Finance, Economy ministries make decision to guard local production

Sana'a - Saba: The two ministries of Finance, Economy, Industry, and Investment announced to the investment sector and productive families the issuance of the first joint decision by the two ministries to protect and encourage local production. A statement issued by the two ministries, a copy of which was received by the Yemeni News Agency (Saba), explained that the joint decision is based on Investment Law No. 3 of 1446 AH/2025 AD and other relevant laws that include important measures to encourage and protect local production. It also includes the program of the Government of Change and Construction approved by the House of Representatives, in conjunction with the implementation of approved privileges and incentives for local industries. The decision includes a ban and final prohibition on the import of certain goods and commodities that have a local equivalent that fully meets the needs of the local market with the best quality and competitive price, effective August 1, 2025. The statement indicated that the decision includes ready-made canned liquid dairy products, non-natural juices (flavored syrup), healthy mineral water, paper towels, ready-made sponges, galvanized iron poles, hollow iron pipes and tubes, flat products made of hangar iron, daggers, and belts used for whipping. The final ban and prohibition decision also includes restricting import quantities, amending customs tariffs, and collecting taxes on certain imported goods that do not have a local equivalent that covers a significant portion of market demand, starting July 1, 2025. The statement clarified that the goods subject to import quantity restrictions, customs tariff adjustments, and tax collection include "raw mango pulp, tomato paste and sauce, ready-made canned juices, soda water, ready-made refined sugar, baby diapers, ready-made canned legumes, halva, ready-made cartons, plastic pipes for water networks, women's bags and purses, packaging bags, plastic bottles and caps, and ceramic tiles." The two ministries urged importers of these goods to consult the Foreign Trade Sector at the Ministry of Economy and the Customs Authority for details and to adhere to the effective date of the ban and restrictions. They noted that there is a comprehensive program in place to manufacture the quantities required by importers through local factories and using the importers' approved brands, preserving their interests, in accordance with prior discussions with them. Sana'a - Saba: The Government of Change and Construction is working across several tracks, starting with military operations in support of our Palestinian brothers in the Gaza Strip, confronting the Israeli aggression on Yemen and mitigating its repercussions, and continuing development and service efforts, stimulating the economy and development. Members of the Government of Change and Construction and a number of stakeholders have conducted extensive field visits to institutions, agencies, and governorates to closely assess needs and provide them according to availability, this will contribute to improving services provided to citizens, meeting their aspirations, and overcoming the difficulties resulting from the ongoing aggression. Yemeni support for Gaza continues and is escalating despite the criminal Zionist aggression and its targeting of infrastructure. Over the past week, the armed forces carried out qualitative military operations targeting Israeli targets in Jaffa, Haifa, Ashkelon, and Umm al-Rashrash with 14 hypersonic and ballistic missiles, as well as drones. Operations continue to bear fruit, with air traffic halted at Lod Airport, known in Israel as "Ben Gurion," and maritime navigation prohibited to the Israeli enemy, there is no movement of ships associated with it in the Red Sea theater of operations, through Bab al-Mandab, to the Gulf of Aden, and the Arabian Sea. Among the forms of Yemeni support are the tribal gatherings and meetings taking place in cities and rural areas, and the mobilization activities that include training, maneuvers, popular marches, military parades, and weekly marches, which reflect the insight and awareness of the Yemeni people and their realization that the battle today is not just the battle of the people of Gaza, but the battle of the entire nation. In the context of support and advocacy, a tweet campaign was also organized on the social networking site "X" to expose the crimes committed by the Zionist enemy against children, women, and civilians in Gaza, using the hashtags #Crime_of_the_Century and #Gaza_Calls_You. The Ministry of Culture and Tourism, represented by the Fine Arts Sector, in cooperation with the House of Creative Arts Forum, held a four-day art exhibition titled "With Gaza, Our Holidays Are Victories." The exhibition featured 500 paintings by renowned artists and creative talents from summer school students. The paintings expressed the creative spirit of the events taking place in Yemen and the suffering of the brotherly Palestinian people in the Gaza Strip, they also expressed Yemeni unity, its importance, and its lofty status in the conscience and reality of the Yemeni people. The exhibition is the second organized by the Ministry of Culture and Tourism in implementation of the directives of the Revolutionary Leadership, the Supreme Political Council, and the Government of Change and Construction in support of the Palestinian people and national causes. The Fine Arts Sector of the Ministry of Culture and Tourism also organized a cultural morning for summer school students and talented and creative young people, with the aim of raising awareness of the Palestinian cause and encouraging and stimulating the talents of young artists and creatives in the fields of drawing, songs, poetry, writing, recitation, and more. The Ministry of Culture and Tourism seeks to organize cultural programs and activities that contribute to enhancing youth awareness of national and national issues, as well as adherence to religious principles and identity, in partnership with the Ministry of Education and Scientific Research and governmental and civil society organizations and institutions, according to a statement by the Minister of Culture and Tourism, Dr. Ali Al-Yafei. The letter affirmed Sana'a's categorical rejection of any attempt by the European Union to "impose its guardianship over Yemen's foreign positions," emphasizing that its positions "are based on its principles, values, and the supreme interests of the people." Salary Disbursement In fulfillment of the Government of Change and Construction's commitment to disburse the full amount of state employee salaries and pension benefits to ensure a level of social and psychological stability for state employees, the Ministries of Finance and Civil Service and Administrative Development issued financial reinforcements for April 2025 salaries for all public service units, in accordance with the State Employee Salary Payments Program, which stems from the Law on the Exceptional Mechanism to Support the Payment of State Employee Salaries and Reimburse Small Depositors. For its part, the General Authority for Social Security and Pensions announced the disbursement of the second half of the February 2021 pension to civilian retirees, as part of the temporary exceptional mechanism to support the state employee pension bill, in accordance with the provisions of Law No. (2) of 1446 AH, which guarantees the regular disbursement of retirement pensions, with 12 pension disbursements carried out annually. Summer Courses Conclude Summer courses are an important annual strategic milestone for building awareness and nurturing the next generation. They produce qualified talents to build the future. Last week, the curtain fell on the 45-day activities, with the participation of 2.2 million male and female students in various summer schools, who learned about the Quran, Quranic culture, and beneficial sciences and knowledge. The final week featured scouting shows, creative exhibitions, cultural and sports competitions, closing events, and honoring of distinguished and creative individuals in a faith-based atmosphere that demonstrated a high level of awareness, a sense of responsibility, and a commitment to creating a generation armed with knowledge, the Quran, and Islamic ethics. In the same context, the Ministry of Health conducted health and environmental awareness and training activities from Shawwal 14 to Dhu al-Qi'dah 24, 1446 AH, in various summer schools across the governorates, these schools were provided with medicines, emergency medical supplies, hygiene materials, and masks, and students were educated on health issues, most notably personal and public hygiene, combating infectious diseases, proper nutrition, environmental conservation, first aid skills, and proper handling of bleeding and injuries, among other first aid techniques, through a health cadre. Field visits were conducted to 4,708 summer schools in 221 districts across 15 governorates, educating 297,793 students on health and environmental issues. A further 22,231 students were trained in first aid and proper handling of bleeding and injuries, with 3,724 health cadres participating in health and environmental awareness and first aid training. Ports' Resilience The Yemen Red Sea Ports Corporation continued its work without interruption, ensuring services and receiving ships, maintaining the flow of essential goods despite the aggression and the destruction of docks, service facilities, and logistics. The port of Hodeidah regained full readiness thanks to national efforts and institutional support, and is now capable of receiving all types of containers and aid. In the context of strengthening partnerships with international organizations and emphasizing the full readiness of