Tshwane Mayor talks challenges and growth plans for the metro
JOHANNESBURG - The City of Tshwane is facing an jobs crisis. It has a staggering 37,8% unemployment rate, mainly affecting young people. Now the metro plans to use R98 million of its budget to formalise 502 informal settlements, and allocate an additional R400 million to provide them with water and electricity. Despite the seemingly daunting challenge, Mayor Nasiphi Moya, is confident the city's Economic Revitalisation Strategy will help make a dent in unemployment. She hopes to grow the local economy to 3,9% by 2029.

Image: Supplied / City of Tshwane The City of Tshwane is facing a dire situation, with a staggering 37,8% unemployment rate, predominantly affecting young people. This was highlighted by Mayor Nasiphi Moya at the launch of ActionSA's initiative at the Apartheid Museum this week, aiming to reshape South Africa's economic agenda for lasting change. Despite the seemingly daunting challenge, Moya expressed confidence that the city's Economic Revitalisation Strategy can help reduce unemployment by growing the local economy to 3,9% by 2029. She highlighted widespread poverty, service backlogs, and neglect in certain regions, as well as the marginalisation of informal settlements and townships from growth centers and essential services. According to her, meaningful transformation requires tangible action in cities, making them more equitable, inclusive, and responsive to people's needs, rather than just relying on speeches and policy statements. Since taking office in November last year, she emphasised the need to build a city that serves everyone, not just the privileged few, requiring a fundamental shift in investment, budgeting, and measuring success. 'Central to this is the implementation of a bold yet practical Economic Revitalisation Strategy to grow Tshwane's economy to 3,9% by 2029. This strategy effectively gives expression to this party's call for truly Inclusive Economic Empowerment. A policy proposal that advocates for the inclusion of all people who have been left out of the economy since 1994 and before,' she said. Moya explained that the strategy is about creating jobs and restoring dignity, not just numbers on a spreadsheet. 'It is about people like a young woman from Hammanskraal, who dreams of finding work in a city that believes in her future,' she said. Video Player is loading. Tshwane's initiative to boost employment through expanded business support centres

Image: Supplied / City of Tshwane The City of Tshwane plans to increase the number of its business support centres in partnership with the Small Enterprise Development and Financial Agency under the National Department of Small Business Development, to tackle unemployment and support informal economies. This initiative builds on recent efforts, where over 1 000 small business representatives, 75 young entrepreneurs, 28 cooperatives, and 23 aspiring exporters received support services in February and March, as part of Tshwane's job creation push. Sarah Mabotsa, Tshwane's Member of the Mayoral Committee for Economic Development and Spatial Planning, said expanding business support centres is part of the city's strategy to boost economic growth and intensify support for small businesses. She said: 'As we and the majority of the world celebrate Workers Day on May 1 this year, we must also acknowledge that there are many people in our city and country who do not have access to the dignity of employment or the ability to be able to provide for themselves and their families.' She painted a dire unemployment situation in Tshwane, where more than one in three job seekers cannot find work. 'This is why we must grow the formal and informal economies and expand the number of employment opportunities for our residents' she said. She cited the city's Economic Revitalisation Strategy, which aims to create at least 80 000 new jobs in Tshwane's economy by 2029. 'This jobs target can be achieved by enabling faster economic growth in the metro and specifically by supporting growth in the 10 targeted priority economic sectors that can increase the capital city's economy and the number of jobs the fastest,' she said. The strategy involves supporting the informal and township economies by registering small businesses, providing training, raising awareness of relevant laws and regulations, and offering facilities, capacity building, and enterprise support systems. She added that her department will continue to provide and expand the support to small businesses in Tshwane.
