Waverly native recognized as Junior Sailor of the Year

MILLINGTON, Tenn. – Petty Officer 3rd Class Byron Heid, a native of Waverly, Ohio, was recently named 2025 Junior Sailor of the Year for Navy Medicine Readiness and Training Command Charleston, South Carolina. The Junior Sailor of the Year award is an accolade given to an exemplary sailor, selected by a board of senior enlisted out of multiple competitive entries, for their accomplishments. As Junior Sailor of the Year, Heid was awarded the Navy and Marine Corps Achievement Medal. 'Being named Junior Sailor of the Year is a representation of my hard work and dedication to our mission,' Heid said. 'I would like to give thanks to my grandparents who laid the fundamentals on which I build upon, and also to my leaders who have helped mold me into the sailor I am today. I am proud to serve and be a role model for others and help them reach their goals both personally and professionally.' Heid, a 2022 Waverly High School graduate, joined the Navy three years ago. Today, Heid serves as a hospital corpsman. According to Navy officials, NMRTC's mission is to prepare service members to deploy in support of operational forces, deliver high-quality health care services and shape the future of military medicine through education, training and research.

Heid, a China hawk who helped set technology policy for the congressional committee, is being tapped to be assistant secretary of Commerce for export administration, according to a U.S. Senate filing. As such, he would help design export controls to keep AI chips, the equipment to make them and other technology from China and other countries. Heid was behind a drumbeat of actions by the committee to combat what it sees as China's threat to U.S. national security. Last month, the committee came out in support of a strong global licensing regime to control the development of artificial intelligence just before the Commerce Department published a rule to tighten the U.S. grip on AI chip flows across the globe. The rule, which is scheduled to take effect in May, could be changed by the Trump administration. Heid was behind a push last year to restrict business with BGI, WuXi Apptec, WuXi Biologics and other Chinese biotech firms. Though proposed legislation gained momentum in the last Congress, it did not pass. The White House did not immediately respond to a request for comment. Nor did Heid. If confirmed, Heid is expected to report to Jeffrey Kessler, a Washington trade lawyer nominated as under secretary for the Commerce Department's Bureau of Industry and Security (BIS).