the port of Hodeidah as a vital artery and humanitarian facility serving millions of Yemenis, a team from the Ministry of Foreign Affairs and Expatriates and representatives of the International Committee of the Red Cross visited the port to inspect the damage to its vital facilities as a result of the Israeli aggression and assess the technical and logistical readiness to receive humanitarian aid and essential supplies. The head of the Customs Authority, Engineer Adel Margham, reviewed the measures taken to address the effects of the destruction to customs infrastructure resulting from the aggression and the direct targeting of Hodeidah ports, and to mitigate its repercussions on the workflow and services provided. The meeting also reviewed the level of customs performance and the procedures followed to facilitate the movement of goods and the smooth flow of essential commodities through ports to ensure the local market is covered by these commodities. Sana'a-Aden Road In an effort to alleviate the suffering of citizens and in accordance with the leadership's initiative in Sana'a about a year ago, the Sana'a-Aden Road via Ad Dali' continued to be unilaterally opened. Recent efforts and coordination efforts have culminated in a full reopening by all parties, a security meeting in Ad Dali' Governorate discussed the arrangements and procedures related to the road's reopening mechanism and the selection of qualified and highly skilled personnel at the points that will be established along the Sana'a-Ad Dali'-Aden road, ensuring its safety for all citizens throughout the year. Road Projects in the Governorates As part of a comprehensive plan to rehabilitate facilities and improve the educational infrastructure, work began on a project to rehabilitate the main street of the Sana'a University campus, starting from the intersection of the Western Ring Road to the university's western gate in the Madbah roundabout, the project is valued at 103 million riyals, funded by the university and the Capital Municipality, represented by the General Administration of Community Initiatives. The project, implemented by the Executive Unit for the Establishment, Maintenance, and Development of Public Spaces in the Capital Municipality, includes the rehabilitation and restoration of the main street on the university campus, covering an area of 26,000 square meters. The university will cover 50 percent of the cost, while the municipality will cover 50 percent. The project also includes cutting, filling, compacting, and paving damaged and dilapidated sections of the main street and some side streets on the university campus, as well as adding an asphalt layer to improve services for students and staff and facilitate traffic flow. Currently underway in Taiz Governorate are projects to pave 21 September Street in At Taiziyah District, valued at 262 million and 800 thousand riyals, the project also includes the restoration and maintenance of Al-Aj'oud Road in Mikhlaf in Sharab As-Salam District, valued at 142 million and 500 thousand riyals, the project also includes the restoration and maintenance of the Sharab Ar-Rawnah District Road, Phase II, valued at 116 million and 500 thousand riyals, funded by the local authority. Work has also begun on the paving of the main street in the city of Jabn in Ad Dhale Governorate, at a cost of 38 million riyals, funded by the local authority in the governorate, this project includes paving, backfilling, and maintenance works, and is being implemented by the Executive Unit for Road Maintenance. To enhance the road network's infrastructure, improve traffic flow between districts, and reduce traffic accidents caused by road deterioration, work is underway on the "Sham Line" road maintenance project, which extends from the 22nd of May roundabout in Hodeidah city to Al-Zaidiyah district. The project includes repairing damaged asphalt and filling potholes and cracks on the vital road linking several districts. Meanwhile, the Executive Unit in Sana'a Governorate launched the first phase of the Bani Hakam road paving project in Arhab District, the project, which spans 1,100 meters in length and six meters in width, is worth 63 million riyals, funded by the governorate's local authority, this effort is part of the effort to complete infrastructure that contributes to serving citizens and enhancing development, particularly in rural areas. In Al Dhale' Governorate, maintenance work is being carried out on the public road linking Damt and Maris districts in Qa'taba District by the Public Works Sector and the Executive Unit for Road and Public Places Maintenance. A team from the Ministries of Administration and Local and Rural Development, the Interior, the Road Maintenance Fund, and the General Traffic Department, in coordination with Sana'a Governorate Operations, implemented a campaign to remove random speed bumps from main roads, starting with the Sana'a-Dhamar Road. 45 speed bumps were removed from the public road from the Qahazah area to Naqil Yaslah. The campaign will continue until all speed bumps are removed, in accordance with the minutes of the agreement to remove speed bumps on the main roads linking the governorates and the reports of the committees that conducted an inventory of speed bumps on the Sana'a-Hodeidah, Bajil-Ma'bar, Sana'a-Taiz, and Sana'a-Sa'dah roads. Combating Corruption As part of the Government of Change and Construction's efforts to combat corruption, the Supreme National Anti-Corruption Commission's Board of Directors approved the referral of a number of defendants to the Public Funds Prosecution, which specializes in corruption cases related to money laundering. Banning Tuberculosis Medication from Markets To ensure that tuberculosis patients receive free treatment in accordance with approved medical protocols and to protect them from exploitation, the Ministry of Health and Environment issued Resolution No. (6/1/69) of 1446 AH, prohibiting the sale or dispensing of tuberculosis medications in pharmacies and private facilities. Dispensing them is restricted to the National Program for Combating Tuberculosis and Chest Diseases and its branches in governorates and districts. Updating Neighborhood Plans and Units The local authority in Ibb Governorate is working to complete the procedures for updating detailed and structural plans in its various sectors, in addition to updating the fully constructed and semi-completed neighborhood units issued between 1985 and 2002, and to meet the legal, technical, and financial requirements for updating. the institute's student housing, funded by the Judicial Support Fund, it also intends to establish a "hanger" for an internal kitchen for students studying at the institute as a basic requirement to assist them in their academic and judicial preparation during their studies. Building Staff Capacity The Government of Change and Construction attaches great importance to building and developing the skills and capabilities of the leaders and cadres of state agencies and institutions to enhance performance efficiency, training courses and workshops were held throughout the week in the capital and governorates. The General Administration of Financial Affairs in the Human Resources and Finance Sector at the Ministry of Interior concluded the second training course on "Financial Oversight and Internal Control of Resources and Uses According to the Government Accounting System Guide." Forty-three participants from the administration's staff across the governorates participated in the six-day course, held in cooperation with the Yemeni House for Consulting and Institutional Development. A workshop on the preliminary draft of the National Knowledge and Innovation Index was held in Sana'a, the workshop was organized by the Science, Research, Technology, and Innovation Authority in cooperation with the Central Statistical Organization, the workshop discussed the preliminary draft of the National Knowledge and Innovation Index, its individual and composite sub-indices, and enriched it with suggestions and recommendations from experts from the Authority, the Academic Accreditation Council, the Central Statistical Organization, and UNESCO. Indicators, figures, and information facilitate sound and appropriate decision-making for decision-makers, the Knowledge and Innovation Index contributes to promoting sustainable development and building the knowledge economy that the Yemeni people aspire to, it serves as a strategic roadmap aimed at identifying the strengths and weaknesses of the knowledge and innovation system in Yemen and contributing to directing national efforts toward developing this system in an integrated and sustainable manner. Enriching this national index will contribute to improving the quality of education, increasing research output, stimulating innovation and creativity, enhancing competitiveness, contributing to achieving sustainable development goals among various educational, research, and production institutions, and motivating them to develop their knowledge and innovation capabilities. The local authority in Taiz Governorate organized a training and introductory workshop on urban planning and settlements with the aim of preparing 37 detailed model urban plans covering an area of 2,532 hectares in the new city of Taiz, this workshop aims to reduce random construction and community conflicts and promote investment, transparency, and justice during the preparation and implementation phases, the four-day workshop, attended by 40 participants, aims to ensure balanced planning that governs all owners and rights holders. To reinforce the faith-based identity in administrative and professional behavior, a two-day training workshop on the Code of Professional Conduct was held in the Capital Secretariat, the workshop was organized by the Departments of