Ghaziabad: Starting Nov 1, fuel stations across the city will use automated number plate recognition (ANPR) cameras to deny fuel to end-of-life (EOL) vehicles. The regional transport office (RTO) will install the ANPR cameras at 222 fuel stations across Noida and Ghaziabad before Oct 31, to restrict the refueling of end-of-life vehicles, in compliance with the directives issued by the Commission for Air Quality Management (CAQM) from Nov 1. A decision on who will bear the cost of the cameras, whether the govt, transport department, or fuel station operators, is yet to be made. Regional transport officer, Ghaziabad, PK Singh, said the department has received the directive from CAQM and is currently working on a detailed report and budget estimate for the proposed installation. The CAQM, in its directive dated April 23, highlighed the need to phase out older, highly polluting vehicles, particularly those conforming to outdated BS III and BS II emission standards. The National Green Tribunal (NGT) banned diesel vehicles over 10 years and petrol vehicles over 15 years in the NCR in 2015, but enforcement remains weak. As of March 2025, Uttar Pradesh has 12.69 lakh such vehicles — Noida has 1.8 lakh EOL vehicles, of which 1.5 lakh petrol vehicles are older than 15 years, and 30,000 diesel vehicles older than 10 years, and Ghaziabad has around 2.4 lakh EOL vehicles including 1.9 lakh petrol and 50,000 diesel units. Despite this, only 3,058 and 1,934 EOL vehicles were impounded in 2023 and 2014, respectively. CAQM directed NCR states to install ANPR cameras at fuel stations to block EOL vehicles. Delhi must comply by June 30, 2025, while high-density NCR districts (Ghaziabad, GB Nagar, Gurgaon, Faridabad, Sonipat) have until Oct 31, 2025. Remaining NCR districts must meet the deadline by April 1, 2026. From July 1, 2025, Delhi fuel stations will deny fuel to EOL vehicles, while other key NCR cities will enforce the rule from Nov 1, from Noida and Ghaziabad, cities like Meerut, Bulandshahr, Baghpat, Hapur, Shamli, and Muzaffarnagar also fall under the NCR region. However, many commuters from Western Uttar Pradesh areas such as Aligarh, Agra, Mathura, etc, frequently travel to Noida and Delhi. Vehicles registered in these districts are not currently covered by the ban, which could lead to complications if they enter Noida or Ghaziabad. Noida ARTO (administration) Siyaram Verma said since the initiative is still in its early stages, they are yet to discuss what to do with vehicles from other districts. "We will discuss this issue in our next meeting. Once enforced, we hope the message will soon spread far and wide," he added. Reacting to the directive, Dharamveer Chaudhury, general secretary of the Uttar Pradesh Petroleum Traders Association, said the transport department has not yet held any discussions with the traders' body, and traders alone cannot ensure its enforcement. "Customers can sometimes turn aggressive when denied fuel. The department and police should convene a meeting to discuss the measures," he said. Meanwhile, Noida has implemented a "no helmet, no fuel" policy effective from Jan 26, 2025, aiming to enhance road safety by ensuring that two-wheeler riders and their pillion passengers wear helmets. This directive mandates fuel station operators to deny service to helmetless riders and to display informative hoardings about the rule. Additionally, petrol pumps are required to maintain functional CCTV cameras to monitor compliance and address any disputes.

The cameras shall be installed at fuel stations before Oct 31 in the two cities. The CAQM, in its directive dated April 23, underlined the pressing need to phase out older, highly polluting vehicles, particularly those conforming to outdated BS III and BS II emission standards. The commission emphasised that these vehicles continue to pose a serious threat to air quality despite earlier rulings and guidelines. The National Green Tribunal (NGT) ordered a ban on diesel vehicles over 10 years and petrol vehicles over 15 years in the NCR as far back as April 7, 2015. Yet, enforcement has lagged, with data revealing limited action. Uttar Pradesh alone has an estimated 12.69 lakh such overaged vehicles as of March 2025. In Noida, approximately 1.8 lakh EOL vehicles remain on the roads—1.5 lakh petrol vehicles older than 15 years and 30,000 diesel vehicles older than 10 years, while Ghaziabad has around 2.4 lakh such vehicles, including 1.9 lakh petrol and 50,000 diesel units. In comparison, enforcement remains minimal, with only 3,058 EOL vehicles impounded in 2023 and 1,934 in 2024 across the state. The CAQM has urged NCR states to install ANPR camera systems at fuel stations to monitor non-compliant vehicles. The commission has set deadlines for implementation in Delhi by June 30, 2025, and by Oct 31, 2025, in high vehicle density NCR districts including Ghaziabad, Gautam Budh Nagar , Gurugram, Faridabad, and Sonipat, and by April 1 next year in the remaining districts of NCR. From Nov 1, 2025, fuel stations in these NCR cities will be mandated to deny fuel to EOL vehicles, marking a critical step in the region's battle against vehicular pollution. In Delhi, the fuel to such vehicles will be denied from July 1. Dharamveer Chaudhury, General Secretary of the Uttar Pradesh Petroleum Traders Association , said the transport department has not yet held any discussions with the traders' body. 'The move is positive, but traders alone cannot ensure its enforcement, as customers can sometimes turn aggressive when denied fuel. The transport department and police should convene a meeting with traders to discuss the measures and how they will be implemented,' he said.

