Florida man accused of sexually assaulting minor extradited to Michigan
A 60-year-old Florida man was extradited to Michigan and arraigned in connection with an alleged sexual assault from 2007. Vincent Allen Payne, of Valrico, Florida, was arraigned May 21 in Hillsdale on one count of first-degree criminal sexual conduct. Payne was extradited to Hillsdale County by U.S. Marshals earlier in May. Payne is accused of sexually assaulting a 13-year-old in November 2007 while he was living in the city of Hillsdale. He was initially charged by the Hillsdale County Prosecuting Attorney's Office in January 2010. "Sexual assaults are serious crimes that leave lasting trauma, and it takes tremendous courage for survivors to come forward, especially after so many years," said Michigan Attorney General Dana Nessel in a statement. "I remain committed to working with the U.S. Marshals Service, the Hillsdale County Prosecuting Attorney's Office, and other county prosecutors across the state to ensure that those charged with criminal sexual conduct offenses face their allegations in court." Payne was extradited as part of Operation Survivor Justice, which is a partnership with the Michigan Attorney General's Office, county prosecutors and the U.S. Marshals to find, arrest, and return to Michigan fugitives with outstanding criminal sexual assault warrants. The attorney general's office says extraditions were funded by a $1 million state appropriation. Payne is back in court for a probable cause conference on May 28.

North Adams man charged with grand larceny in New York
HILLSDALE, N.Y. (WWLP) – A North Adams man was arrested on Friday in New York in connection with a larceny investigation. Caller impersonates Hampden County Deputy in latest phone scheme The New York State Police stated in a press release that 46-year-old Christopher J. Read of North Adams, Mass., had been appointed as a legal guardian for an individual living in Hillsdale. Following an in-depth investigation, officers found that Read did not use guardianship funds he received for the care and wellbeing of the child in his care. Read allegedly used these funds for personal gain and, in total, misappropriated $38,302.05. The New York State Police Livingston Bureau of Criminal Investigation arrested Read on Friday and charged him with Grand Larceny in the Third Degree and Endangering the Welfare of an Incompetent or Physically Disabled Person in the First Degree. Read was released on personal recognizance and is scheduled to appear in the Town of Claverack Court on June 25. Hillsdale declares war on GOP endowment tax
With help from Daniel Lippman HILLSDALE LOBBIES UP: Hillsdale College has become an exemplar for higher education on the right, even partnering with the White House last month. But the conservative Christian school located in Michigan has turned to K Street in an effort to avoid being swept up in congressional Republicans' efforts to crack down on 'woke, elite universities,' according to a disclosure filing. — Hillsdale last month retained Williams and Jensen to lobby on 'specific threats to the institutional and financial independence of the college, primarily related to the higher education endowment tax,' the filing shows. The team of lobbyists working on the account includes Dan Ziegler, who served as House Speaker Mike Johnson's top policy aide before returning to the firm in March. — Wealthy universities were first hit with a 1.4 percent excise tax on their endowments in the 2017 GOP tax law. But the reconciliation package approved last week by the House Ways and Means Committee calls for a tiered endowment tax that would see some schools' rate soar as high as 21 percent. — Hillsdale dodged an endowment tax once before. During Senate debate on the 2017 tax bill, four Republicans sided with all Democrats to strip out language that would have exempted schools that don't accept federal financial aid — a provision lawmakers said would have only applied to Hillsdale. But the size of Hillsdale's endowment, when adjusted for the number of students, fell below the threshold included in the final bill, sparing the college. — That's no longer the case. Under the House bill, Hillsdale would be eligible for the lowest rate of 1.4 percent. The bill includes a provision that would exempt certain religious institutions from the endowment tax, though it's unclear if that would apply to Hillsdale. Hillsdale did not respond to a request for comment. — The school's president, Larry Arnn, ripped the House proposal in an op-ed last week that called the changes 'not merely bad policy,' but 'a profound inversion of the American idea.' — Arnn argued the bill, as approved by the Ways and Means Committee, 'penalizes most severely those institutions that have chosen the harder path of independence,' by refusing federal funds, while leaving 'untouched the vast web of colleges and universities sustained by taxpayer dollars, often bloated with bureaucracies committed to fashionable ideas, far removed from the purposes of education.' — 'Worse still,' he continued, 'this tax turns the incentives backward; it rewards dependence and punishes self-reliance. It encourages institutions to seek