Development Research and Training and Human Resources to train 35 human resources managers in the directorates, and directors of the offices of sector and directorate undersecretaries, on behavioral, ethical, and professional principles and values to advance administrative work and improve the level of performance, the workshop was aimed at developing practical visions that contribute to implementing the contents of the Code of Conduct to develop job performance and the quality of services provided by the government sector to society. The Vocational Training Center for Roads at the General Corporation for Roads and Bridges organized a five-day training course on occupational safety and health, the course aimed to provide safety officers with theoretical concepts of occupational safety and health, familiarize them with potential hazards at work sites and how to control them, and familiarize them with accidents and injuries in the workplace (construction work, asphalt roads, excavation, and cement work) and necessary safety procedures. A training course on training the development executive units of the Taizia Multipurpose Agricultural Cooperative Society concluded in Taiz Governorate, the course was organized by the Bonyan Academy for Training and Rehabilitation as part of the Associations Program, with the participation of 24 trainees. The training resulted in the development of an emergency action plan for three projects in the district, including the provision of an improved seed project through a contract with a major farmer to grow maize seeds, the training also included a survey and study of the wells through which contract farming will be established, the provision of solar energy, loans, seeds, contract farming contracts, loan contracts, and surveys in all units, and community mobilization to contribute to land reclamation, plowing and tilling, seeds, guidance, pest control, and marketing. A 15-day training course in confectionery and pastry making, organized by the Noon Forum for Culture and Development, concluded in Hajjah Governorate, the course provided 15 participants from the families of martyrs and poor families with confectionery and pastry making skills, enabling them to find income-generating jobs and improve their standard of living. In Sana'a Governorate, workshops were held on the Economic Empowerment Project for Low-Income Families, under the theme "Towards Empowering Low-Income Families for a Decent Life." The goal is to improve the financial and living conditions of low-income individuals and families by providing them with the tools, skills, and resources necessary to increase their income, build their productive capacities, and enhance their financial independence. The project focuses on sustainable development by creating permanent job opportunities and empowering families to manage their resources efficiently, achieving self-sufficiency and participating in development, it also reduces reliance on aid and subsidies, supports the local economy by stimulating small and medium-sized enterprises, and increases capital flow within the community. In Amran Governorate, the first training course for 21 representatives of the General Authority for the Care of Martyrs' Families in the directorates concluded. The course was titled "Administrative and Institutional Development of the Authority's Staff." The 12-day course aimed to develop the skills and capabilities of employees, contributing to improved work mechanisms. Pilgrims' Delegation and Evacuation Emergency Plan Sana'a International Airport implemented an emergency plan following the first Israeli airstrike, the plan enabled the evacuation of pilgrims and arrivals from the arrival and departure halls, and the rescue of the crew and ground service personnel, who numbered approximately 50 employees on or near the aircraft, in addition to more than 300 passengers in the airport. During the week, 1,200 pilgrims departed Sana'a Airport via Yemenia Airlines for Jeddah, approximately 800 more pilgrims were awaiting departure before being denied travel due to the criminal Zionist targeting. Alternatives for Boycotting Companies As part of efforts to ensure local market stability and enhance self-sufficiency in poultry products through new import sources that guarantee quality and continuity, the Ministry of Agriculture, Fisheries, and Water Resources discussed with the Chamber of Commerce and Industry in the capital, Sana'a, ways to enhance local poultry production and promote breeds that produce broiler chickens and eggs. The meeting reviewed investment opportunities in this field, localizing the production of breeds, particularly those imported from boycotting companies, and ways to find suitable alternatives that would ensure smooth supply to the market. The meeting approved facilitating registration procedures for alternative companies that meet technical and health standards, as replacements for companies operating in the boycotted countries, it also approved preparing a list of European companies affected by the boycott and proposing approved alternatives for them, the General Administration of Animal Health will oversee this matter. It was agreed to establish mechanisms to compensate for the quantities previously imported from the targeted countries by relying on new sources and expanding localization opportunities in this field. Consumer Attitudes Towards National Products A meeting in Sana'a reviewed a survey on Yemeni consumer attitudes towards national products, prepared by the Yemeni Society for Consumer Protection as part of the implementation of the National Initiative to Support Yemeni Products. The importance of the survey lies in identifying consumer and producer trends and determining their interests, which will contribute to the success of the National Initiative to Support and Develop Yemeni Products. The survey includes five components on consumer attitudes toward local products, both positive and negative, it will be distributed to several governorates, four sectoral studies will be conducted on topics related to local products of various types, as well as a general study conducted by the Federation after analyzing the survey and reviewing its results, an awareness campaign will also be launched to highlight local products and enhance their presence. The general framework of the survey on promoting local production and its importance in achieving food security and generating job opportunities, which will be prepared by the Federation of Chambers of Commerce and Industry, was also reviewed. Directives for Rapid Disposal of Cases During his visit to a number of prosecution offices in Amran Governorate, Attorney General Judge Abdulsalam Al-Houthi directed the rapid disposal of cases, particularly those involving prisoners, to ensure that legal periods for investigation and detention are not exceeded, and to promptly enter data on cases, prisoners, and seized items and their movement into the case management system. The Attorney General visited the Court of Appeal and the Courts of First Instance, reviewing aspects of coordination and cooperation between courts and prosecution offices and the requirements of judicial work to achieve prompt justice, he also met with the Director of Security of Amran Governorate, Brigadier General Nayef Abu Kharfsha, and directed coordination with the prosecution office, adherence to judicial decisions, and all legal controls related to gathering evidence and detecting crimes. In line with the judicial development plan aimed at improving justice services and consolidating the principles of integrity and efficiency in judicial work, the Minister of Justice and Human Rights, Judge Mujahid Ahmed, inspected the progress of work at the New Sana'a Primary Court and the Public Funds Court in Sana'a Governorate, which were recently established by a decision of the Supreme Judicial Council, he also inspected the integrated office and technical equipment for the courtrooms, offices, information center, and archives, after they were provided with modern equipment and technology by the Ministry of Justice, as model courts operating with integrated automation technology. An administrative cadre was provided for them to carry out their role in resolving disputes, achieving justice for citizens, and protecting public funds, state property, and endowments. Coordination between Government Institutions Deputy Minister of Administration and Local Development Nasser Al-Mihdhar and Acting Head of the Tax Authority Wahid Al-Kabsi discussed aspects related to the financial work mechanism, common issues between the two sides, and ways to enhance cooperation to improve performance and meet local and rural development requirements in all governorates and districts. The meeting emphasized that achieving local and rural development is an integrated and collaborative task between state agencies at the central and local levels and community organizations. Emergency Operations Room in Hodeidah In a move aimed at raising the level of preparedness and rapid response to accidents, natural disasters, and emergencies, and enhancing community security, the Civil Defense Emergency and Disaster Operations Room was launched in Hodeidah Governorate. As part of efforts to enhance joint coordination and prioritize emergency interventions in the health sector in Hodeidah Governorate, the Undersecretary of the International Cooperation Sector at the Ministry of Foreign Affairs, Ambassador Ismail Al-Mutawakil, the Undersecretary of the Governorate, Mohammed Halisi, and a joint UN delegation reviewed the humanitarian situation and health needs at Al-Thawra General Hospital in Hodeidah, the hospital lacks diagnostic equipment and basic medical supplies, suffers from a severe shortage of medicines, and is in short supply of diesel, which is needed to