Hundreds of people have signed an online petition calling for Environment & Infrastructure (E&I) and Home Affairs to rethink a policy letter looking to tackle excessive noise from vehicles on the road. The committees want to make it illegal to alter a vehicle's exhaust to make more noise, and to trail decibel limits. Critics say the proposed plans over exhaust alteration were "unfair" and more allowances were required to permit "freedom of choice". President of E&I Lindsay de Saumerez said excessively noisy vehicles were a "real issue" for the community and if the proposals were passed by the States, a trial would be undertaken to see if noise limits would work. James Larbalestier, owner of JL Innovation, started the petition, which now has more than 500 signatures. He said: "In Jersey and the UK, there are allowances for things such as the British standards for manufacturing exhaust systems so businesses can build an exhaust system within that standard... and allows people the freedom of choice." He said he felt banning the alteration of an exhaust after manufacture could create a vehicle "class divide". He said: "The majority of vehicles which have a louder exhaust from the factory, which is considered to be legal, are expensive supercars - the kind only certain people can afford." He said it could be "creating a situation whereby we're saying: 'It's fine for you to have a loud exhaust as long as it comes on your big supercar'". He would instead like to see a decibel limit instead, he said. President of E&I Lindsay de Saumerez said excessively noisy vehicles were a "real issue" and it was "probably the issue that more people have contacted me about than anything else". She said it was being looked at because, while the current law did make excessive noise illegal, there was no definition of it that, making it hard to prosecute. If the proposals are passed by the States, a trail would be undertaken to see if noise limits would work. De Saumerez said the trial would run concurrently with any change to legislation. She said: "First off, we will understand how effective that change has been and also to understand whether we need to introduce further measures. States to look at motorbike and car noise limits

The States of Guernsey is looking at introducing potential restrictions on excessive noise from motorbikes, mopeds and cars. Environment and Infrastructure (E&I) and Home Affairs proposed carrying out a data collection trial to see if introducing a decibel limit could cut down on noise. Altering a vehicle's exhaust to deliberately increase noise would also become an offence under the proposals, bringing the bailiwick in line with Jersey and the UK. Home Affairs President Rob Prow said: "Motorbikes, mopeds and cars with excessively loud exhausts have been a growing problem in the bailiwick for some years." The trial would "evaluate the practicality of implementing noise thresholds" based on international best practices, the States said. E&I President Lindsay de Sausmarez said there was "longstanding public concern about the excessive noise that some vehicles create". The trial would help determine whether decibel limits or other measure were needed, but the group did not want to "hold up the more immediate progress", they said. Guernsey proposes 'more affordable' net zero approach

Guernsey could save money if a new approach for the island to reach net zero is approved, a government committee has and Infrastructure (E&I) said its new approach, which involved reviewing the pathway every seven years, was "pragmatic, realistic and significantly more affordable" than the current system.E&I president Lindsay de Sausmarez said Guernsey could "get close to net zero, but not reach it" by 2050 with existing added "there is a lot of innovation going on" and the proposal to review every seven years meant they could "make the most of advances that might benefit Guernsey". 'Readily actionable' The proposals would not need extra funding, de Sausmarez said.E&I said efficiency improvements from net zero could save the island £125m every year by 2050, as well as stimulating the economy and attracting green business to the approved, the first seven-year cycle would focus on "readily actionable" areas such as building and transport as well as introducing Energy Performance Certificates, it Sausmarez added: "We're keen to keep the momentum up so we can deliver savings and wider benefits as soon as possible."
