Federal Hill restaurant owner dies in Dominican Republic nightclub collapse

PROVIDENCE, R.I. (WPRI) — A Providence restaurant owner was killed after the roof of a nightclub collapsed in the Dominican Republic early Tuesday morning. Fray Luis Rosario was among more than 120 people who died in the tragedy at the Jet Set nightclub in Santo Domingo, Federal Hill RI confirmed in a post on X. MORE: What to know about the roof collapse at the Jet Set club in the Dominican Republic According to the post, Rosario owned property on Federal Hill and operated two well-known establishments: Terra Luna Cafe and Terra Negra Cantina. Rosario was described as a dynamic entrepreneur, a caring and well-respected employer, and an active member of the Federal Hill Commerce Association (FHCA). 'On behalf of Board of Directors and the members of the Federal Hill Commerce Association we offer our deepest condolences and prayers to the Rosario family as well as the partners and team members of Terra Luna and Terra Negra,' the post read. FHCA President Rick Simone called Rosario an amazing restaurateur who had been on the Hill for nearly six years. He said just last week, Rosario purchased property on Federal Hill for his two businesses. 'He was someone that was constantly involved. He supported our community in great ways. His staff was involved in everything,' Simone said. 'Personally speaking, he was a great person. He was very funny. He was fun to be around. He really appreciated his culture and worked on things—especially from his Dominican heritage—so he's going to be sorely missed.' Originally from the Dominican Republic, Rosario moved to the U.S. when he was 20 years old. Simone said he also owned a Terra Negra location in Punta Cana. Rosario often traveled back to the Dominican Republic to visit family and friends. This time, he was there to meet with business partners and attend a popular Monday night concert event. 'It's a very popular thing in the Dominican Republic on Monday nights. I've been invited to it. I know lots of people that have been there,' Simone said. 'He was there with one of his partners, his lawyer, one of his partners and some other friends when this horrific incident happened.' Simone said Rosario's family members are 'beyond words upset,' and staff members are struggling to process the loss. However, the restaurant reopened Wednesday in his honor. 'I think it's going to be a long road for a lot of people to really take this in and understand how this could happen,' he said. Simone emphasized how precious life is and urged others to hug their loved ones extra. 'For Fray, he came here with a dream from the Dominican Republic. He did wonderful things with it. He was a first-class guy and treated his family and his friends all like gold,' Simone said. 'He's going to be truly missed.' Rosario and Simone's business partner, Giranfranco Marracco, told 12 News: 'I have no words, only tears. It's like a nightmare, and I still can't believe it. He was like a brother, not a business partner.' Marilyn Cepeda, President of Quisqueya En Accion, described the tragedy as a great loss to the Dominican community. 'Right now, our country is in mourning,' she said. 'It's one of the biggest tragedies that we've had in the Dominican Republic. I haven't seen anything like that.' Founded in 1987, Quisqueya En Accion works to preserve the art and culture of the Dominican Republic and focuses on youth education. The nonprofit also organizes the Dominican Parade of Rhode Island, the largest Dominican festival in New England. Cepeda said she was born in the Dominican Republic and still has very close ties, visiting every year after coming to the U.S. in 1974. She said the Monday night event at Jet Set had been a beloved tradition for decades. Legendary Dominican merengue singer Rubby Perez, who performed at the Dominican Parade in Providence in 2016, was among those killed in the collapse. 'We lost one of our greatest legends in the music industry. We are mourning for him and for everyone else that lost their lives. We are here for the families and feel the loss—not just in the Dominican Republic, but also our community,' Cepeda said. She highlighted the immense grief felt by the Dominican community in New England. 'Our whole community in New England in the United States is in mourning. So we are here in solidarity and sends our condolences to the people in the Dominican Republic and around the country,' she added. Cepeda urged local Dominicans to check in with loved ones and stressed that the Red Cross in the Dominican Republic is seeking blood donors and can be reached at 1-809-334-4545. Major League Baseball Hall of Famer and former Red Sox pitcher Pedro Martinez also shared that some of his family members were at the nightclub and are still unaccounted for. 'I still have family members that are in the rubble, and we don't know what happened to them,' Martinez said in a video posted on social media. 'We just want to be strong, like we have always been.' He extended condolences to others affected by the tragedy, saying 'Our hearts are with you. We are a country that prays a lot and remains united all the time.'