operate generators due to the complete power outage in Hodeidah. As part of the efforts of the Ministry of Foreign Affairs and the Office for the Coordination of Humanitarian Affairs to strengthen partnership and coordination in implementing emergency interventions and improving the level of health services provided to citizens in Hudaydah Governorate, a joint UN mission reviewed the humanitarian situation and identified possible interventions in priority service sectors (health, water, education, roads, and civil defense) amid the ongoing repercussions of the aggression. Environmental Improvement As part of the Government of Change and Construction's efforts to improve service delivery and quality of life, and as part of a comprehensive afforestation plan, combat desertification, and enhance the urban environment in line with the agricultural identity of Hodeidah, work has begun on a project to plant 10,000 palm trees in the city's main and secondary streets and public parks, this project is funded by the Cleanliness and Improvement Fund. The project includes a thoughtful distribution of trees, in keeping with the nature of the streets and parks, it will contribute to reducing temperatures, providing a better environmental climate, and adding an aesthetic touch to the city. As part of efforts to enhance environmental security and achieve sustainable development, the second phase of the Green Belt Project for the city of Hodeidah and its surroundings was launched, the project aims to expand the vegetation cover and enhance environmental efforts. Radical Changes in the Capital Municipality Traffic Department The Director-General of the Traffic Police, Major General Dr. Bakil Al-Barashy, has directed radical changes and job rotations in several areas and traffic divisions within the Capital Municipality Traffic Department to improve performance and enhance traffic safety. These seedlings will be distributed to districts and planted in neighborhoods as part of the Green Belt Plan for Dhamar City. The Agriculture Sector in Dhamar established three new nurseries in the districts of Atmah, Al-Manar, and Wasab Al-Ali, with a production capacity of 120,000 seedlings, this is in addition to the production of the central nursery affiliated with the Agriculture Sector in the Rasaba area, which has a production capacity of 100,000 seedlings this year, including 30,000 fruit-bearing seedlings, the coffee nursery in Jabal Al-Sharq also produced 80,000 seedlings of various coffee varieties. The General Authority for Agricultural Research and Extension in Dhamar Governorate is implementing a number of research and scientific activities, including a project to improve seed genetic resources, which aims to enhance the productivity of strategic crops, especially grains and legumes. A field day was held for wheat crops in the Al-Qa'mah area of the Manqadha district of Dhamar City, as part of the Farmers' Field Schools project. End-of-life value chain projects are being implemented at the central slaughterhouse in Dar Salam, Sana'a, these projects include: 'Rehabilitation and maintenance of the feed factory with a 40% completion rate, restoration and rehabilitation of the slaughterhouse with a 100% completion rate, supply and installation of equipment for the slaughterhouse with a 100% financial completion rate, which is scheduled to arrive via the supplier contractor during the coming period, the project to rehabilitate the sewage treatment plant at the central slaughterhouse with a 20% completion rate, and the project to rehabilitate and restore the central slaughterhouse in Naqam with a 100% completion rate.' Honoring Ras Issa Oil Facility and Port Workers The leadership of the Yemen Oil Company and the Coordination Council of Trade Union Committees honored the workers at the Ras Issa Oil Facility and Port in Al Hudaydah Governorate, in recognition of their steadfastness, dedication, and continuous efforts to maintain the facility's readiness and the continuity of services despite the challenges. The honoring represents a message of loyalty and appreciation to the workers who have demonstrated their professional and national commitment and have risen to the occasion in the most difficult circumstances, following the horrific crime that targeted the Ras Issa facility last month with US airstrikes, which killed more than 85 facility workers and truck drivers. Mass Wedding for the Blind The Yemeni Association for the Care and Rehabilitation of the Blind in Sana'a celebrated the completion of half of the debt of 80 brides and grooms at the eighth mass wedding for the blind, the event was held in cooperation with the Ministry of Social Affairs and Labor and funded by the Fund for the Care and Rehabilitation of the Disabled. The mass wedding represented a national unity event, bringing together brides and grooms from various governorates, it was part of the association's programs to help blind people who have completed their university studies get married, the wedding was preceded by the distribution of bags containing clothes and perfumes to the blind newlyweds. The Ministry of Social Affairs and Labor and the Government of Construction and Change, under the directives of the Leader of the Revolution and the President of the Supreme Political Council, provide special care for people with special needs in various aspects of life and enable them to enjoy all their human rights. The Martyrs Foundation, in cooperation with the General Authority for the Care of Martyrs' Families, also organized a mass wedding for (23) grooms from the sons of martyrs enrolled in the Martyr of the Qur'an School in Saada Governorate, within the framework of caring for the sons of martyrs and their families as part of the recognition of the martyrs' sacrifices and loyalty to them. Health Campaign The National Malaria Control Program and the Hajjah Governorate Health Office launched a campaign to eliminate mosquito breeding sites and control the larvae that cause malaria and dengue fever in the governorate, funded by the Yaman Development Foundation. The campaign includes filling swamps and removing waste in 15 districts in Hajjah Governorate and two districts in Amran, in addition to raising awareness of malaria prevention methods in public facilities, markets, and villages. This is the second campaign; the first targeted 19 districts in Al Hudaydah Governorate, it is accompanied by community mobilization and the revitalization of community initiatives to combat and eliminate breeding sites, it also includes routine and ongoing activities to provide and supply health facilities and community health volunteers at the third level with medicines and test strips, enabling citizens to benefit from free diagnostic and treatment services. Projects Launched at Kuwait Hospital and the Republican Hospital Authority The Heart and Cardiac Catheterization Center at Kuwait University Hospital in the Capital Secretariat launched operations in the Cardiac Catheterization Department, providing care and cardiac catheterization services to Yemeni patients who were unable to afford treatment and travel abroad. The Heart Center at Kuwait Hospital is a beacon of hope for improving cardiac medicine and surgery services in Yemen. The local authority in the Capital Secretariat supported the center's equipment and the purchase of a state-of-the-art cardiac catheterization device worth 200 million riyals, it intends to provide further support as part of next year's plan to purchase a modern electrocardiogram device for the center, the first such device in the country. The committee approved assigning the Executive Unit for Road Construction and Maintenance to implement the Al-Amn Street paving project in Al-Bayda city, covering an area of 6,000 square meters, at a cost of 133 million riyals, and referring the necessary work to complete the paving of Al-Arif Lathil Road in Naaman District to the technical committee. Raisin Smuggling Foiled To strengthen customs measures to combat smuggling and support local products, the Afar Customs Center thwarted an attempt to smuggle 1.33 tons of foreign raisins, which were tightly concealed in bags inside banana cartons. Vocational Products Exhibition An exhibition of products from graduates of vocational programs under the Rural Savings and Finance Project was opened in Al-Maraw'ah District, Al-Hodeidah Governorate, this exhibition culminated in the outcomes of vocational and craft rehabilitation programs targeting young men and women in the district, with the aim of enhancing economic empowerment, expanding employment opportunities, and stimulating community-based productive initiatives. Scientific Conferences As universities continue to witness scientific research, the Fifth Scientific Conference of the Yemeni Society of Otorhinolaryngologists (Symposium on Otorhinolaryngology) was held at the Faculty of Medicine and Health Sciences at Sana'a University (Department of Otorhinolaryngology). The two-day conference discussed working papers on otolaryngology diseases and presented the latest research and developments in this medical specialty, enriching the knowledge of specialists and supporting medical practices in this field. The Cardiac Catheterization Center at Kuwait University Hospital organized a scientific meeting on cardiovascular diseases. The meeting reviewed 16 scientific papers and studies on how to recover from sudden cardiac arrest in athletes, how to diagnose and treat it, the meeting also featured presentations of cardiac catheterization cases, raising awareness among physicians about the importance of imaging in accurate diagnosis, how to treat high blood pressure in elderly patients, pregnant women, and those with heart disease, and how to use blood thinners in patients with arterial disease. Illegal Wells Filled in Ibb The General Authority