With reports due May 7, govt chief secretary shakes up civil service with remerit-demerit model to boost accountability

PUTRAJAYA, May 3 — Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar said the performance reports of all ministry secretaries-general will be submitted on Wednesday (May 7). Shamsul Azri said the reports are being reviewed by a committee chaired by the Public Service Department before being handed over to him for further scrutiny. 'The reports will be thoroughly reviewed to assess and acknowledge the performance of each ministry. 'We are not here to punish. The approach involves two elements, namely demerit and 'remerit'. If a ministry underperforms, it will be given a demerit, but if it carries out commendable work, it will be awarded a 'remerit',' he told reporters after officiating the Putrajaya City Trail Series 1/2025 programme organised by Putrajaya Corporation (PPj) here today. Previously, Shamsul Azri said that he would be presented with the performance reports for 27 secretaries-general as part of efforts to institutionalise a more dynamic, data-driven public service monitoring system. He said the reports mark a critical milestone in fully implementing the Demerit Performance Evaluation (DEEP), a strategic control mechanism designed to elevate accountability and governance standards across the civil service. The mechanism, which supports the Public Service Reform Agenda (ARPA), is structured around two core components – demerit and 'remerit' – assessed through three performance dimensions: Generic (75 per cent), Functional (15 per cent), and Survey (10 per cent). Earlier, Shamsul Azri mingled with Putrajaya City Trail participants and visited the stingless bee farming project site at Laman Kelulut. The Putrajaya City Trail is a 15-kilometre cycling event that loops around the lake at Putrajaya Botanical Garden to promote a healthy lifestyle and showcase the beauty of the local public garden's flora. Also present were Communications Ministry secretary-general Datuk Mohamad Fauzi Md Isa, Federal Territories Department director-general Datuk Seri Noridah Abdul Rahim, PPj president Datuk Fadlun Mak Ujud, and Putrajaya Holdings Sdn Bhd chief executive officer Datuk Izwan Hasli Mohd Ibrahim. — Bernama

27 secretaries-general to present first quarter performance reports next month

SEPANG: The first quarter performance reports for 27 secretaries-general of federal ministries are expected to be presented to the Chief Secretary to the Government, Tan Sri Shamsul Azri bin Abu Bakar, by next month. He said the reports are part of the newly introduced Demerit Performance Evaluation (DEEP) system, which is designed to ensure that the performance of heads of departments and public service leaders remains at the highest standard. It also includes a "remerit" element, which rewards improvement and compliance with governance standards. "A pilot implementation of DEEP was conducted for 13 secretaries-general last year, with full adoption approved for this year. "DEEP adopts a more objective and continuous reporting approach through monthly, quarterly, and semi-annual evaluations," he said. The system was piloted in 2024 with 13 secretaries-general and has now been fully implemented. Under DEEP, the key performance indicators include financial management, project implementation status and misconduct reporting. Additionally, the government's Bureaucratic Reform Programme, initially aimed to stimulate private sector growth, may save RM1.5 billion in costs this year. Shamsul said this initiative was introduced by the Malaysia Productivity Corporation and implemented using a whole-of-government approach. "Through this approach, complex processes have been streamlined, unnecessary bureaucratic hurdles that impede smooth operations have been removed, and greater space for innovation has been unlocked through the Circular on Regulatory Experimentation, which enables government agencies to pilot new policies and procedures in a structured and controlled manner," he said. This year, more than 700 additional projects have been registered, bringing the total to 972. In 2024, 200 projects were launched across federal, state, and local government levels, resulting in regulatory compliance cost savings amounting to RM542 million. To date, 62 RKB projects have been completed.

SEPANG: Chief Secretary to the Malaysian Government Tan Sri Shamsul Azri Abu Bakar ( pic ) expects the first quarter (Q1) performance report for 27 secretaries-general to be presented to him in early May this year as part of efforts to institutionalise a more dynamic and data-driven public service monitoring system. He said the reports mark a critical milestone in fully implementing the Demerit Performance Evaluation (Deep), a strategic control mechanism designed to elevate accountability and governance standards across the civil service. "Deep goes beyond traditional annual assessments. It provides a fairer and more flexible system through continuous performance monitoring on a monthly, quarterly, and semi-annual basis," he said in his speech at the Round Table Session with the Chief Secretary to the Government on the National Good Governance Agenda here on Thursday (April 24). Malaysian Anti-Corruption Commission chief commissioner Tan Sri Azam Baki, Immigration director-general Datuk Zakaria Shaaban and Malaysian National News Agency (Bernama) chairman Datuk Seri Wong Chun Wai, along with senior public service leaders, policy planners and governance experts also attended today's event, where the strategic direction of the national good governance agenda was discussed. Shamsul Azri said Deep introduces a "remerit" element that not only penalises underperformance but also rewards positive improvements and consistent compliance with governance benchmarks. The mechanism, which supports the Public Service Reform Agenda (Arpa), is structured around two core components - demerit and remerit - assessed through three performance dimensions: Generic (75%), Functional (15%), and Survey (10%). The Generic Dimension includes seven key indicators such as operating and development expenditure efficiency, pre-implementation project status, delayed projects, and misconduct reporting, while the Functional Dimension reviews three high-impact programmes from each ministry, and the Survey Dimension is based on internal staff feedback. Shamsul Azri said a pilot programme involving 13 secretaries-general was conducted in 2024, with full roll-out across ministries starting January this year, while engagement sessions with ministry officers were held in the first quarter to coordinate the implementation phase. "Deep has proven to be an enabler under Arpa. It covers financial management, integrity, leadership, and programme effectiveness, serving as a push factor towards a more transparent and outcome-based public service," he stressed. He also highlighted several other key Arpa initiatives that reflect the government's commitment to good governance, including the Public Administration Efficiency Commitment Act, the Public Service Remuneration System (SSPA), and the Public-Private Partnership Master Plan 2030. "These initiatives are not just slogans. They are structural reforms that will define how our public service operates and performs for years to come," he said. – Bernama
