SAGA -- Police investigating the recent fatal stabbing of an employee at an infant care home in this southwestern Japan city believe that trouble may have erupted when the female suspect arrested on the spot tried to reclaim her child. According to the Saga Prefectural Government, the child of the 28-year-old suspect from the prefectural city of Takeo was placed in the infant home after the central child consultation center in the city of Saga took temporary custody on May 12. The woman, accompanied by her husband, was calm at the time, so the center reportedly informed them of where their child would be staying. However, around noon on May 13, the woman called the center and, in a relatively forceful tone, demanded, "Give me back my child." That same evening, she visited the center, became agitated and ingested some disinfectant alcohol she had brought with her, prompting staff to call the police. Under the Act on Mental Health and Welfare for Persons with Mental Disorders or Disabilities, if police or other authorities report people who may harm themselves or others due to mental illness, prefectural governments and designated cities can forcibly hospitalize them at their own discretion. The Saga Prefectural Police took the woman into custody and, judging that there was a risk of self-harm, reported the case to the prefecture. However, after meeting the woman and consulting with her primary doctor, the prefecture determined that a designated mental health physician's exam to decide on involuntary hospitalization was not necessary, and sent her home. Additionally, although the child consultation center advised the infant home to be alert and shared information about the woman's phone calls demanding her child's return, it did not relay details about her agitation earlier that day. Afterward, the prefecture confirmed that the woman had received a checkup from her regular doctor. For a period, no trouble occurred, and by late May, she and her husband were reportedly taking their child out of the facility temporarily for outings and other occasions. However, after calling the infant home on May 31 and saying, "I want to see my child. I want to go out together," the woman visited alone. The facility explained to her that visits and outings "are possible if both parents are present," but the woman is believed to have become violent before her husband arrived. During the commotion, staff member Chie Kawahara, 55, from the prefectural city of Ogi sustained multiple stab wounds to both arms and chest from a kitchen knife and died at the hospital where she was transported. Police arrested the woman on the spot on suspicion of attempted murder. During questioning, she reportedly told police, "I don't remember, so I don't know." Hideo Noda, head of the prefectural government's children and family division, said of the handling of the events, "It is not uncommon for parents to raise their voices, but we did not anticipate something of this magnitude. It was an unexpected, sudden incident and I do not believe the consultation center handled the matter inappropriately." He added that actions including issuing cautions to related facilities across Saga Prefecture are being mulled in response to the incident. On June 2, the prefectural police referred the woman to public prosecutors, upgrading the charges against her to murder and a violation of the firearms and swords control law. It was also newly revealed that she is a Chinese national.