for Water Resources and Facilities in Ibb Governorate, in coordination with security agencies and local authorities, carried out a field campaign targeting illegal wells in the As-Sabra district, the campaign resulted in the filling of 12 hand-dug wells that had been dug haphazardly and without the necessary legal permits, these wells had caused significant damage, most notably environmental pollution and the depletion of groundwater reserves, as well as conflicts between citizens. This included executing strategic military operations, organizing mobilization efforts, and leading demonstrations in solidarity with the people of the Gaza Strip. Supporting Gaza Yemen's position in support of Gaza remains unwavering. The nation continues to take decisive measures to pressure the Israeli occupation, including the imposition of air and naval blockades. Yemenia Airlines announced the commencement of the Hajj pilgrimage from Sana'a International Airport to the Holy Land starting Saturday, May 24, 2025, after obtaining official permits from the relevant Saudi authorities. The airline confirmed the flight schedules for approximately 2,000 pilgrims on the first day, despite the challenges it faces, including operating only one aircraft through Sana'a Airport. The 35th Anniversary of the Republic of Yemen As part of Yemen's celebration of the 35th anniversary of the Republic of Yemen on May 22, the Government of Change and Construction organized a speech ceremony to mark this national occasion. The ceremony was attended by Sultan al-Samai, a member of the Supreme Political Council; Prime Minister Ahmed al-Rahawi; the Vice-Presidents of the House of Representatives and the Shura Council; a number of members of the Council of Ministers, members of the House of Representatives, the Shura Council, governors of governorates; undersecretaries of ministries and institutions; and security and military leaders. In the same context, Prime Minister Ahmed al-Rahawi discussed with the Minister of Culture and Tourism, Dr. Ali al-Yafei, the cultural activities and events that the ministry will organize on the occasion of the National Day, with their national, political, and humanitarian dimensions, in light of the aggression and occupation of part of its territory to which the country is subjected. The events highlighted the crimes of the Saudi-Emirati occupier in the occupied governorates, regions, and islands, as well as the policy of starvation and the destruction of the daily lives of citizens there. The need to support the people of the occupied territories through all available means was emphasized, based on national and moral responsibility, which represents the essence of the Quranic journey and the national project led by Sayyed Abdulmalik Badr al-Din al-Houthi. Monitoring the Situation of Yemenis in Egypt As part of its responsibility to resolve the problems of citizens at home and abroad, Minister of Foreign Affairs and Expatriates Gamal Amer called on Dr. Badr Abdel Aati, Minister of Foreign Affairs and Immigration of the Arab Republic of Egypt, to engage with the relevant Egyptian authorities to address the problems facing Yemenis in Egypt and find radical solutions, consistent with the special nature of relations between the two brotherly countries. This came in a letter sent by Amer to his Egyptian counterpart, in which he expressed concern over information about some Yemenis being detained on charges related to dealing in hard currency, despite following official procedures. He also expressed concern over reports of visitors being subjected to fraud and deception. Providing Needs to Maintain the Continuity of State Agencies As part of the Government of Change and Construction's efforts to provide urgent needs to maintain the continuous operation of state agencies, Prime Minister Ahmed al-Rahwi, during his meeting with Finance Minister Abdul-Jabbar Ahmed, directed the provision of urgent needs for public hospitals and civil defense, enhancing their vital role within the framework of the special emergency plan in light of the ongoing direct confrontation with the Israeli enemy and its criminal approach to targeting civilian objects. Prime Minister Ahmed Al-Rahwi discussed with the Minister of Oil and Minerals, Dr. Abdullah al-Amir, and the Minister of Electricity, Energy, and Water, Dr. Ali Saif, aspects of joint work between the two ministries to stabilize electricity and water supply services provided through the relevant public institutional frameworks. They also discussed the joint solutions necessary to mitigate the repercussions of the US-Israeli-British aggression on the electricity and water sectors. The Health and Environment Office in Taiz governorate distributed medicines and medical supplies to 58 health facilities as part of the Emergency Human Capital Project and the Gavi project, with support from UNICEF. The aim is to improve the provision of health and treatment services and alleviate the suffering of patients unable to afford the cost of medication. The distribution targeted health facilities in the districts of al-Taezeyah, Mawiah, Sharab al-Rawnah, Sharab al-Salam, Sala, Maqbanah, al-Masrakh, Haifan, Sabir al-Mawadim, al-Selw, Samea, and al-Mawasit. Service and Infrastructure Projects Work is currently underway to rehabilitate and restore the ear, nose, and throat (ENT) surgery, male surgery, and obstetrics and gynecology departments at Kuwait University Hospital in the capital, Sana'a. This follows the recent completion of the construction of 16 clinical training halls for medical students, equipped with the latest equipment, with funding from Sana'a University. Sana'a University President Dr. Mohammed al-Bukhaiti reviewed the progress of the renovation work and the requirements necessary to improve healthcare and nursing services at the hospital. He directed the operation of the new oxygen plant, with a production capacity of 30 cubic meters, in addition to the existing plant to meet all the hospital's needs. Dr. al-Bukhaiti also directed the preparation of a list of the hospital's essential rehabilitation and renovation needs for the remaining departments, the provision of necessary equipment, and the scheduling of these needs according to available resources. The Central Emergency Development Interventions Unit of the Ministry of Administration, Local and Rural Development is currently implementing a project to renovate and rehabilitate the Sana'a Capital Appeals Court building and rebuild the wall. The Minister of Justice and Human Rights, Judge Mujahid Ahmed, directed the Ministry's General Directorate of Projects to quickly coordinate and follow up with the Interventions Unit to build three additional courtrooms in the courtyard to address the urgent needs of the new criminal divisions and to complete the court's infrastructure and equipment. The local authority in the capital Sana'a is implementing a project to build a second floor for the Higher Academy for the Holy Quran and its Sciences, Girls' Branch, in Shu'ub district, and to renovate and equip the hall destroyed by the aggression, at a cost of 110 million riyals. It is also implementing a project to complete the construction of the Martyr Yahya Al-Sinwar School in al-Thawra district, at a cost of 182 million riyals. This project includes the construction of 22 classrooms with facilities, and is 50 percent complete, as part of the development of the education sector's infrastructure. The Minister of Agriculture, Fisheries, and Water Resources, Dr. Radwan Al-Rubai, and the Mayor of the capital Sana'a, Dr. Hamoud Ubad, discussed the priorities for the next phase of development projects in the agricultural, fisheries, and water sectors. These include providing agricultural machinery and equipment to contribute to the establishment of water wells that enhance the water basin's feeding; the Liquid Well Project, which aims to support rainwater harvesting efforts; completing the supply chain requirements for the fishery product sales point project; establishing cold storage facilities to preserve agricultural products; a billboard project to promote the importance of local products; and a permanent exhibition to market agricultural products. As part of efforts and projects to improve services, a project is currently underway to restore, maintain, and pave a number of streets in the Al Wahda District of the Capital Secretariat. The project, funded by the local authority, is valued at 72 million riyals. This includes a concrete surface bridge and stone paving for dilapidated and damaged sections of Yaffa Street, which branches off into Baghdad Street, as well as maintenance and asphalt repairs to potholes on Amman Street, from its intersection with al-Zubairi to al-Sitteen Street. In Ibb governorate, a project is underway to rehabilitate and repave the main road in the center of the Far' Al Udayn District, with a length of 1.1 kilometers and a width of seven meters. The project, funded by local authorities, is 50 percent complete. The project is a major artery connecting several districts and had been suffering from severe deterioration of the asphalt layer. To enhance water coverage and improve safe access in rural areas, a project to rehabilitate and operate two water wells in al-Jarahi district was launched in Hodeida governorate. The project was supervised by the Local Water and Sanitation Corporation and funded by the International Committee of the Red Cross (ICRC). The project, valued at 180 million riyals, included the construction and erection of a 50-cubic-meter reinforced tower tank, the supply of a solar energy system for al-Khalfa and al-Zawqar wells, along with all accessories. It also included the supply of two 60-kilowatt generators, two pumps with accessories, and two 7.5-kilowatt stations. The project also included the supply of 