Harrisburg Police officer on paid leave after being charged in domestic incident

YORK COUNTY, Pa. (WHTM) — A Harrisburg Police officer is on paid leave after being charged in a domestic incident Sunday at his York County home, charging documents show. Lee Brown, 39, of Mount Wolf, is accused of grabbing and yanking a woman off a couch and injuring her, while they were at home, along Market Street in East Manchester Township, charging documents filed by York County Regional Police Department state. Harrisburg Police confirmed that Brown is an officer with them and that he was placed on paid leave following the incident. Police said the victim was able to text someone, 'please help me, call the police,' after Brown allegedly grabbed her. The woman came running out of the house after police arrived just after 12:30 a.m. She was soaking wet, crying and reported that she didn't feel safe. Police said they took her to a community park nearby to talk about the alleged incident. Charging docs show the victim related how Brown allegedly told her that if police got involved, there would be a shootout. Brown and the woman were out drinking at a members-only bar. While on their way home, police said, they reportedly started to argue. Police said when they got home, the woman went to lie down on the couch, and that's when Brown allegedly squirted her with a water gun and poured water on her. When she tried to get him to stop, that is when he allegedly grabbed her and pulled her off the living room couch, police said. The victim had scrapes on her leg, ribs and shoulder. Police said in the charges, she reported getting those marks from a coffee table made out of a slab of a large tree that still has bark on the edges. State Trooper injured after fleeing driver 'intentionally rammed' cruiser during I-81 chase Brown said he was 'just messing' around with the victim when he was squirting her with the water gun, and allegedly denied getting physical, but claimed that he was struck in the mouth. The charges state Brown showed officers a video he took on his phone that showed the woman crying and trying to cover her face while he was allegedly antagonizing her. Brown then reportedly told police to arrest both of them 'because he knows how domestic violence incidents get handled,' charging docs show. Arrangements were made for the alleged victim to stay elsewhere, and while she was packing her bags, she found that her underwear was all cut up, and her Apple watch was shoved in the trash can. Brown allegedly denied any involvement in that. A report from WellSpan Health showed the woman sustained multiple abrasions and a contusion to her left rib from the incident, police said. Brown faces a misdemeanor charge of simple assault and summary charges of harassment and criminal mischief. Brown was arraigned in front of Magisterial District Judge Thomas Reilly, who set unsecured bail at $15,000, which he posted. His preliminary hearing is set for July 30. Fact-checking Harrisburg Mayoral candidates claims during debate

HARRISBURG, Pa. (WHTM) — A lot of 'He said she said' during Tuesday night's Harrisburg Mayoral debate, but were the candidates' claims all correct? Words like 'incompetent' and 'ineffective' were thrown around last night by nearly every candidate, but it was the three current city officials who clashed the most. Other than a lot of 'He said, she said,' there was a lot of finger-pointing. 'What has he done? Not one thing,' Harrisburg Mayor and candidate Wanda Williams said. 'This administration has no safety plan,' candidate and City Councilman Lamont Jones said. He is talking about violence. He claims it's surged, and he's right. Data from Harrisburg Police shows 22 reported killings just last year, mostly by guns. A number that has skyrocketed over the past decade 'I surely have a plan to serve our children in our community,' Jones said. 'You were asleep in the class, how would you know about GVI training,' Williams said back. GVI, or group violence initiative, is a program created by the city of York to reduce crime and it's worked. Homicides have dramatically fallen since it was put forth in 2016. But it took time. Williams says it will for Harrisburg too. 'The mayor's address at the state of the city. She said, 'Give her five years.' We don't have five years to wait. We have to get to work now.,' Jones said. The mayor also took heat for pumping the brakes on a major state street resign project. The city paid nearly $163,000 to a contractor for work it wasn't allowed to do. Close Thanks for signing up! Watch for us in your inbox. Subscribe Now 'You're talking about proven leadership. I've proven that in the first year I've done affordable housing, I've done paving streets,' Williams said, defending her record. 'You're talking about proven leadership. I've proven that in the first year I've done affordable housing, I've done paving streets.' What candidates say Williams hasn't done is enough for the Broad Street Market. 'I do think the ball was completely dropped on this,' Harrisburg City Treasurer and candidate Dan Miller said. 'The biggest obstacle is city council, wait six months for them to bring it back to table,' Williams said. 'The problem is the lack of communication with council and the mayor – I believe that's a major problem with how the city is functioning,' non-profit founder and candidate Tone Cook said. The market has faced major delays since its brick building burned down in the summer of 2023. The city says it plans to reopen in April 2027. Sparks also flied over affordable housing, specifically $20 million in COVID relief money. Council insists it's there, but Williams says it's not. When asked about the issue, Williams said 'The $20 million? He needs to show us where it's at because it's not there,' and then was interrupted by Jones,, who in turn said, 'No, it's not there.' In 2021, roughly $47 million was given to Harrisburg. In 2023, Williams approved $31 million of it into the city's general fund. $8 million was to go to affordable housing. A lot more was discussed last night, including qualifications and the economy. You can watch the full debate below. Copyright 2025 Nexstar Media, Inc. All rights reserved.
