injuries. Al-Gharib informed the newspaper that comprehensive awareness campaigns in multiple languages on various platforms preceded the implementation of the law. He disclosed that these campaigns aimed to inform road users about the updated regulations, associated penalties and the importance of compliance for their safety. He added that his department continues to carry out such awareness campaigns. Director of the Technical Department at the Traffic Affairs and Operations Sector Brigadier General Khaled Al-Adwani urged motorists to pay attention to road signage. He clarified that the posted speed limits are the primary criterion for issuing violation citations, with fines ranging from KD70 to KD150. He warned that exceeding the stipulated speed limit, even by a single kilometer per hour, is considered a violation. In a statement to Al-Akhbar TV, Al- Adwani warned the public about the legal consequences of driving vehicles that make excessive noise, which is punishable by imprisonment. He added that reckless driving is subject to vehicle confiscation through a court order, indicating that parental oversight is vital to prevent minors from committing such infractions. Officer in the Central Control Unit at the General Traffic Department Lieutenant Colonel Ali Al-Qattan affirmed the decline in the number of traffic violations and accidents upon the implementation of the new law. He said the areas that previously experienced high rates of parking violations witnessed a reduction. He also told Al-Akhbar TV that prior to the enactment of the law; the ministry conducted multilingual awareness campaigns, which contributed to increased compliance among motorists.

KUWAIT CITY, April 2: The Ministry of Interior announced that Decree-Law No. 5/2025, which amends certain provisions of Decree- Law No. 67/1976 related to traffic regulations, will come into effect on Tuesday, April 22. Under this decree-law, police officers will be authorized to arrest individuals who cross the stop line when the traffic light is red, and other such offenses, reports Al-Seyassah daily. In a press release, the Ministry of Interior's General Directorate of Security Relations and Media outlined the traffic offenses that will result in the arrest of offenders. They are: Driving a motor vehicle under the influence of alcohol, drugs, or psychotropic substances. Committing a traffic accident that results in injury or death. Participating in a motor vehicle race on roads without a permit or in violation of the granted permit. Attempting to flee in the event of an accident that harms a person's safety or failing to comply with an order issued by a police officer to stop. Exceeding the speed limit by more than 50 km/h. Driving all-terrain vehicles in areas not designated for them. Crossing a red traffic light. Using a vehicle for purposes other than its designated use. Using a vehicle to transport passengers for a fee without a permit. Driving a motor vehicle recklessly, or operating it in a way that endangers the driver's or others' lives or property. Driving a motor vehicle without a valid driving license, in cases where the license has been revoked or suspended, with a license that does not match the vehicle category, or without the necessary permit as required by the law or its regulations. Driving a vehicle without plates issued by the General Traffic Department. Under the new law, the fines for various traffic violations have been significantly increased. The fine for running a red light has been raised from KD 50 (USD 163.1) to KD 150 (USD 489.5). Reckless driving fines have been increased from KD 30 (USD 97.9) to KD 150 (USD 489.5). Parking in spaces designated for people with special needs now carries a fine of KD 150 (USD 489.5), up from the previous KD 10 (USD 32.6). Using a mobile phone while driving will now result in a fine of KD 75 (USD 244.7), up from KD 5 (USD 16.3). The fine for failing to wear a seatbelt has been increased from KD 10 (USD 32.6) to KD 30 (USD 97.9).

KUWAIT CITY, April 1: The Ministry of Interior has executed 12 traffic offenses that authorize any police officer to arrest individuals who commit them. This is per Decree-Law No. 5 of 2025, which amends Decree-Law No. 67 of 1976 regarding traffic regulations. Effective April 22, 2025, any police officer is authorized to arrest individuals committing any of the following offenses: - Driving a motor vehicle under the influence of alcohol, drugs, or psychotropic substances. - Causing a traffic accident that results in injury or death. - Participating in a motor vehicle race on public roads without a permit that violates traffic rules. - Attempting to flee the scene of an accident that endangers an individual's safety or failing to comply with a police officer's order to stop. - Exceeding the maximum speed limit by more than 50 km/h. - Driving buggies in unauthorized areas. - Crossing a red light. - Using a vehicle for a purpose other than what it was intended for. - Transporting passengers for a fee without the required permit. - Driving recklessly or negligently, thereby endangering the driver, passengers, or others, as well as their property. - Operating a motor vehicle without a valid driver's license, with a suspended or revoked license, with a license that does not permit driving that specific type of vehicle, or without any required permit as stipulated by law or its executive regulations. - Driving a vehicle without the license plates issued by the General Traffic Department.