160-millimeter pipes, 2,090 meters long, and 110-millimeter pipes, 500 meters long. It also included the construction of fences for the two well sites, and the construction of operating rooms for the wellheads, as well as rooms for washing and air valves. Emergency Measures for Hodeida Electricity As part of efforts to alleviate the suffering of citizens in Hodeida Governorate, a meeting in Hodeida governorate discussed emergency measures to address the electricity situation and cover the existing deficit in energy production resulting from the Israeli enemy's targeting of power plants. It was decided to begin implementing a plan to cover the deficit, operate backup generators, and strengthen grid connections, as the first stage of emergency response to ensure electricity supply to residential neighborhoods. Work is proceeding at a rapid pace and in continuous coordination with the Electricity Corporation to address all existing issues and challenges with the aim of mitigating power outages, as the corporation faces unprecedented pressure on the public grid due to the generation deficit. Field emergency teams continue their work around the clock to repair damage, monitor load distribution, and redistribute power to mitigate the impact on citizens. Hodeida Support and Development Fund confirmed its readiness to contribute to urgent solutions and to finance some operation and maintenance projects, within available resources, to address the crisis. Community Initiatives The Government of Change and Construction's program includes support and encouragement of community initiatives across various sectors. Currently, a community initiative is being implemented in Hodieda governorate to build a health unit in al-Jamisha area, Kilo 16, in al-Durayhimi District, as part of efforts to enhance health services in rural areas. Three health units are also planned for the villages of al Za'fran and al-Mashaqna, and a water supply project is planned for the village of Deir Hassan to the village of al-Marawea'ah, with funding and contributions from the local population. Vocational and Technical Examinations In another message of steadfastness sent by the Yemeni people, thwarting the aggression's plans to disrupt the educational and training process, the final theoretical ministerial examinations for students of technical and vocational institutes in the capital and governorates for the 1446 AH academic year were launched. The final theoretical examinations were conducted for 5,245 students from 65 public and private institutes distributed across 23 examination centers, including 1,557 female students. The exams cover 70 specializations in the medical, engineering, industrial, technical, professional, agricultural, and commercial fields, with a total of 279 theoretical subjects. They are conducted at three levels: technical diploma, vocational secondary school, and vocational diploma. Monitoring the Conditions and Needs of the governorates Based on the Government of Change and Construction's responsibility for the situation in the occupied governorates, Prime Minister Ahmed al-Rahwi, during his meeting with Hadhramaut Governor Luqman Baras, was briefed on the situation in the governorate and its recent developments. He also reviewed the instability it and its people are experiencing in various aspects, resulting from the power struggle between the Saudi and Emirati occupiers and their agents and mercenaries to control the governorate and its resources. Al-Rahawi emphasized that Sana'a, under the leadership of Sayyed Abdulmalik Badr al-Din al-Houthi, will not delay in providing the necessary assistance to the free people in confronting the occupier, its projects, and its ambitions, leading to the liberation of Yemeni territory. Deputy Minister of Administration and Local and Rural Development Nasser al-Mahdhar discussed with Socotra Governor Hashem al-Socotri the situation in the governorate, the practices and violations being perpetrated by the occupation forces to tamper with its natural and tourist resources, and the occupation forces' attempts to obliterate the identity of the occupied governorates, particularly Socotra, as well as their barbaric actions against its people. They discussed the possibility of providing free university seats for the governorate's residents, given the difficult conditions they are experiencing due to the aggression and blockade. The Deputy Minister of Administration and Local and Rural Development also discussed with the Secretary-General of the Raymah Governorate Local Council, Hassan Al-Amri, the governorate's needs for development and service projects. These projects will contribute to advancing local and rural development and improving the level of services. Furthermore, Acting Governor of Taiz Ahmed al-Masawi discussed with the United Nations Resident Coordinator in Yemen and Humanitarian Coordinator, Julien Harneis, the water and sanitation projects Taiz needs and other humanitarian needs to meet population growth and keep pace with urban expansion. The Minister of Health and Environment, Dr. Ali Shaiban, his deputy, Dr. Nasher Al-Qoud, and the Acting Governor of Taiz, Ahmed Al-Masawi, reviewed the progress of rehabilitation, maintenance, and equipping of Taiz General Hospital in al-Taezeyah district, as part of ongoing efforts to improve health infrastructure and services. As part of the government's commitment to providing health services to citizens, particularly in rural areas, the Minister of Health and Environment, Dr. Ali Shaiban, and the Acting Governor of Dhale', Abdullatif al-Shagdari, inspected the equipment and services at the Maternity and Childhood Hospital in Damt district, al-Qurain al-Fahd Health Center in Qataba district, and the Maternity and Childhood Center and Health Center in al-Husha district. Caring for the Families of Martyrs and Missing Persons As part of the government's program to implement care programs for the families of martyrs, prisoners, and missing persons, the General Authority for the Care of the Families of Martyrs and Missing Persons in Jawf governorate launched economic empowerment projects worth 75 million riyals. These projects target 92 families of martyrs in the districts of Bart al-Anan, al-Marashi, al-Mutun, al Zaher, Rajuza, and al Maslub. Similar projects will be implemented in the coming period in the remaining districts of the governorate. These projects include livestock, the provision of fodder and fattening, sewing machines, grocery stores, household appliances, clothing, and cosmetics stores, agricultural pesticides, solar energy systems, and plowing. Telecommunications Services The Government of Change and Construction's program includes maintaining the continuity of telecommunications services, diversifying and developing them, and raising the level of efficiency of their performance. In a statement marking World Telecommunication and Information Technology Day, the Ministry of Communications and Information Technology emphasized the pursuit of improving fixed and mobile internet services, deploying 4G and broadband networks, and adopting cloud computing technologies. This will contribute to the localization of technology and its expansion, enabling Yemeni society to benefit from it and access various services through digital platforms and smart applications, and promoting digital equality. It also called for pressure on the aggressor countries to allow the installation of SMW-5 and Africa-1 submarine cable branches and landing stations in Hodeida governorate, owned by Yemen Telecom, and to ensure their operation. It also called for compelling the aggressor coalition to neutralize telecommunications services and civilian facilities, ensure the protection of personnel, and counter attempts to fragment and destroy telecommunications institutions, companies, services, and professionalism. Prime Minister Ahmed Al-Rahwi discussed with the Minister of Communications and Information Technology, Eng. Mohammed al-Mahdi, the overall progress of the Ministry's plan and its affiliated entities for the year 1446 AH, and efforts to enhance and develop the overall performance of this service sector. Work continues on implementing development projects and introducing modern technologies and mechanisms to various aspects of work and services provided by the Ministry and its affiliated units to individuals and entities. Protecting Sanitation Workers Recognizing its importance and keenness to ensure the safety of sanitation workers and improve the work environment for sanitation and environmental sector personnel, the Sanitation Fund and Project in the Capital Municipality distributed health kits to 875 workers and drivers as a first phase, provided by UNICEF. A three-day training course in occupational health and safety was also held. The course, organized by the Sanitation and Improvement Fund in the Capital Municipality in cooperation with al-Razi University, targeted 160 sanitation workers and supervisors. The course provided them with knowledge and principles of occupational safety in the workplace, risks, and preventive measures to ensure health and safety. Exemption of Small and Micro Enterprise Fees In a qualitative shift to support entrepreneurship and strengthen the local economy, the Prime Minister issued a decision exempting small and micro enterprises from government fees and facilitating registration procedures and granting them the necessary licenses and approvals. The decision reflects the political leadership's interest in expanding the base of economic participation and providing a stimulating environment for entrepreneurs and startup owners. It is a fundamental pillar for activating comprehensive growth, reducing unemployment, and empowering youth economically. Supporting and Marketing Local Products The Ministry of Economy, Industry, and Investment