the shelter of government aid, where subsidies can offset tax burdens.' Happy Wednesday and welcome to PI. Send lobbying tips. FLYING IN: As foreign automakers look to mitigate the blow of Trump's tariffs, employees from a dozen of them were on the Hill today as part of a fly-in organized by Autos Drive America. The theme of the fly-in — 'Investing in US' — is hardly subtle, with participants planning to highlight stats like $109 billion worth of U.S. investments that support more than 2.4 million jobs here as they push for tariff relief. — Employees of BMW, Honda, Hyundai, Kia, Mazda, Mercedes-Benz, Mitsubishi, Nissan, Subaru, Toyota, Volkswagen and Volvo were slated to meet with more than 70 congressional offices, including member-level meetings with Sens. Mitch McConnell (R-Ky.) and Jim Justice ( and Reps. Buddy Carter (R-Ga.) and Debbie Dingell (D-Mich.). — 'As we navigate the complexities of global trade, it's imperative that we advocate for policies that ensure international automakers can continue to invest, innovate, and provide high-quality jobs across America,' ADA President and CEO Jennifer Safavian said in a statement. BALLARD'S LATEST MOVES: Brian Ballard was back at the White House today, in another sign he's no longer iced out of the West Wing following an incident in March revealed by your host and POLITICO's Rachael Bade. The Ballard Partners founder was on hand as the NCAA men's basketball champion University of Florida — a Ballard client — met with Trump, according to Justin Sayfie, a partner at the firm. — Ballard also attended a dinner hosted by Trump for the board of the Kennedy Center, according to a video the firm reposted on X. Video of the full event posted by the White House shows Ballard sitting at a table with Commerce Secretary Howard Lutnick. — The firm is also rolling out new business. Today, it announced a strategic partnership with Esfera Brazil, a São Paulo think tank and civic organization that will allow Ballard to tap into Esfera's expertise and network to better inform the firm's lobbying and public affairs work and vice versa. — The partnership is part of the Ballard Global Alliance, which the firm launched last year and includes alliances with government affairs and consulting firms in strategic markets across the globe, including in Canada, Japan, South Korea, Latin America, the U.K. and Italy. — Ballard has also registered to lobby for four new clients over the past week — including most recently the New York Stock Exchange and wearable tech company Hyperice — though all of the new lobbying work all began in April, according to disclosure filings. The firm also disclosed the termination of its contract with POLITICO's parent company, Axel Springer, in the past week. ACTBLUE CHIEF SPEAKS OUT: 'The largest Democratic fundraising platform has found itself in President Donald Trump's crosshairs. And its CEO is coming out against the 'authoritarian' tactic — while acknowledging ActBlue needs to 'build some new muscles' to fight back,' per our Jessica Piper. — 'Trump signed a presidential memorandum last month ordering Attorney General Pam Bondi to investigate the use of online fundraising by foreign actors to make so-called straw donations influencing American elections. ActBlue, by far the largest online fundraising platform for Democrats, was the only one named in the memo.' — ''We almost were in a, 'This can't be real, this can't be serious. These are not serious people, these are not serious allegations,'' Regina Wallace-Jones, ActBlue's CEO, said in an interview with POLITICO. 'And instead held on for a very long time to our traditional posture.'' — 'That posture was to stay out of the spotlight even as the platform has faced increased scrutiny, and accusations of fraud, from Republicans for years. … Now ActBlue has realized it can no longer keep a low profile.' IF YOU MISSED IT TUESDAY: 'The Trump administration will not seek the removal of Israeli tech firm NSO Group from a Commerce Department trade blacklist that has significantly dented the company's financial fortunes, U.S. officials said this week,' according to the Washington Post's Ellen Nakashima, Elizabeth Dwoskin and Aaron Schaffer. — 'Nor is the White House planning to rescind a Biden-era executive order that effectively bars the company from selling its controversial Pegasus spyware to the U.S. government, said the officials, who like others spoke on the condition of anonymity to discuss a sensitive matter.' — 'The administration's plans are a rebuff to NSO Group, which is in Washington this week on a rehabilitation tour, in hopes of being removed from the Commerce Department's Entity List, which bars it from receiving U.S. technology,' which amounts to 'a scarlet letter in the business world because of the reputational harm it confers.' SCHWEIKERT CHIEF HEADS DOWNTOWN: Chad Michaels is joining Capitol Counsel as a principal with the firm's health care and financial services teams. He was most recently chief of staff to Rep. David Schweikert (R-Ariz.), serving as Schweikert's top adviser for his Ways and Means Oversight Subcommittee and the Joint Economic Committee portfolios. Michaels previously worked for now-Sen.
