Oman committed to developing aviation infrastructure: CAA

The Sultanate of Oman, represented by the Civil Aviation Authority (CAA) and several entities involved in the security and operational aspects of the aviation sector, participated in the International Civil Aviation Organization (ICAO) High-Level Conference on Air Transport Facilitation (FALC 2025), held in Doha, from April 14 to 17, 2025, under the theme "Facilitating the Future of Air Transport: Cooperation, Efficiency, and Inclusiveness." The conference that saw the participation of 190 countries, more than 120 senior officials and ministers of transport and civil aviation, along with representatives of ICAO Member States and relevant international organizations and bodies, discussed key topics, such as simplifying travel procedures, enhancing integration among stakeholders, innovation in facilitation, and the use of artificial intelligence to improve the passenger experience. It also highlighted the issues of refugees and passengers with disabilities, combating human trafficking, and other related topics. CAA participated in the ministerial segment held on the final day, where Eng. Nayef bin Ali Al-Abri, Chairman, CAA, delivered the Sultanate of Oman's speech, in which he affirmed that the Sultanate of Oman will continue its prominent role in enhancing air safety and aviation security, providing best practices for air transport facilitation, and developing the aviation sector in the region and the world. He said, "We affirm and support the sound recommendations resulting from the discussions, which chart a clear path for the future of aviation facilitation and lay solid foundations for keeping pace with international transformations in this vital field." He also noted in his speech that the Sultanate of Oman continues its efforts to improve and develop its aviation infrastructure and adopt global best practices. It is also committed to providing safe, efficient, and seamless services and looks forward to adopting future solutions that contribute to achieving sustainability and enhancing cooperation among all stakeholders in the aviation industry. He emphasized the active role played by the Sultanate of Oman and its international efforts to enhance aviation security. He commended Oman's hosting of ICAO Security Week 2024, during which the "Muscat Declaration" was issued, a prominent international event that embodies the close cooperation among ICAO Member States and reflects the collective commitment to enhancing aviation security globally. Al Abri commended the efforts of the International Civil Aviation Organization (ICAO) and Qatar in organizing this important conference, which serves as an international platform for strategic dialogue between decision-makers and experts on aviation facilitation issues and the importance of joint coordination to address future challenges in the aviation industry. This conference constitutes a strategic platform for exchanging experiences and insights on future policies to facilitate air transport, including simplifying travel procedures, enhancing integration between national and international entities, and adopting innovation and artificial intelligence to facilitate the movement of passengers and cargo and improve the passenger experience. The conference also highlighted the issues of refugees and passengers with disabilities, combating human trafficking, and other related topics.

NNA – Minister of Public Works and Transport, Fayez Rasamny, held a high-level meeting with Salvatore Sciacchitano, President of the International Civil Aviation Organization (ICAO) Council, and Juan Carlos Salazar, Secretary General of ICAO, on the sidelines of the 2025 Facilitation Conference (FALC 2025) currently underway in Doha. Also present at the meeting were Mohamed Abu Baker Farea, ICAO's Regional Director for the Middle East Office, and Jorge Vargas, Director of the Capacity Development and Implementation Bureau (CDI), along with members of the Lebanese delegation: Director General of Civil Aviation Amin Jaber, Head of Beirut–Rafic Hariri International Airport Kamal Nassereddine, Head of Aviation Safety Omar Qaddouha, and the Minister's Legal Advisor Hadi Moussa. The meeting focused on strengthening collaboration between ICAO and Lebanon, particularly in the areas of infrastructure development at Beirut Airport, aviation safety enhancement, and facilitation services. Discussions also covered Lebanon's access to ICAO's technical assistance programs under the 'No Country Left Behind' initiative. NNA - The ongoing modernization of Beirut–Rafic Hariri International Airport 'reflects Lebanon's commitment to enhancing passenger facilitation, improving the travel experience, and upgrading border management in a way that balances security with seamless mobility,' said Minister of Public Works and Transport Fayez Rasamny, reaffirming the country's deep engagement with the principles of the International Civil Aviation Organization (ICAO), particularly the 'No Country Left Behind' initiative. Rasamny made his remarks on Thursday during the ICAO Facilitation Conference 2025 (FALC 2025), held in the Qatari capital, Doha, with the participation of representatives from 190 countries. The Lebanese delegation included Director General of Civil Aviation Amin Jaber, Head of Beirut–Rafic Hariri International Airport Kamal Nassereddine, Head of Aviation Safety Omar Qaddouha, and the Minister's legal advisor Hadi Moussa. Rasamny noted that Lebanon's cooperation with ICAO has been instrumental in shaping its national aviation strategy, aligning regulatory frameworks with international standards, and advancing modernization efforts across the sector. The Minister pointed to the integration of biometric technologies, enhanced data exchange, and inter-agency coordination as core features of Lebanon's efforts to modernize air travel while ensuring safety and efficiency. In alignment with ICAO's sustainability goals, Rasamny said Lebanon was implementing the CORSIA emissions reduction mechanism and investing in Sustainable Aviation Fuels (SAFs), as outlined in its 'State Action Plan' for decarbonization, which includes future investments in alternative fuels and environmentally friendly technologies. Rasamny further underscored Lebanon's ongoing efforts to strengthen aviation security and regulatory compliance, highlighting recent progress in biometric identification and harmonization with EU aviation regulations as essential to effective governance and restoring traveler confidence. Looking ahead, Rasamny emphasized the importance of international cooperation, especially in capacity-building for countries with limited resources. 'Such support is vital to managing increased air traffic, meeting global standards, and ensuring aviation remains a driver of economic development,' he said. 'Lebanon reaffirms its full support for ICAO's objectives, welcomes the Doha Declaration, and expresses readiness to continue working with all member states to build a resilient, inclusive, and sustainable global aviation sector,' Rasamny concluded. The conference is set to conclude with the issuance of the 'Doha Declaration on International Air Transport Facilitation,' aimed at guiding public policy and strengthening global commitment to a unified strategic framework for facilitation.