and the Yemeni Consumer Protection Association, in partnership with the General Federation of Chambers of Commerce and Industry, are implementing a national initiative to support local products under the slogan "My Identity is Yemeni, My Product is National." The initiative aims to protect and promote local products and enhance competition among companies to increase their investments, contributing to raising self-sufficiency, improving food security indicators, and employing workers. A meeting in Hodeida governorate discussed mechanisms for developing and improving the marketing of agricultural products in Tihama region, ensuring increased economic returns for farmers and reducing waste, especially fruit and vegetable crops, particularly mangoes. Possible solutions to absorb the surplus were also discussed, most notably the establishment of a mango juice factory and the expansion of the Bajel factory and increasing its production capacity. Restoration of 80 Buildings in the Historic City of Zabid The Social Fund for Development intends to implement a project to restore 80 buildings in the historic city of Zabid in the coming period, funded by the Alef International Organization. The fund is seeking funding to rehabilitate, restore, and maintain archaeological and historical landmarks, buildings, and homes in a number of historic cities, according to the head of the Fund's Cultural Heritage Unit, Engineer Nabil al-Maqaleh. Construction of a Dam in Amran The Ministry of Electricity, Energy, and Water is currently completing the required studies, technical and geological standards, and economic and social feasibility studies for the construction of the Wadi Akhraf Dam in Habur Dhulaymah district of Amran governorate. The dam will serve the agricultural sector and contribute to local development. Establishment of a Tax Department To enhance efficiency and speed up the resolution of tax-related disputes, the Supreme Judicial Council approved this week the establishment of a Tax Department within the Supreme Court. This department will be responsible for reviewing appeals against judgments issued in tax-related cases, as well as for examining zakat and insurance cases submitted to the Supreme Court. The Judicial Council continued to discuss draft amendments to certain articles of the Penal Code and the Code of Civil Procedure and Enforcement, contributing to the realization of fair trial principles and prompt justice. The Council approved the filing of disciplinary cases against six members of the judiciary and their referral to the Accountability Council in accordance with the law. Summer Activities The Supreme Committee for Summer Courses and Activities, along with the subcommittees in the governorates, continued the summer course activities and events in the capital, Sana'a, and the governorates and districts. The fourth summer festival for talented and creative students in summer schools in the capital and governorates was launched. The festival featured competitions in the fields of Quran recitation, methodology, chanting, poetry, theater, drawing and sculpture, recitation and public speaking, and folklore. The competitive summer festival is an important step that reflects the state leadership's commitment to summer schools, which work to develop the capabilities, skills, and talents of competing students in various fields. Activating the Emergency and Disaster Operations Room The International Cooperation Sector at the Ministry of Foreign Affairs launched the activation of the Emergency and Disaster Operations Room during a meeting with the United Nations, following the signing of a Terms of Reference agreement. The agreement is expected to address the growing humanitarian need in the country. The agreement includes strengthening coordination and unifying efforts between relevant authorities and international humanitarian organizations to ensure rapid response to emergencies. The Ministry of Foreign Affairs called for the development of an integrated action plan to address the challenges resulting from the targeting of infrastructure and civilian facilities, in addition to disasters resulting from climate change, which have exacerbated the difficult humanitarian situation. In the same context, a meeting chaired by First Deputy Prime Minister Allama Mohammed Miftah discussed the mechanism for developing the Civil Defense Authority, enhancing its ability to perform its vital humanitarian tasks with high efficiency and professionalism. The meeting reviewed the difficulties facing the Authority and ways to overcome them through providing support. It also highlighted the importance of the Civil Defense's role in saving lives and protecting public and private property from natural disasters and fires, especially in light of the Israeli aggression against our country. The Authority, in coordination with relevant authorities, prepared comprehensive emergency plans that contributed to enhancing disaster preparedness. Looted Antiquities The General Authority for Antiquities and Museums has published a new list of looted Yemeni antiquities, the fifth such list issued by its Tracking and Monitoring Team for Smuggled Antiquities. The list includes several artifacts, including heads and statues of humans and animals, inscriptions, gold, vessels, and other rare items currently on display at international auctions and auction promotion platforms. To raise awareness of the importance of museums as a living memory of peoples, the Ministry of Culture and Tourism and the General Authority for Antiquities and Museums commemorated International Museum Day with a public speaking event, supported by the Heritage and Cultural Development Fund. In light of the theft and looting of Yemeni antiquities, the Ministry is working to ensure that all Yemeni antiquities are displayed in national museums so that everyone can learn about Yemeni history, civilization, and culture, which is unmatched by any civilization in the world. Over the past three years, the Authority has opened several museums, held exhibitions and activities related to antiquities and museums, and established a library at the National Museum containing 3,000 titles of valuable books and old magazines not available online. These titles will be accessible to researchers and university students. Consolidating Security and Stability A meeting between the Deputy Ministers of Administration and Local and Rural Development, Nasser al-Mihdhar, and the Minister of Interior, Major General Abdul Majeed al-Murtada, discussed aspects of cooperation and coordination between security agencies and local authorities to consolidate security and stability in the governorates and districts. They also discussed measures to accommodate residents of the occupied governorates in the Police College. Updating the Legislative System for the Economic Sector The Ministry of Economy, Industry, and Investment has completed projects to update the legislative system for the economic sector in light of emerging changes and developments. These projects include laws on companies, legal accounting, consumer protection, and commercial relations and agencies. The Ministry is holding discussions with relevant authorities and private sector representatives in the General Federation of Chambers of Commerce and Industry regarding these updates, which are an urgent necessity to keep the laws in line with the financial reality and in accordance with Investment Law No. (3) of 1446 AH/2025 AD. Destruction of Violating Goods and Commodities The Yemeni Organization for Standardization, Metrology, and Quality Control destroyed a quantity of goods and commodities in the governorates of Hodeidah and Sa'dah, and Afar in Hajjah Governorate, due to their violation of legislation and approved standard specifications. This was done in cooperation with the Customs Authority, security agencies, and relevant authorities, in accordance with the law, with the aim of protecting the health and safety of consumers. Electronic Systems To strengthen the financial and administrative infrastructure and achieve the principles of transparency and good governance in the management of public revenues, the Cleanliness and Improvement Fund in Al Mahwit Governorate, in cooperation with the Executive Unit for Information and Systems at the Ministry of Finance, launched the implementation of a comprehensive unified accounting system and an electronic revenue collection system. The system aims to improve financial performance and facilitate collection and supervision processes in institutions. In implementation of the financial and administrative reform plan and keeping pace with technical updates that serve public sector employees and guarantee their employment rights, committees from the Ministries of Justice and Human Rights and Civil Service and Administrative Development completed the fingerprint and biometric photo procedures for Ministry of Justice and Court employees, issued unified job numbers to new employees, and corrected payroll records. Within two weeks, the committee granted job numbers to 559 employees who had not previously implemented fingerprint and photo procedures. Capacity Building Regarding building and developing the skills and capabilities of leaders and cadres of state agencies and institutions to enhance performance efficiency, the Ministry of Civil Service and Administrative Development began implementing a training program for its employees on the International Computer Driving License (ICDL), funded by the Skills Development Fund. The 25-day program aims to equip 40 trainees with technical knowledge and skills in computer basics, presentations, spreadsheets, databases, and basic internet usage. As part of the 2025 training plan to enhance participants' capabilities on the concept and classification of additives in food