Fentanyl dealer sentenced to 10 years in state prison, marking a historic conviction in Sacramento
( — A historic ruling was made on Wednesday at the Sacramento County Superior Court after Ruslan Kochkin, of Folsom, pleaded guilty and was sentenced to 10 years in state prison. According to the Folsom Police Department, this marks the first time in Sacramento County history that a drug dealer was convicted and sentenced for a fentanyl-related homicide. Kochkin was sentenced for providing the fatal dose of fentanyl that claimed the life of a 30-year-old man on Sutter Street in January of last year. 'A milestone in our fight against the deadly grip of this drug,' said FPD. On January 19, 2024, Folsom police officers and fire personnel responded to the tragic overdose, stated FPD. Despite the administration of life-saving Narcan, the victim was unable to be revived. Newsom speaks on court decision, says Trump's tariffs are 'unlawful' 'From that moment on, our Special Investigations Unit worked tirelessly to identify and arrest the person responsible,' said FPD. FPD stated that after a relentless investigation, they were able to arrest Kochkin, who was found in possession of an ounce of fentanyl and an ounce of methamphetamine. 'Our SIU Detectives are committed to keeping Folsom safe from narcotics and the inherent dangers associated with drug sales,' said FPD. 'We are proud to be able to bring closure to this family and show drug dealers that we will not tolerate the sale of poison in our community.' Folsom Police Chief Rick Hillman announces plans to retire at end of June
FOLSOM – After serving seven years as the Folsom Police Chief, Rick Hillman announced that he will be retiring at the end of June. Hillman has spent four decades in law enforcement, including 30 years at the Folsom Police Department. His final day will be June 30. "It has been the honor of a lifetime to serve as the Police Chief for the city I call home," Hillman said. "Leading this department - and working alongside such a dedicated team of professionals - has been the most meaningful chapter of my career." Hillman formed the homeless outreach team and oversaw the implementation of the body-worn and in-car camera program. He made changes to officer wellness that included providing resources to staff who experienced trauma in the field. "Together, we've built strong community partnerships, implemented innovative strategies, and kept Folsom a safe place to live, work, and recreate," Hillman said. "I'm proud of what we've accomplished, and I leave knowing the department is well-positioned for continued success." After joining the Folsom Police Department in 1995, he's been a K9 handler, SWAT officer and field training officer. Before being appointed as chief, he served as the commander of the operations bureau. The city will appoint an interim police chief in the coming weeks and will begin recruitment to select the next permanent police chief.

‘Chaotic scene': Brawl in Placer County leads to multiple arrests, gun seizures
( — Several people were arrested and multiple firearms were confiscated after a large fight in Placer County, according to the Folsom Police Department. Around 2 a.m. on Sunday, FPD responded to a brawl that included men and women near Sutter Street and Riley Street. Callers described a chaotic scene and reported that a man had been knocked unconscious, though he later regained consciousness. He was taken to a local hospital for treatment. 'Fighting Oligarchy': Bernie Sanders, AOC host anti-Trump rally in Northern California Witnesses reportedly told police that one of the men involved flashed a handgun during the confrontation before people involved in the brawl fled in separate vehicles. After an investigation, FPD tracked down the suspects. Police said they pulled over two SUVs; one in Folsom with two women inside and another with two men inside. The SUV with two men was pulled over in Citrus Heights with the help of the Citrus Heights Police Department. During the Folsom stop, FPD said it recovered two loaded handguns, one of which was confirmed stolen. The two women were arrested for the weapons and an alleged assault on two other women, with no reported serious injuries. Additionally, FPD determined that the two men pulled over were responsible for the assault that left the male victim unconscious. The women were released from police custody with scheduled court dates. Teens throw illegal house party at two new and vacant Folsom Ranch homes
FOLSOM – Hundreds of teenagers took over two brand new vacant Folsom Ranch homes in an illegal house party Saturday night. "This is like something out of a movie," said Shelley, who didn't want to give her last name but witnessed everything. "Two hundred-plus kids breaking into a house." She captured the shocking video showing one teenager after another filing out of two vacant new homes on Happy Hallow Drive, filling the street. "These are all new people that just moved in so they have probably only been here maybe a couple of weeks," Shelley said. "You could see the kids up inside the second floor. All the lights were on. They were screaming and yelling and just partying." On Sunday, there was evidence left behind from the illegal party: leftover beer cans on the driveway, alcohol cases inside and handprints on the garage. Ring video shared with CBS13 showed the kids rolling up and making no attempt to be discrete. "There was a fight that broke out in the street," said one neighbor who wanted to stay anonymous. "Two kids approached another kid and kind of bombarded him, threw him onto a car hood and he fell onto the floor. It was at that moment that we decided to call the cops." The neighbor said the brawl was the final straw. Cell phone video from a different neighbor shows when the police showed up and the kids cleared out after neighbors said they called multiple times. "They showed no respect to the police officer that showed up and they were being destructive," Shelley said. CBS13 spoke with the owner of the home over the phone who did not know any of this happened until they came out to do the story. He said that he was in disbelief. They had just painted his new home and he moved in May. He now has a whole lot of questions. CBS13 went to the Lennar Homes office to get answers but instead was told they had no comment at this time. "It was a little scary," said another neighbor who wanted to stay anonymous. "It looked like they consumed drugs as well, we could smell it." That neighbor said they moved here because it seemed safe and quiet, never expecting to see the street swarmed with teens. Construction for new homes is still happening on the streets, but the completed homes with "sold" signs did not stop the teens from taking over. It has neighbors questioning: where were the kid's parents? "People are saying, 'Oh you guys are Karens,'" Shelley said. "I don't think they would feel that way if it was happening in their house they just bought or in your neighborhood." CBS13 reached out to the Folsom Police Department multiple times but never heard back. Neighbors think this may have been a social media challenge and hope they can get a security guard to patrol this area from now on.

Traffic stop turns into major arrest for Folsom Police Department
( — A traffic stop turned into a major arrest for the Folsom Police Department on March 6. •Video above: New bill seeks to help implement Prop. 36 changes in California According to FPD, around 1 a.m. an officer pulled over a vehicle near White Rock Road and Oak Avenue Parkway for driving without a license plate. After the stop, the officer noticed that the driver was on searchable probation. Authorities searched the vehicle and found four stolen firearms, ammunition, tools, and camping equipment which were all linked to a recent storage unit robbery in El Dorado Hills, stated FPD. Officials said that the driver was identified as a 43-year-old man from Rancho Cordova.
