NOTE: This video is previous coverage from 5/11/25 ELIZABETH CITY, N.C. (WAVY) – The person of interest in the May 9 homicide at Walker Landing Apartments in Elizabeth City has turned himself in Saturday, according to the Elizabeth City Police Department (ECPD). ECPD was called to the apartment complex on reports that a man had been shot and upon arrival, found a man dead in his apartment. Investigation determined Joseph Earl Simmons, 45, as a person of interest. He later turned himself in and was arrested for murder and discharging a weapon into an occupied property, police say. He was transported to Albemarle District Jail with no bond on the murder charge, but a $250,000 secured bond for the discharging a weapon into an occupied property charge. His first court appearance is set for Tuesday, May 27, in Pasquotank County District Court at 9:30 a.m. Anyone with additional information about this incident are urged to contact the Elizabeth CityPolice Department at (252) 335-4321. Man, juvenile arrested in connection to shots fired in Elizabeth City

ELIZABETH CITY, N.C. (WAVY) — A man and a boy were arrested Thursday after alleged gunfire in Elizabeth City in late April, according to police. On April 29, officers responded to the area of Herrington Road and Brown Street around 5 p.m. for a report of shots fired. When they arrived, shell casings were discovered and recovered in the area. Officers were able to identify a suspect in the shooting and subsequently arrested a juvenile. The juvenile was taken to the magistrate office and served a juvenile petition. Secured custody was requested for the juvenile, who was later taken to Pitt County Juvenile Detention Center in Greenville, North Carolina. On May 8, the Elizabeth City Police Department, Perquimans County Sheriff Office and North Carolina Probation and Parole arrested 23-year-old Joseph Richard Small Jr. He was charged with possession of a firearm by felon, carrying concealed gun, go armed to the terror of people, discharge firearm in city limits and probation violation. Small was processed and later taken to Albemarle District Jail with a $200,000 bond. His first court appearance is scheduled for May 15 at 9:30 a.m. in Pasquotank District Court. Elizabeth City Police were called to the Walker Landing Apartments at 1003 Walker Avenue Friday with reports that someone had been shot. Preliminary investigation determined Joseph Earl Simmons, who previously lived on the 1200 block of Herrington Road, is a person of interest. This is an active and ongoing investigation.