products, their areas of use, benefits, potential risks, and methods for detecting and estimating additives, a five-day training program on additives in food products was held. The program was organized by the Training Center of the Yemeni Organization for Standardization, Metrology, and Quality Control, with the participation of 25 trainees from specialists working for the organization and private food industry companies. As part of the Government of Change and Construction's efforts to empower women to contribute effectively to the process of construction and development, achieve self-sufficiency, and activate productive family and economic empowerment programs, a five-day training course in confectionery was held in Sana'a. The course was organized by the Women's Center for the Development of Crafts and Handicrafts under the slogan "From Sana'a to Gaza." The five-day course, funded by the Heritage and Cultural Development Fund, involved 40 women, aiming to empower them economically, improve their standard of living, and achieve self-sufficiency with competitive quality. A specialized training course in the basics of customs inspection has begun, as part of the program to develop institutional performance and enhance the technical capabilities of field personnel. The 25-day course aims to provide 30 trainees from various customs ports and centers with advanced skills and knowledge in the field of inspection and proper description of goods, contributing to increased performance efficiency and improved field work mechanisms. Inspection procedures are based on approved laws, regulations, and references and aim to determine the true value and accurate tariff item of goods, contributing to the production of accurate statistics upon which the country's economic policies are based. The local authority in the Capital Sana'a and Bunyan Development Foundation organized a seven-day training course in development work for the Knights of Development in al-Thawra district as part of the Volunteer Support Program. The course, supported by the Agricultural and Fisheries Projects and Initiatives Financing Unit, introduced 31 trainees to the basics of volunteer work, development, development resources, community initiatives, and urban development. A development association is planned to be established in al-Thawra district after the completion of the training of 61 Knights of Development at the neighborhood level, to initiate a developmental leap in the district. Two thousand and forty-eight male and female pioneers will be selected across the capital's directorates, helping transform society from a consumer to a productive one. As part of the program to correct policies and work methods, protect and regulate water and natural resources, in response to the directives of the Leader of the Revolution, and in implementation of the directives of the President of the Supreme Political Council and the program of the Government of Change and Construction, a workshop in Sana'a discussed the mechanism for completing the foundations for water resource management and development. The workshop was organized by the General Authority for Water Resources and Facilities, under the supervision of the Ministry of Agriculture, Fisheries, and Water Resources, with the participation of 36 academics, researchers, specialists, and experts in the field of water resource management and development. The workshop focused on a draft foundation for water resource development, which will contribute to preserving the most important components and divine blessings. The working papers addressed topics related to water resource management and development, most notably rainwater and floodwater harvesting, water conflict management, and watershed management. Participants engaged in active discussions and debates. A training course for court clerks and enforcement assistants in the Sana'a Governorate and Sana'a Governorate courts concluded in Sana'a. The course was organized by the Ministry of Justice and Human Rights as part of the judicial reform plan to improve performance, ensure effective justice, enhance the capabilities of judicial sector workers, and ensure the application of best practices in the enforcement of judgments in accordance with legal standards. The five-day course, attended by 30 participants, included theoretical lectures and practical applications on the mechanisms for enforcing judgments and ways to address the obstacles facing those working in this field. This will contribute to enhancing citizens' confidence in the judicial system. The General Administration for Development Research and Training in the Sana'a Governorate concluded a six-day training course on the study and design of drinking water projects. This course targeted 25 engineers from the Public Works, Projects, and Community Initiatives Sector in the directorates. The course provided them with the knowledge and skills necessary to use the latest specialized programs and applications in the design of drinking water networks and projects. This will contribute to raising performance efficiency and improving services in this vital service sector, and enhancing the quality of planning and implementation of service and development projects related to citizens' lives. The College of Medical Administration at September 21 University for Applied Medical Sciences organized the first scientific conference on medical administration under the theme "Towards Effective Medical Administration for Sustainable, High-Quality Medical Services." This conference stems from the university's strategic vision and national responsibility to support the health sector through sound medical administration that keeps pace with challenges and draws inspiration from global best practices. The two-day conference discussed 71 scientific papers and research on governance, modern management of health organizations, quality management and qualitative improvement, management and accreditation of health institutions and facilities, innovation in medical administration, health financing and insurance, human resource development in the health sector, and the role of digital transformation and technology in improving management and quality in the healthcare sector and ensuring the sustainability of its services. A 12-day training course for directors and coordinators of 51 model directorates concluded at the Ministry of Administration and Local and Rural Development. This course complemented the work of the "First Conference on Development and Popular Participation" and aimed to prepare the integrated participatory local development plan for the year 1447 AH. A workshop was held in Sana'a on how to counter rumors and expose the crimes of enemies. The workshop, organized by the National Women's Committee, brought together 20 female journalists from media institutions and the National Committee. The workshop covered several topics related to media deception, its methods, and tools, as well as ways to counter rumors and confront the American-Zionist media machine and its tools. It also addressed the deception it spreads to public opinion as part of its war on Yemen, aiming to dissuade the Yemeni people from their support for Gaza. Enhancing Traffic Safety and Eliminating Illegal Activities To enhance traffic safety and coordinate efforts to reduce congestion and eliminate illegal activities, a meeting held in the capital's secretariat approved the implementation of several awareness-raising and advisory activities, followed by a joint field campaign to regulate informal markets that obstruct traffic and oblige commercial establishment owners to provide parking spaces and organize parking. The attendees emphasized the need to regulate bus routes, clear main streets of street vendors, and create appropriate spaces for them. Developing Agricultural Extension The Minister of Agriculture, Fisheries, and Water Resources, Dr. Radwan Al-Rubai, discussed with the Agricultural Extension and Training Department staff ways to develop and enhance the role of agricultural extension and improve the extension message. This will contribute to developing production and marketing practices and processes, as well as indicators for reducing costs, improving quality, reducing waste, increasing economic returns, and raising farmers' awareness of the importance of applying sound practices. Demand for an International Investigation into the Targeting of Fishermen The Ministry of Agriculture, Fisheries, and Water Resources called for an urgent international investigation and a clear condemnation by the United Nations and human rights and humanitarian organizations of the crime committed by the Eritrean Navy against Yemeni fishermen in territorial waters. This crime resulted in the deaths of two fishermen and the serious injury of a third. The fishermen were then taken to Eritrean waters, detained for hours, and their property and fishing equipment were looted. The Ministry called for urgent action to protect Yemeni fishermen from these grave violations, which contravene all international norms and conventions. Without tiring or faltering, Yemen's leadership, government, and people continue to work tirelessly to overcome challenges and move steadily toward building a modern Yemeni state, in parallel with support operations in Gaza and mobilization activities to confront the escalating aggression against the Yemeni and Palestinian people. In a statement issued today, the Joint Meeting Parties expressed their highest congratulations to Leader Abdul-Malik Badr al-Din al-Houthi, the President and members of the Supreme Political Council, the President and members of the Government of Change and Construction, and the masses of the Yemeni people at home and abroad on the occasion of the 35th anniversary of Yemeni unification—a pivotal event in Yemen's history.
