‘Mow to Own' program allows man to possess vacant lot

MEMPHIS, Tenn. — A man was awarded a vacant lot previously owned by the City of Memphis through the city's 'Mow to Own' Program on Tuesday. The program allows Memphians to take ownership of city-owned properties that are adjacent to theirs. Michael Gladney, 64, is a retired mechanic, and he now owns a brand new lot on Speed Street. Whitehaven resident Gladney says he feels good now that he has a piece of property. He said two years ago he used to live right next to a vacant lot on Speed Street. Deputies investigate man beaten, stripped over racial slur at MS club Gladney said he mowed the lawn of the North Memphis property every two weeks for the past three years. 'All you gotta do is keep the maintenance up on it. Keep it cut, keep it edged, and always take a before and after photo, so that way you have proof,' said Gladney. 'It's a win, win for the property owners and the city of Memphis as it would allow those particular properties to become useful again in the community by allowing property owners to extend their property lines, and it would allow that property to be back on the tax rolls and become a productive part of our community,' said Carleton Osborn, City of Memphis Real Estate Manager. 'Call and ask if this property will qualify for the Mow to Own program, and we will be able to research and get the answers that you need to have you qualify for the program,' said Osborn. One man charged in connection to Topeka's 5th homicide of 2025

TOPEKA (KSNT) – The Shawnee County District Attorney formally charged one man on Tuesday in connection to a fatal stabbing in east Topeka earlier this month. Shawnee County District Attorney Mike Kagay is charging 36-year-old Paul J. Gladney Jr., of Topeka, with murder in the second degree (Intentional). Manhattan traffic light breaks in severe storm Topeka police officers responded in the early morning hours of April 23 to the area of Southeast Second Street and Southeast California Avenue in reference to a stabbing. Officers with the Topeka Police Department (TPD) found an adult male, Donald C. Eteeyan, 48 of Topeka. Eteeyan was taken to a local hospital by an ambulance where he later died. During the investigation into the stabbing, the suspect was identified as Gladney, according to Kagay. All parties involved in the incident were known to each other. The TPD located Gladney on April 24 in the 500 block of Southwest Lincoln Avenue, and he was taken into custody for an investigative interview. Gladney was later booked into the Shawnee County Department of Corrections on criminal charges relating to the investigation. Gladney remains in law enforcement custody, with a $1 million bond. SHREVEPORT, La. (KTAL/KMSS) — Acting United States Attorney Alexander C. Van Hook announced that a Shreveport man has been sentenced for possessing a firearm during a drug trafficking crime. Quintell Dewayne Gladney, 45, was sentenced to 262 months (21 years and 10 months) in prison, followed by 5 years of supervised release, said the U.S. Attorney's Office, Western District of Louisiana. According to information presented in court, on May 26, 2020, the Shreveport Police Department performed a traffic stop on a vehicle being driven by Gladney. Suspect arrested for alleged 'puppy mill,' aggravated animal cruelty 'The officer approached the vehicle and began a conversation with Gladney and noticed what appeared to be a firearm in his waistband. Officers learned that Gladney was a convicted felon and asked Gladney to step out of the vehicle, but he refused. The officers then opened the door and removed Gladney from the vehicle for officer safety. A pat down search revealed that he did in fact have a loaded FN Herstal Model Five Seven 5.7×28 pistol in his waistband,' stated the news release. The U.S. Attorney's Office said officers found over $3,000 in cash in Gladney's pockets, along with several small bags of cocaine, methamphetamine, and marijuana packaged for distribution in the vehicle. They also uncovered more than 41 rounds of 5.7×28 caliber ammunition inside the vehicle. Gladney pleaded guilty on July 31, 2023, and admitted to illegally possessing the firearm. The Bureau of Alcohol, Tobacco, Firearms, and Explosives and the Shreveport Police Department investigated the case, which was prosecuted by Assistant United States Attorney Robert F. Moody.
