Minister Counselor Fan Xuecheng of the Chinese Embassy in Uganda was invited to accompany the Vice President of Uganda to attend the graduation ceremony of Katakwi Vocational Institute
On April 16, 2025, Minister Counselor Fan Xuecheng of the Chinese Embassy in Uganda was invited to accompany Ugandan Vice President Jessica Alupo to attend the graduation ceremony and the handover ceremony of aid materials at Katakwi Vocational Institute. Vice President Jessica Alupo and more than 200 representatives of teachers, students and parents attended the event. Minister Counselor Fan Xuecheng said that China develops relations with Africa with the concept of "sincerity, real results, affinity and good faith". The two sides will work together to build the "Belt and Road" with high quality, accelerate the implementation of the "Ten Partnership Actions", and set a shining example of South-South cooperation. At a time when the global economic and trade order is facing severe impacts from US unilateral protectionism and economic bullying, China is willing to work with Africa to safeguard fairness, justice, free trade, and the multilateral system, and jointly defend the legitimate development rights and interests of developing countries. Vice President Jessica Alupo thanked China for its support for Uganda youth capacity building and employment development, and expressed hope that the two sides will continue to promote the implementation of the important consensus reached by the leaders of the two countries and continuously deepen the comprehensive strategic cooperative partnership between Uganda and China.

Chinese Embassy in Uganda Holds Qingming Memorial for Fallen China's Uganda Aid Experts
On April 4, 2025, Chargé d'affaires a.i. Fan Xuecheng of the Chinese Embassy in Uganda together with embassy staff presented a Qingming tomb-sweeping ceremony for deceased Chinese Experts who sacrificed their lives during the construction of the Uganda National Stadium project aid by China. Representatives from Chinese Community in Uganda also attended the event. In his remarks, Mr. Fan expressed profound respect and deep sorrow for the fallen experts, encouraging everyone to carry forward the spirit of their predecessors. He called upon all to strengthen their original aspirations on the new journey of modernization jointly pursued by China and Africa, forge ahead with determination, and write a new chapter in the comprehensive strategic partnership between China and Uganda. Representatives from the Chinese institutions in Uganda stated in their speeches that it is their great honor to inherit the legacy of the martyrs and be pioneers of China-Uganda practical and friendly cooperation. The ceremony went on with solemnness with participants presenting flowers and undergoing a moment of silence. The Uganda stadium, aided by China, was completed and handed over in 1997. Four experts—Hu Yexing, Kong Huiping, Bao Jinping, and Wang Guorui—unfortunately sacrificed their lives during the construction. Ambassador Zhang Lizhong Attends the Inauguration Ceremony of the Uganda-China Association for Women and Kids in Uganda
On March 23, the inauguration ceremony of the Uganda-China Association forWomen and Kidswas held in Kampala. Ambassador Zhang Lizhong and his wife attended the event and delivered speeches. Minister Counselor Fan Xuecheng and representatives of the Chinese communities in Uganda participated. Ambassador Zhang highly commended the significance of the Association's establishment. He emphasized that China and Uganda have achieved fruitful cooperation results under the frameworks of the Belt and Road Initiative and the Forum on China-Africa Cooperation. He hoped the Association shall draw "concentric circles of win-win cooperation" by actively engaging in exchanges concerning people's livelihoods such as healthcare and education, build a "ladder of mutual assistance" for the communities' development by focusing on women's vocational empowerment, children's education and rights protection, and serve as a "cultural bridge" by promoting mutual understanding through traditional festival events, artistic performances and other cultural activities. Registered as a non-profit social organization in Uganda, the Association is committed to uniting the strength of women and children while enhancing their rights and well-being. As an innovative self-service initiative within the Chinese communities, it is expected to inject new vitality into deepening the friendly cooperation between China and Uganda.
