Hailey Dollar is a candidate for Virginia House of Delegates District 70 and is running as a Republican. Her name will appear on the June 17, 2025 ballot. Dollar is running against challenger Cynthia M. Scaturico in the June Republican primary. The winner will appear on the ballot for the General Election on Nov. 4. Candidate Profiles Name: Hailey DollarAge: 35Website: My name is Hailey Dollar, and I am honored to be running as the Republican candidate for House Delegate in the 70th District of Newport News, Virginia. I am a single mother to four wonderful daughters, a disabled Army Combat Veteran, and a dedicated small business marketing professional, paralegal, and community volunteer. I have had the privilege of working for several federal agencies, which has further fueled my commitment to public service.I hold an Associate's in Business and Paralegal Studies, a Bachelor of Science in Health Science, a Master of Science in Health Education, and a Master of Science in Emergency and Disaster Management with a concentration in Homeland Security. Born at Mary Immaculate Hospital and raised in Newport News by my great-grandparents and grandparents, I come from a rich military tradition. I am proud to be the first woman in my family to serve in the military, and I was deployed to Mosul, Iraq in 2009 with the Third Infantry Division. During my tour, I was awarded the Combat Medic Badge for performing casualty care under direct enemy fire. In 2016, I was honored with a Presidential Commendation and two accompanying coins for my service. Throughout my life, I've been an advocate for justice and have volunteered for suicide prevention efforts, especially within the mental health, veteran, and LGBTQ communities, which are statistically at higher risk. I am also passionate about animal rescue and have even trained some of my rescues to be service dogs. I am driven by a deep desire to serve my community and ensure that our values, safety, and well-being are prioritized. I am committed to bringing real change to Newport News, and I hope to have the opportunity to represent you in the Virginia House of Delegates. I'm running for office because I am deeply passionate about helping those in need. The people of Newport News deserve a representative who is genuine, understands their challenges, and is committed to delivering real, practical solutions to the problems we face together as a community. With my military background, federal service, educational achievements, and experience as a mother, I bring a unique and diverse perspective to leadership. There's no challenge too great. I rely on strong critical thinking, sound judgment in tough situations, and a natural ability to bring people together—even those who may not have previously found common ground. I believe in bridging divides and creating real, lasting change for our community. The first bill I would be proud to sponsor is HB 1308, originally introduced by Delegate Chad Green. This legislation has the potential to provide much-needed personal property tax relief—keeping more of your hard-earned money where it belongs: in your pocket. As we look toward 2025 and beyond, our goal must be to empower Virginians by trusting them to make thoughtful decisions about how they invest in their families, businesses, and communities. The reality of running a campaign is that it takes time, money, and a tremendous amount of effort to be successful. The district covers a portion of Newport News, and the winner of the primary will face off against Democrat incumbent Shelley Simonds in November to determine who will serve a two-year term. Website: What is your top priority if elected and how would you work across the aisle to accomplish it? I have a number of priorities that are all conducive with the overall goal of improving the health and welfare to my constituents. I will prioritize decreasing if not eradicating personal property taxes to make it more affordable for constituents to own and maintain property in Newport News and give them relief so they may have more time at home with their families. What is the best way for Virginia to respond to federal funding cuts to the state? The best way for Virginia to respond to federal funding cuts is to do a deep review of the programs within the state, assess their need, and what areas of improvement are necessary to maintain. Taxpayers in Virginia want to see their hard-earned money funding community projects, infrastructure, public safety, and other programs that improve their overall wellbeing. If the redirection of federal funding means a redistribution of Virginia's proposed budget, we as elected officials need to investigate potential misuses of funding and ensure they are redirected to critical programs and eliminate those that are not necessary. Should billionaires like Elon Musk and George Soros be able to contribute unlimited amounts of money to Virginia candidates? If yes, why? If no, what would you do if elected to enact campaign finance limits? Currently it is legal for any individual to contribute unlimited amounts of contributions candidates nationwide. I believe that keeping transparent public records of any monies contributed should continue to be a requirement, so constituents may form their own opinions if outside influences may be a variable in elections. ___ Age: 49 Employment: Homemaker Education: Bachelor's degree in business administration with concentration on management, Robert Morris College. Restoring parental rights through education reform is my top priority. As a mother of three and a grandmother to six, I've seen how schools shape our kids' futures. Hard-earned tax dollars keep pouring in. Virginia's education costs have doubled, yet reading and math scores haven't budged in decades. We're asking too much of teachers: to navigate race relations and gender issues, act as mental health counselors as kids' anxiety spikes, and play disciplinarian instead of educator. I'll work across the aisle, finding common ground with folks who agree our kids need strong basics, not politics in class. Let's get back to teaching reading, math and critical thinking, give parents a voice to guide their kids' values, and let teachers teach, not juggle roles they're not trained for. Our children deserve schools that build their future, not burden their present. What is the best way for Virginia to respond to federal funding cuts to the state? The solution to the federal funding cuts is economic growth. When businesses thrive tax revenue grows. My strategic approach consists of three practical solutions. 1. Preserve Virginia's status as a right to work state to keep Virginia a top destination for business investments. 2. Invest in Hampton Roads infrastructure such as roads, railways and ports to promote economic development and grow manufacturing jobs. 3. Keep taxes low to attract businesses and fuel job growth. Should billionaires like Elon Musk and George Soros be able to contribute unlimited amounts of money to Virginia candidates? If yes, why? If no, what would you do if elected to enact campaign finance limits? The 1st Amendment protects citizens' rights to express political interests through donations, regardless of wealth. Billionaires like Elon Musk or George Soros should face no arbitrary limits on contributions to Virginia candidates. Free speech includes financial support for causes and candidates one believes in. Restrictions often reduce transparency, pushing funds to less accountable channels like super PACs. Individual donations are more traceable, ensuring openness. If elected, I'd oppose new campaign finance limits, focusing instead on enforcing transparency laws to keep contributions clear and accountable.