Amid the ongoing developments between India and Pakistan, the Haryana Government Sunday directed all health officers and employees who are currently on leave to immediately report to their respective district headquarters and resume work. In a statement, the government also warned of departmental disciplinary action against those who fail to comply with the orders. Haryana Health Minister Arti Singh Rao instructed the Health Department to exercise special caution due to the situation arising at the India-Pakistan border, citing incidents of 'repeated ceasefire violations by Pakistan'. 'In view of the emergency situation at the border, the Health Department must operate at full alert mode. The presence of all officers and employees is essential to prevent disruptions in health services during any unforeseen situation. Service to the people is paramount, and at this time, the department must work in unity,' she said. The Haryana health minister said the government is closely monitoring the evolving situation and will implement additional measures as necessary. The general public has been advised to avoid rumours and to contact local health centres for any healthcare-related concerns. She clarified that these orders are temporary, issued in light of the security situation, and may be changed based on circumstances. However, she also stressed that ensuring timely medical facilities remains the department's top priority, and any negligence will not be tolerated. The state government also referred to an official order released by the Director General of State Health Services to all civil surgeons Saturday. The order mandated that all types of leave — including Earned Leave (EL), Child Care Leave (CCL), Extraordinary Leave (EOL), or any other category — stood cancelled with immediate effect. Additionally, it directed that no officer or employee may leave their district headquarters or take leave. The state government has also instructed officials to ensure the availability of essential resources at all hospitals and primary health centres across districts. Control rooms have been activated to monitor emergency medicines, blood storage, ambulance services and deployment of medical staff. The Health Department has assured the public that it is fully prepared to handle any situation. In an order issued on May 8, the Haryana Director General of State Health Services instructed that no health department employee or officer should leave their district headquarters or proceed on leave. The directive further specified that no type of leave shall be sanctioned until further notice. If leave is needed to be approved due to urgent circumstances, approval from the director general is required.

LAHORE: The police and the employees of the public hospitals had a clash here on Monday, when the latter tried to move from the Charing Cross to reach the CM Secretariat for holding their protest. The protestors had announced to move from the Charing Cross and stage a sit-in outside the CM Secretariat, to intensify the agitation against the outsourcing of the public hospitals. Following the announcement, the employees, including young doctors, nurses and paramedics, gathered in a large number on Monday and then marched towards the CM Secretariat. The police intensified security by making heavy deployment to engage the protesters at the Charing Cross and suggested to them to continue their agitation on the same venue. However, the protestors rejected the offer of the police. A clash took place between the two sides when the employees insisted for moving forward. It was alleged by the protestors that the police reportedly thrashed some of the young medics. The protestors moved back to their position at Chairing cross and continued protest. In the related development, the paramedics of some hospitals completely shut down the OPD and some other wards of the hospital which caused hardships to the patients. Reportedly, they locked the rooms of the doctors at the OPD and pushed the patients outside the facility. Moreover, the Specialized Healthcare and Medical Education Department has ordered to immediately stop the salaries of doctors who are absent from hospitals without permission. The salaries will be restored after the doctors' report back to the respective hospitals. Instructions have been issued to all medical superintendents in this regard. The Specialized Healthcare and Medical Education Department has started disciplinary action against doctors who are absent from hospitals without permission. The Punjab Health Department has also imposed a ban on the leaves of all doctors, nurses and allied health staff. Those taking Ex-Pakistan Leave, EOL, study, maternity and Iddat leaves will be exempted from this ban. Doctors, nurses and allied health staff will be immediately returned to their Instructions have been given to report for duty. A letter has also been issued in this regard. Further, the Department has suspended two doctors under the PEEDA Act and dismissed one doctor from service for misconduct and closure of OPD of a teaching hospital. According to the details, Dr. Salman Haseeb of Services Hospital Lahore is suspended and training of PGR Dr. Ahmed Yar of Children Hospital Lahore has been suspended while Dr Muhammad Amir Bashir of General Hospital Lahore has been terminated from service. A notification has been issued in this regard. The Department alsos dismissed 3 medical officers of Dr Faisal Masood Teaching Hospital Sargodha for misconduct and closure of OPD, transferred one medical officer, while PG training of Nishtar Hospital Multan has been suspended. According to the details, Dr Muhammad Asjad Saleem, Medical Officer of Dr Faisal Masood Teaching Hospital Sargodha, has been dismissed for misconduct and closure of OPD, Medical Officer Dr. Osama Bin Saeed has been dismissed for misconduct and closure of OPD, and Medical Officer Dr Wajid Ali has been dismissed for misconduct and closure of OPD, while Medical Officer Dr Usman Imtiaz has been transferred and handed over to the Department of Primary and Secondary Health Care. According to details, the PG training of Dr Salman Ghafoor, a postgraduate resident of Nishtar Hospital Multan, has been suspended immediately due to misconduct and violation of discipline.
