Commission pins hope on SC households in Bengaluru taking part in voluntary survey online

The commission headed by retired judge H.N. Nagamohan Das, which is overseeing a survey of Scheduled Castes (SC) families in the State to decide on internal reservation, is hoping that SC households in Bengaluru would come forward for voluntary enumeration online, which commenced on Monday. The door-to door enumeration in the erstwhile Bruhat Bengaluru Mahanagara Palike (BBMP) limits has so far remained muted as less than 25% of the projected 3.54 lakh SC households in the city limits have been covered. The online survey will be open till May 28, and it is mandatory for households to have Aadhaar and RD number of the caste certificate to take part in the survey. Besides online, special booth-level camps will be held between May 26 and 28 for the households to provide their details. Commission sources said that during enumeration, many families that had hesitated to participate had informed the enumerators of their intention to participate in the survey online. 'We have seen both households that stay at rented accommodation as well as own houses being hesitant to take part in the door-to-door survey. We are hopeful that those people would take part in online survey since awareness had been created among them.' The commission is hopeful of covering at least 70% of the SC households in Bengaluru by the end of the survey, sources said. According to commission sources, by the end of Monday, nearly 81,000 households or about 23% of about 3.54 lakh households have been counted. On Monday, of about 1.2 lakh households whom enumerators met in Bengaluru, 5,780 were SC households. Across Karnataka, of the projected 25.72 lakh SC household families, enumerators have so far covered nearly 22.79 lakh households or about 86.6% by the end of Monday. So far, enumerators across the State have reached out to 1.28 crore households during the survey. Sources said that the enumerators have also come across cases where migrant SC households have been covered under the survey in their respective villages. 'Though their numbers are not big, the use of Aadhaar and RD number in the survey is preventing duplication.' Sources said that they were hoping that working couples, who have missed enumeration, those travelling, and those who refused to participate in the physical survey but promised to do online would use the online platform. Meanwhile, the commission has asked the civic agency in Bengaluru to deploy more enumerators in slums and areas where economically weaker sections are in large numbers.

A delegation of leaders belonging to the Bhovi community met retired judge H.N. Nagamohan Das, who is leading the commission on internal reservation for scheduled castes, and urged him to ensure that the Bhovis are considered as a caste instead of a sub-caste during the ongoing survey. The commission is conducting a survey of all the 101 scheduled castes to apportion reservation in proportion to the population of each caste to ensure internal reservation. The delegation comprising Sri Immadi Siddarameshwara swami and former chairperson of Bhovi Development Corporation G.V. Seetharamu met Mr. Das in Bengaluru on Tuesday and brought to his notice that the enumerators were categorising Bhovis under a main caste like Adikarnataka before listing them under the sub-caste Bhovis. Contending that thousands of entries of Bhovis had been made under a sub-caste after listing them under a main caste like Adikarnataka, the delegation members in a representation urged the commission to consider all such entries made in this manner so far as those belonging to Bhovi community. The representation signed by G.V. Seetharamu, who is also the spokesperson of Karnataka Pradesh Congress Committee (KPCC), has sought a clarification from the commission on the status of Adikarnataka, Adiandhra, and Adidravida castes in view of the conflicting claims over classification. 'While some claim that they are not the names of castes historically, others argue that these castes had been listed in the 1950 Presidential order and all subsequent amendments. 'Which is correct?', asked the representation submitted to the commission. The memorandum also drew the commission's attention to the fact that the ration cards of some of the members of the Bhovi community were shown as they belonged to Scheduled Tribes (ST). Attributing the lapse to mistakes committed by the officials of Department of Food and Civil Supplies, Mr. Seetharamu urged the commission to ensure that the enumerators considered the Aadhaar, voter ID or caste certificates of the Bhovi community members.

Ravindranath Patti, a leader of Karnataka Mala Mahasabha, has appealed to people of the sub-caste of the scheduled caste (right wing) to mention clearly the sub-caste in the specific column in the caste census. The caste census survey commenced on May 5 and will conclude on May 17. Enumerators will conduct the exercise in phases: first, they will go door-to-door, then they will organise special camps, and later offer an online self-declaration option. The government of Karnataka has formed a one-member commission, headed by retired High Court Judge H.N. Nagamohan Das, to oversee the process following directions of the Supreme Court to implement internal reservation among SCs. 'The people of the sub-caste of the right wing of the scheduled caste should clearly mention in the specific column as Chalavadi, Mala, Byagar, and Holeya. The population size will change if community people mention the sub-caste name improperly,' Mr. Patti said.

