UP CID completes investigation of 110 foodgrain scam cases
Lucknow: A targeted crackdown by the Crime Investigation Department (CID) has led to the resolution of 110 out of 134 pending food grain scam cases in Meerut, Bareilly, and Agra.
Sharing the information, CID director general Dipesh Juneja said that over 150 FIRs related to the scam were transferred to the department in Feb 2024, following a state govt directive.
Investigations revealed that officials at the district level colluded with ration dealers to manipulate the Aadhaar-based e-POS biometric authentication system used for ration distribution, said the officer. He added that the perpetrators tampered with the Aadhaar details of genuine beneficiaries by seeding alternative biometric data, often of juveniles, to siphon off ration supplies. The actual Aadhaar data was later restored in the system before supervisory reporting, making the fraud difficult to detect in routine audits.
As a result, many BPL families were deprived of their rightful entitlements.
Another officer said that the most significant aspect of the investigation by the CID was that all these cases were sent to the Economic Offences Wing (EOW) for a probe, but these cases remained pending, following which they were transferred to the CID. According to data provided by NIC Lucknow, some Aadhaar numbers were fraudulently used up to 90–100 times.

In Moradabad's Civil Lines area, for example, one case under IPC Section 420 and the Essential Commodities Act recorded misuse of 88, 65, 56, 61, and 27 ration cards across five cases.
The CID's investigation led to the identification of additional suspects, including district supply inspectors, against whom FIRs have been recommended. In some cases, responsibility was also fixed at the DSO and ADM levels, said the DG.
A targeted investigation campaign has been launched to expedite the disposal of pending cases. As of now, out of 134 cases in Meerut, Bareilly, and Agra sectors, 110 have been resolved, with 24 still under investigation.
In one significant case, several accused, including supply inspectors Asharam and Ajay Kumar, dealer M/s Naveen Kumar conspired to fraudulently distribute rations using a single Aadhaar number multiple times. Departmental proceedings have also been recommended against then District Supply Officer Vikas Gautam for dereliction of duty.
