DENVER (KDVR) — A law changing the requirements for concealed firearm carry permits will go into effect on July 1, and gun owners should be aware of what is changing. In just under a month, anyone who wants to renew or apply for a concealed weapons permit must complete further steps, due to HB-24-1174. The new law drew criticism from gun rights groups, which said the law could deter gun owners who would otherwise carry their firearms. Education Department investigating Jeffco schools for Title IX concerns on 2023 school trip If you're renewing your concealed carry permit, the law requires that the applicant 'demonstrate competence with a handgun,' which can be done through participating in organized shooting competitions, current military service, or current certifications as a peace officer. You can also show competence by being a verified instructor for firearms safety courses, showing an honorable discharge from a branch of the U.S. armed forces or retirement from a Colorado law enforcement agency with pistol qualifications within 10 years before submitting a renewal form. Concealed carry renewal applicants can also complete an initial concealed handgun training or a concealed handgun refresher class within 6 months before submitting the renewal form, according to the law's text. New applicants are required to complete an in-person handgun training within the year before applying for a permit. The training must be conducted by a sheriff-verified instructor and cover: Knowledge and safe handling of firearms and ammunition Safe storage of firearms and child safety Safe shooting fundamentals Information on federal and state laws on lawful purchase, ownership, transportation, use and possession Information on state laws regarding use of deadly force for self-defense Best practices for interacting with law enforcement responding to an emergency Techniques for avoiding a criminal attack and managing a violent confrontation The class must be at least eight hours of instruction and requires course takers to complete a live-shooting task and achieve a standardized test score of at least 80% for gun owners to be awarded a concealed carry permit. Governor signs bill requiring training for semiautomatic guns, banning rapid-fire conversion devices New applicants for concealed carry permits, for the purpose of the permit, can also show competence with a handgun by holding a current peace officer certification.