Internal reservation: Survey to map SCs and their socio-economic and education levels in Karnataka to begin today

In an exercise that will map the Scheduled Castes (SCs) and their socio-economic and educational levels in Karnataka, around 60,000 enumerators will 'knock on every door' and gather details on a mobile application starting Monday till May 17. The caste census, conducted in 2015, has pegged the total SC population in Karnataka to be 1.09 crore or about 18.2% of the total population. The survey to identify SC households and their sub-castes is part of the work of the commission headed by retired judge H.N. Nagamohan Das that has been asked by the government to recommend internal reservation among these communities. Each field-level enumerator will cover about 130 houses during the 13-day survey. They will visit every door in the units mapped and assigned to them and collect information on a mobile application that has been specifically designed for the survey. 'The survey will be conducted between 6 a.m. and 6 p.m. and the mobile application will be automatically locked after that to avoid any foul play,' Mr. Das told The Hindu on Sunday. 'We have instructed the enumerators to knock on every door and click the photograph of the person who shares the information and also take a signature. The data collected will be connected to a central server and will be securely coded. We have deployed 6,000 panchayat development officials (PDOs) as supervisors, who will conduct random inspections of households to verify and confirm the visit,' he said. War room monitoring Mr. Das said the survey will be monitored through a central war room. The war room will also provide support to enumerators on the field if they encounter any problems while conducting the survey. An exclusive helpline has been set up and email support will also be provided, if required. School teachers and anganwadi workers, who are being deployed as enumerators for the survey, have been trained adequately. 'A handbook on how to conduct the survey and use the mobile application has been provided to the field-level enumerators. However, instant support is provided if they get any doubts or encounter problems on the field,' he explained. While training for State-level master trainers at the district and taluk level has been provided, training is on for the last three days for the field-level enumerators and supervisors. The questionnaire on the mobile application has columns to enter case, sub-caste, relationship of the family members, profession, educational status, employment details and all other related aspects. Enumerators have also been trained to verify the caste declaration made by a person by correlating it either by entering the caste certificate, ration card, Aadhar card or voter identity card numbers. Asserting that this is to prevent fake entries, Mr. Das said: 'The mobile application has been designed in a manner that will show up all details of the person just by entering the numbers of one of these documents. This is possible as the documents would have been linked to get the benefits of the government's guarantee schemes.' Following the door-to-door visit, a three day camp will be held from May 19 to 21 in panchayat offices, schools or any other public offices in the area where people, who have missed the door-to-door enumeration, can go and declare their caste status. Besides, an option has also been created to declare caste details online. This window will be open from May 19 to May 23. 'This is to ensure all are covered. The process of online entry will be provided on May 19 to avoid any duplicate entries,' Mr. Das added. Report to be submitted without any delay Retired High Court judge H.N. Nagamohan Das said there will be no delay in analysing the survey and submitting the report to the government. 'As all entries will be in the digital format, we will compile and analyse it immediately. We are taking help from IT experts too and the report will be finalised on a war footing approach and submitted to the government,' he added.

A survey to map Scheduled Castes (SCs) and their socio-economic and education levels will begin in Dakshina Kannada on May 5. It will be part of the State-wide survey. The survey to identify SC households and their sub-castes will be part of the work of the commission headed by retired judge H.N. Nagamohan Das that has been asked by the government to recommend internal reservation. The caste census, conducted in 2015, has pegged the total SCs population in Karnataka to be 1.09 crore or about 18.2% of the total population. The numbers are crucial as they are set to determine the internal reservation for the caste groups within the larger reservation matrix of 24% for the SCs in Karnataka. The survey results will help H.N. Nagmohan Das Commission to secure empirical data and recommend internal reservation. Addressing presspersons in Mangaluru on Tuesday, Dakshina Kannada Deputy Commissioner M.P. Mullai Muhilan said that as per Article 341 of the Constitution 101 castes have been recognised under Scheduled Castes in Karnataka. In the survey beginning on May 5, enumerators will personally visit households to collect data till May 17. Next, booth-wise special camps will be held for the compilation of information from May 19 to 21. Those unable to participate in both these exercises, or have missed them, can opt for online self-declaration, which can be done between May 19 and 21, he said. The Deputy Commissioner said that 2,046 teachers are being deputed as enumerators. In addition, 170 supervisors will be appointed for the survey. 'About 200 to 250 enumerators are required for each of eight Assembly constituencies in the district,' he said, adding that a supervisor each will be appointed for every 10 to 12 survey blocks. The enumerators will have to use a mobile app for the survey and will have to record informations related to 42 matters, he said appealing SCs community people to cooperate with the enumerators to record the informations.
