Centre announces unified pension scheme for retired NPS subscribers
The Union government has rolled out the Unified Pension Scheme (UPS), offering enhanced pension benefits to retired subscribers of the National Pension System (NPS). The scheme applies to those who retired on or before 31 March 2025, with at least 10 years of qualifying service. If the subscriber is deceased, their legally wedded spouse is also eligible to receive these benefits. The UPS provides supplementary benefits in addition to the existing NPS entitlements. These include a one-time lump sum payment, a monthly top-up pension, and interest on any arrears. Under the scheme, eligible retirees will receive a lump sum amount calculated as one-tenth of their last drawn basic pay plus dearness allowance for every completed six-month period of qualifying service. The scheme covers various forms of retirement, including superannuation, voluntary retirement, and retirement under Fundamental Rule (FR) 56(j). If the annuity received under the NPS is lower than the guaranteed pension promised by UPS, the government will pay a monthly top-up to cover the shortfall. Furthermore, beneficiaries can claim arrears along with simple interest, calculated at the prevailing Public Provident Fund (PPF) interest rate. UPS came into effect on 1 April 2025, aiming to bring greater certainty to pension payouts by guaranteeing a fixed monthly pension — thus addressing the inherent variability of NPS returns. For retirees with 25 years or more of qualifying service, the scheme ensures a pension equal to 50 per cent of the average basic pay drawn during the last 12 months of service. The Pension Fund Regulatory and Development Authority (PFRDA) issued the UPS Regulations, 2025, on 19 March, outlining eligibility criteria and the process for claiming benefits. To assist retirees and stakeholders, PFRDA is also conducting webinars and informational sessions on the new scheme.

Tapan Deka gets 1-year extension as Intelligence Bureau chief
New Delhi, May 20 (UNI) The Union Government has extended the tenure of Tapan Kumar Deka, IPS (HP:1988), as Director of the Intelligence Bureau (IB) by one year beyond June 30, 2025, or until further orders. A formal notification issued by the Secretariat of the Appointments Committee of the Cabinet on Tuesday confirmed the extension. The decision to continue his service beyond the superannuation age comes under the relaxation of Fundamental Rule 56(d) and Rule 16(1A) of the All India Services (Death-cum-Retirement Benefits) Rules, 1958. Deka, who hails from the Himachal Pradesh cadre, is known for his extensive counter-terrorism experience and has served in several high-profile internal security assignments over the years. He was appointed as Director, IB, in June 2022 and is now poised to complete four years at the helm. This is the second consecutive year the government has granted an extension to Deka, reaffirming its trust in his leadership during a sensitive time for national security. With this, Deka joins a rare league of senior intelligence officials to have received such an extension, a distinction earlier granted to the current CBI Director Praveen Sood, also from the Himachal cadre. Deka becomes the second top officer from Himachal Pradesh to hold a pivotal post in India's internal security framework at this level. The notification, issued by Manisha Saxena, Secretary, Appointments Committee of the Cabinet, has been circulated to all top constitutional offices and ministries, including the Cabinet Secretariat, Prime Minister's Office and the Ministry of Home Affairs. Government extends tenure of Intelligence Bureau director Tapan Kumar Deka
NEW DELHI: (IB) director was on Tuesday granted a second one-year extension, which will make him the longest serving head of the since the IB chief's tenure was fixed at two years in 2005. Nine terror bases in PoK and deep inside Pakistan were hit under the operation and it eventually saw the armed forces strike Pakistan's key military assets, including an air defence system in Lahore and the Nur Khan airbase in Rawalpindi. Deka, 62, is a 1988-batch IPS officer of the Himachal Pradesh cadre. A counter-terrorism expert, he was appointed as IB director in June 2022, and granted a year's extension upon completion of his two-year tenure in June 2024. On Tuesday, the Appointments Committee of the Cabinet approved yet another one-year extension beyond June 30, 2025, or until further orders, whichever is earlier. The extension was granted in relaxation of the provisions of Fundamental Rule 56(d) — which bars extension in service beyond 60 years of age — and as per Rule 16 (1A) of the All India Services (Death cum Retirement Benefits) Rules, 1958, which grants the Centre power to extend the service of specified high-ranking officials 'in the public interest'. Earlier, his predecessors Rajiv Jain and Arvind Kumar were granted six-month and one-year extensions, respectively, beyond their fixed terms. Known as an 'operations man' in the intelligence fraternity, Deka is considered an expert in 'operations' in J&K as well as in the northeast region of the country. Deka was in charge of the counter-assaults during the 26/11 Mumbai terror attacks in 2008. With a rich experience in tackling and Islamic radicalisation, Deka has led operations against the Indian Mujahideen — the terror group behind multiple serial blasts across India — that led to neutralisation of its top cadre based in India, breaking the outfit's back. Deka was also deputed in his home state Assam to handle the volatile situation that arose following large-scale violence after the enactment of the Citizenship (Amendment) Act in 2019.

This extension comes at a time of heightened security concerns following the April 22 terror attack in Jammu and Kashmir's Pahalgam in which 26 tourists were gunned down by terrorists.
